Petersen at 8:00 p.m. Present: Counci I Members: George T. Duffin, Chester R. Eckard, Norman B. Goodrich, Wilford E. Jordan, Charles F. Quartiroli, Everett C. Wentworth, and Kenneth L. Petersen. The Mayor asks if all Council Members have received copies of the regu- lar meetings of March 4th and 18, 1963 and of the special meeting of March 25, 1963. All Councilmen answer in the affirmative. The Mayor now asks if there are any errors or omissions in the minutes as presented. No errors or omissions are noted. The Mayor now declares the minutes of the regular meetings of March 4th and 18, 1963 and of the special meeting of March 25, 1963 approved. The Mayor presents a certificate of service to Ben Gutierrez for his term as a member of the Parks and Recreation Commission from July 5, 1960 to March 4, 1963, who resigned to fi II the unexpired term of Chester R. Eckard, Planning Commissioner. The Mayor presents Chester R. Eckard with a certificate of service for his term as a member of the Planning Commission from July 5, 1960 to January I, 1963 who was appointed as Counci I Member to fill the vacancy on the Council created by the resignation of Mayor Sanchez. City Administrator Carr reports that a property owner located outside of the City has requested water service from the existing water I ine on Murray Avenue. He states that the Council has had a policy not to furnish services out- side of the City limits, however in this case the City water I ine is existing and was paid for by the property owners on the west side of Murray Avenue. Discussion is had. Motion by Counci Iman Duffin second by Councilman Wentworth and carried that water service be granted to the property owner on Murray Avenue as reques- ted. The report of the Planning Commission is presented and read informing the Council of the publ ic hearing set on the amendment to the Drainage Element of the General Plan and discussion had on official plan lines on Hecker Pass Highway. Director of Publ ic Works Kludt reports that there is an advanced copy of the official plan I ines of Hecker Pass Highway available however the Planning Commission will not take any legal action until a report is received from the Division of Highways. City Administrator Carr states that all Council Members have received copies of estimates on proposed budgeted public works projects and estimates on suggested additional projects. Discussion is had regarding the curb and gutter situation on Church Street from Eighth to Tenth Streets. It is the Councilsl wish to reconstruct Church Street from Sixth to Eighth Streets as suggested and not to include Church Street from Eighth to Tenth Streets if property owners will not agree to instal- lation of curbs in this area. Motion by Councilman Eckard second by Councilman Goodrich and carried that the publ ic works projects as outl ined be authorized subject to budget amend- ment and that plans and specifications be prepared and advertised for bid. City Administrator Carr states that all Council Members have before them copies of the Capital Outlay Program. He explains the program in brief. The Council compliments the City Administrative Staff for work on the Capital Outlay project. ' City Administrator Carr presents and reads a proposed pol icy for reim- bursement of a portion of costs to subdividers and/or land developers for the installation of facilities which benefits adjacent property. Discussion is had. The Mayor thanks the high school government students for attending this Council meeting, since they are leaving at this time. City Administrator Carr presents and reads Resolution No. 745. RESOLUTION NO. 746 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY DESIGNATING CITY AUDITOR AS AUTHORIZED AGENT FOR THE CITY IN OASDI MATTERS. PASSED AND ADOPTED this 1st day of Apri I, 1963, by the following vote: AYES: COUNCIL MEMBERS: Duffin,Eckard,Goodrich,Jordan,Quartirol i ,Wentworth, and Petersen. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None City Administrator Carr presents and reads Resolution No. 747 approv- ing and supporting the recommendations of the Santa Clara County Water Commission and requesting the Board of Supervisors to call a bond election on June 11, 1963 to finance the county water program. Motion by Councilman Eckard second by Councilman Goodrich that Resolu- tion No. 747 be adopted. RESOLUTION NO. 747 RESOLUTION OF THE CITY OF GILROY ENDORSING COUNTY WATER PROGRAM. PASSED AND ADOPTED this 1st day of Apri I, 1963 by the following vote: AYES: COUNCIL MEMBERS: Duffin,Eckard,Goodrich,Jordan,Quartirol i ,Wentworth, and Petersen. