Goodrich, Wilford E. Jordan, Everett C. Wentworth, and Sig Sanchez. Absent: Council Members: Kenneth L. Petersen and Charles F. Quarti- ro 1 i . The Mayor asks if all Councilmen have received copies of the regular meetings of June 4th and 18, 1962. All Councilmen present answer in the affir- mative. The Mayor now asks if there are any errors or omissions in the minutes as presented. No errors or omissions are noted. The Mayor now declares the minutes of the regular meetings of June 4th and 18, 1962 approved. A letter from the Gilroy Gliders is read requesting use of Wheeler Auditorium on November 10, 1962 at 8:00 p.m. City Administrator Carr reports that in previous requests by this group they have requested that a non-slip wax be put on the floor whi~h is an additional $30.'00 cost to the City. Discussion is had. Councilman Quartiroli enters and tak~s his seat at the Council table. Motion by Councilman Goodrich second by Councilman Wentworth and carried that the Gilroy Glider's request fo~ use of Wheeler Auditorium be granted free of charge with the exception that any cost for special treatment of the floor be paid by the Gilroy Gliders. A letter is read from the President of the Latter Day Saints Youth Group requesting use of the stage at the auditdrium on July 6th and 12th for rehearsal of a play to be given at Seaside. Motion by Councilman Wentworth second by Councilman Duffin and car- ried that the request from the Latter Day Saints Youth Group be allowed. Councilman Petersen enters and takes his seat at the Council table. An appl ication is read from Mr. Frank W. Stegall requesting a per- mit to operate a taxicab in the City of Gilroy. City Administrator Carr explains the rules and regulations set forth in the ordinance regulating taxicabs. ' The Mayor calls on Mr. Stegall to answer questions of the Council re- garding his request. Discussion is had. City Administrator Carr presents and reads Resolution No. 694. Mo- tion by Councilman Wentworth second by Councilman Duffin that Resolution No. 694 be adopted. RESOLUTION NO. 694 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY GRANTING AN OWNERS PER- MIT TO FRANK W. STEGALL TO OPERATE A TAXICAB. PASSED AND ADOPTED by the City Council of the City of Gilroy by the following vote: AYES: COUNCIL MEMBERS: Duffln,Goodrich,Jardan,Petersen,Quartiroli ,Wentworth, and Sanchez. None ~one ' NOES: COUNCIL MEMBERS: ABSENT: COUNCIL MEMBERS: The Mayor instructs Mr. Stegall to consult with the City Administra- tor In order to assure meeting with the ordinance requirements. A letter from the Gilroy Police 'Benefit Association is read request- ing use of Wheeler Auditorium on August 4th for a dance. Discussion is had. Motion by Counci Iman Petersen second by Councilman Jordan and carried that the request of the Gilroy Police Benefit Association be g~anted free of charge with:the exception that if special treatment to the floor Is required 2205 they will have to pay for the cost involved. Resolution No. 695 is presented and read by City Administrator Carr. Motion by Councilman Duffin second by Councilman Wentworth that Reso- lution No. 695 be adopted. RESOLUTION NO. 695 :1 w...J ~ESOLUTION OF CITY COUNCIL ADOPTING BUDGET FOR SAID CITY FOR FISCAL YEAR 1962-1963 AND APPROPRIATING PROPOSED EXPENDITURES FOR PURPOSES SET FORTH IN BUDGET . PASSED AND ADOPTED this 2nd day of July, 1962, by the following vote: AYES: COUNCil MEMBERS:. Duffin,Goodrich,Jordan,Petersen,Quartirol i ,Wentworth, and Sanchez. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None City Administrator Carr states that all Council Members have re- ceived copies of a report from Director of Public Works Kludt on weed abate- ment on private property. No one is present to protest weed abatement on his property. City Administrator Carr presents and reads Resolution No. 696. Councilman Goodrich reports that .the City~ lot on Old Gilroy Street and the Southern Pacific's lot both are full of weeds.' Motion by Councilman Wentworth second by Councilman Petersen and carried that Resolution No. 696 be adopted. RESOLUTION NO. 696 "0 j RESOLUTION OF THE COUNCil OF THE CITY OF GILROY CONFIRMING REPORT