The Mayor now declares the minutes of the regular meetings of April 2nd and 16, 1962 approved. The Mayor states that this Is the time and place for opening of bids for the Industrial Sewer Line on Ninth Street. City Engineer, W. J. Hanna Jr., opens the bids and they read as follows: I. W. L. Chalmers & Son - $7,998.80; 2. Fremont Pipe L1,ne Construction Company - $l3,408.00; 3. George C. Renz Construction Company'- $7~674.40; 4. Granite Construction Company - $8,572.00; 5. Great Western Pipe Line Company - $9,320.80. ' The City Er)gineer reports that the, two low b,ids are under his estimate. The Mayor refers the low bid of George C. Renz Construct'ion' Company to the City Attorney. .' Spencer f~r extension of Church Street has a page missing in the proposal but it is in order. Motion by Councilman Duffin second by Councilman Wentworth and carried that the bid of Samuel R. Spencer in the amount of $14,65l.00 be awarded. The Mayor st~tes that this is the time and place for the hearing on the proposed abandonment of a portion of Wayland lane for street purposes. The Mayor asks if anyone in the audiencewJshes to speak for oragainst the proposal. No one is present in the audience to speak for or against the proposa.1. ' . The,City Attorney presents and reads a proposed ordinance abandoning a portion of Wayland lane for street purposes. Motion by Councilman Quartirolf second by Councilman Petersen and carried that the proposed ordinance be introduced and published by title and sum- ma ry. The Mayor reads a letter from the American le~ion - Gilroy Post #2l7 requesting to have Sixth Street blocked off from the al~ey west of the Milias Hotel ~ I 1 ~ 2/C"J/ \0"".. to the corner of Eigleberry Street on May 30th between 9:30 and 11:00 a.m. for Hemqrlal Day Services. Motion by Councilman Jordan second by Councllman,Wentworth and carried that the request from The American Legion be granted. The Mayor requests that the PoJice Department be notified of this request. City Administrator Carr reports that Mr. John Roffinella is having septic tank trouble and requests extension of the sewer line on Chestnut Street between lewls and Martjn Streets.,He states that the estimated cost of the City for this project would be approximately $300.00. Motion by Councilman Jordan second by Councilman Petersen and carried that the request of John Roffinella be granted. A letter is read from the Gilroy Volunteer Firemen requesting a change in the hourly rate of pay. Discussion is had. Motion by Councilman Duffin second by Councilman Quartiroli and carried that the hourly rate of pay for the Gilroy Volunteer Firemen be increased to $l.OO for false alarms, $2.00 per hour or fraction thereof for fire calls, and $J.OO for fire drills to remain the same. A letter is read from the Gilroy Grange Post #398 requesting the City to establish property lines between the Grange property and the old G~mkhana Grounds. Discussion is had. . Mr. Glen Cleveland addr~sses the Council and explains that sometime ago the fence was removed and now they are unable to establish the property line. Motion by Councilman Jordan second by Councilman Wentworth that the request from the Gilroy Grange be granted for the City to establish property lines. The Mayor instructs the City Engineer to establish property lines on this property as requested. The report of the Planning Commission is read, notifying the Council of the public hearing date for a Use Per.mit for the Spanish Southern Baptist Church at the South West corner of Seventh and Church Streets and requesting the estab- lishment of Official Plan lines on Church Street from Tenth Street to the Prin- cevalle Storm Drain. , Discussion is had regarding the Official Plan lines on Church Street. , "Planning Commissioner Kennedy address.es the Council -and asks if there is a time I imit for construction of a street, after Of Ucla I Plan lines are set. The City Attorney states that there is nQ time limit. Discussion is ,had on the progress of the-Bonanza development. The'Mayor states that the Council will await the public hearing regarding the use permit on the Church. , Commissioner Kennedy -reports that the Spanish :5.0uthern Baptist Church were advised, of the necessary ,structu-ral changes; the pankt-ng'regulations and ~that they were .i.nstructed to circulate ,a petition. The City Attorney reports on the required steps necessary to be taken by the City to acquire and preserve water rights on the Little Arthur Creek. Discussion is had. The City Engineer estimates an aerial photograph for the preliminary engineering of this project to be approximately $200.QO to $300.00 and states that if the actual survey maps are