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None A letter is read from the DivisJon of Highways informing the City that the intersection at First and Church Streets does not qualify for automatic tra~ fic signals at this time. Discussion is had. Director of Public Works Kludt reports that a proposed no-left turn on Church Street north of First Street is being discussed by the property owner and the renters of the shopping center and information on this discussion will be presented to the Counci I in the near future. The Mayor states that all Council Members have received copies of the reports of the Police Department, Poundmaster, and Building Inspector; reports of receipts of city officers; progress reports of City Officers; and the financial report for March 1963. Motion by Councilman Goodrich second by Councilman Wentworth and carried that the reports as submitted be approved. Councilman Wentworth reports that property owners on Lewis Street have complained about poor water pressure. Director of Publ ic Works Kludt states that the low water pressure in this area is due to the fact that they are receiving water service from a 2" water I ine which wi II not get ample pressure for the number of services. Discussion is had regarding the possibil ity of the City installing a larger water line if the property owners wi II pay the cost of the line vs the City absorbing the entire cost. Director of Public Works Kludt is instructed to discuss the problem with the property owners Edmund and Richard Piedmont. Counci Iman Duffin reports that the 16th and 17th tee at the golf course is falling away from the bank and he was informed that the storm water is getting into the reservoir. Director of Public Works Kludt reports that this is correct however not to the extent of contamination. Director of Publ ic Works Kludt is instructed to prepare estimates for the installation of a new storm drain line for the proposed project. Councilman Eckard states that the I'wait-walk'l signal at the Third and Monterey Streets crossing has proved very beneficial and suggests that similar signals be installed at the other Monterey Street intersections. Director of Publ ic Works Kludt reports that at the time the traffic signal contract was awarded at the Third Street intersection the State offered to put in the additional Ilwalk-wait" signals at the various intersections for a nom- inal fee however the Counci 1 did not agree to install them at that time. City Engineer Hanna Jr. informs the Council that the cost of untreated domestic water proposed to be del ivered at the west portal of the proposed Pacheco Tunnel is estimated at $35.00 per acre foot at the point of diversion. Recreation Director Reinsch requests Council approval of a new classifi- cation for a three month Summer Recreation Director at $375.00 per month as recom- mended by the Personnel Commission. Discussion is had pertaining to Red Cross participation in the City rec- reation swimming program and the priority given the Swim Club over recreational swim- ming in previous years. Discussion is had regarding the proposed Summer Recreation Director super- vising activities at the swimming pool. Recreation Director Reinsch reports that if the Summer Recreation Direc- tor classification is approved he will then have more time to supervise activities at the swimming pool because the Summer Recreation Director will be supervising play- ground activities. It is the Councils' wish that recreational swimming be given priority over the Swim Club activities. Recreation Director Reinsch states that he will convey the Councilsl wish to the Parks and Recreation Commission. Motion by Counci Iman Goodrich second by Councilman Wentworth and carried that the Summer Recreation Director classification as presented and recommended by the Parks and Recreation Commission be approved for the three months of June, July, and August at $375.00 per month. Mayor Petersen reports that the maps for the proposed Miller Slough Diver- sion Channel are avai lable. City Administrator Carr requests a meeting with the Committee before con- tacting the property owners. Councilmembers Wentworth, Quartiroli, and Petersen agree to meet with the City Administrator on Apri 15th at 3:00 p.m. City Administrator Carr reports that there will be a Soil Conservation District meeting tomorrow evening and that it will not be necessary for the Com- mittee to attend since their work is not complete at this time. The Mayor states that the City should take action soon regarding the freeway problem. He states that no word has been received from Morgan Hi II or San Martin. The Mayor states that the City Administrator has prepared a paper on major City accomplishments in the past 3 years. The Council request the City staff to remind them of the recessed publ ic hearing on Apri 14th.