OF DIRECTOR OF PUBLIC WORKS SETTI NG FORTH THE DESCRI PTI ONS OF PROPERTY, THE OWNERS THEREOF, AND THE COST OF ABATING THE NUISANCE CAUSED BY THE GROWING OF WEEDS IN THE CITY OF GILROY AND PROVIDING THAT SUCH COSTS WILL CONSTITUTE SPECIAL ASSESS- MENTS AGAINST THE RESPECTIVE OWNERS OF LAND. PASSED AND ADOPTED the 2nd day of July, 1962, by the following vote: AYES: COUNCIL MEMBERS: Duffin,Goodrich,Jordan,Petersen,Quartiroli, Went- worth, and Sanchez. NOES: COUNCIL MEMBERS: none ABSENT: COUNCIL MEMBERS: none l~ City Administrator Carr presents an agreement with the State Per- sonnel Board for services. He explains that the agreement is identical with last years contract with the exception of ' an increase in some of the fees. Motion by Councilman Goodrich second by Councilman Quartiroli and carried that the reading of the State Personnel Board contract be waived and that City Administrator Carr be authorized to sign said contract. City Administrator explains and reads a resolution of the Santa Clara Valley Plumbing and Gas Piping Code Interpretation Committee setting forth their aims and purposes. Motion by Councilman Goodrich second by Councilman Jordan and car- ried that the resolution of the Plumbing and Gas Interpretation Committee be ~pproved in principle. A letter is read from the Shoreline Planning Association inviting the City to become a member of the association. No action Is taken on this matter. The Mayor states that all Councilmen have received copies,of progress reports of City Officers; reports of the Police Department, Pound~aster, and Building Inspector; the financial report for June 1962; and reports of receipts of City Officers. Discussion is had on the reports. Councilman Wentworth requests that copies of the Planning Commission's agenda and minutes be sent to all Council Members. Director of Public Works Kludt reports that at this date he has been unable to contact Mr. Andrew Trlnchero regarding sidewalks, curbs, and gutters in front of his property as instructed by the Council at their last meeting. Discussion is had regarding the Board of Supervisor's meeting on the llagas Project. The Mayor Instructs City Administrator Carr to write Mr. Goodyear, Assistant Director of Soil Conservation, to determine if Miller Slough would qualify under Public Law No. 566; and what the possibilities vould be one year from today as to the priority of Miller Slough; and could the Miller Slough Project be studied along with the little llagas in Morgan Hill.1 2206 The Mayor states that he will contact the President of the Loma Prieta Soi I Conservation District and wi 11 report back to the Counci I if there is any progress. Councilman Wentworth asks if the City Administrator or Mayor received an invitation to view the National Guard troops. The City Administrator and Mayor both report that they did not receive an invitation. Di rector of Pub Ii c Works Kl udt presents a progress 'report on the gardm refuse survey and states that he will present a wri tten report at the next meeting. He states that the City crew can pick-up garden refuse at a lower cost than the sweeper can pick it up in the street. Discussion is had. City Administrator Carr reports that he wil~ be on vacation and out of the state on July 13th to August 3rd. City Administrator Carr states that the League of Cal ifornia Conf- erence in Los Angeles October 21$t to 24th and requests permission to make reservations early. The Council request reservations for five double rooms. Director of Public Works Kludt reports that the City of Gilroy is hosting Monterey Bay Area Chapter of Public Works on July 11th at the Gilroy Golf and ,Country Club for an Installation, Seminar, and Barbecue, and extends an invitation to Council Members. City Administrator Carr explains the Bert C. Weiss Poundmaster's financial situation regarding maintenance of the Pound. He suggests that the Council authorize $100.00 per month as contractural services. Discussion is had. Motion by Councilman Goodrich second by Councilman Wentworth and car- ried that Bert C. Weiss be allowed $50.00 per month for maintenance of the pound and $50.00 per month for car allowance.