required the cost will be approximately $1,500.00 to $2,500.00. Motion by Councilman Wentworth second by Councilman Duffin, and car- ried that the City Egglneer and the City Attorney be authortzed to prepare the necessary information required to file an applicati0n for water rights on the little Arthur Creek. Discussion is had on the proposed dam and the possible increase of water pressure ,in the City! s water sys tem. City Administrator Carr reports on a recent meeting with Southern Pae- iflc Officials on the Leavesley Road-Monterey Street intersection. He reports that the Southern Pacific Company will not give the necessary right of way for an acceleration lane at this intersection because they may wish to use all of their property in this area for a parallel track. A lengthy discussion is had on the matter. , Mr. Glen Cleveland states that he requested the Division of Highways to Install additional staking lanes from Morgan Hill to Gilroy that would aid turning off of Monterey Highway but it seems that the State has been instal- ling these lanes north of Morgan~Hill first. The Mayor instructs the City Administrator to write the Division of Highways regarding the proposed additional lane from Ford Road to Gilroy as previously requested by the Gilroy Grange. Motion by Councilman Wentworth second by Councilman Petersen and car- ried that the City Administrator be instructed to notify the Public Utilities Commission that the City request a hearing on the Leavesley Road intersection and that the Southern Pacific Company be notified of the Council's action. Councilman Wentworth requests that the Division of Highways investi- gate the traffic signal Uml.ngg on Monterey Street for vehicles turning left on First Street on to Monterey Street. The Mayor instructs City Administra- tor Carr to.request the State to investigate these signals. A letter is read from the Gilroy Garbage Company requesting permission to include a new partner. Motion by Councilman Wentworth second by Councilman Petersen and car- ried that Richard lucchetti be allowed as a partner In the Gilroy Garbage Con- tract. The City Attorney states that he will check to see if anything addi- tional must be executed to ,include this partner. City Administrator Carr states that all Councilmen have received cppies of the Auxi I iary Pol i.ce Departments' Constitution and a letter explaining the organization and functions of this Department. The Mayor instructs City Administrator Carr to write a letter to the Auxiliary Police Department notifying them that their Constitution has been receiVoed and thank them for their past performance. A letter is read informing the Council of the proposed legislation to provide federal grants for local public works. All Council Members present agree that the City should take advantage of federal aid for public works projects if such aid is made available. City Administrator Carr requests permission to prepare an ordinance to comply with state law in licensing dogs as requested by the State Depart- ment of Health. All Council members agree with this request. A letter from the County Department of Public Works is read regarding development of packing facilities for the proposed Justice Court. The Council states approval of the plans for this parking development. An invitation from Supervisor Ralph Mehrkins is read inviting the City to become a member of the Association of Bay,Area Governments. This letter is ordered filed and no action is taken. The Mayor states that all Councilmen have received copies of progress reports of City Officers; reports of the Police Department, Poundmaster, and Building Inspector; the financial report for March 1962; the City Auditor's report from July I, 1961 to April 30, 1962; and reports of receipts of City Officers. Recreation Director Reinsch explains the Judo Program. City Administrator Carr reports that the proposed annexation north of the City limits is progressing. Councilman Duffin reports that he represented the Counci I at the last Planning Commission meeting. The Mayor states that the Boccie Ball facilities at the Forest Street Playground is being used to the fullest extent. The Mayor reads a letter from Calaveras Cou~ty Fair inviting him to enter a frog in the Jumping Frog Jubilee at Angels Camp. He states that he has accepted the invitation. Director of Public Works Kludt reports on the Trafficways Committee meeting that he recently attended. City Clerk Payne reports on the City Clerk's Institute she recently attended in Santa Barbara and extends an invitation to the Council from the league of California Cities to the New Mayors' and Councilmens' Conference in Sacramento.
