The regular adjourned meeting of the City Council was called to order
by His Honor Kenneth L. Petersen at 8:04 p.m.
Present: Council Members: Norman B. Goodrich, Wilford E. Jordan, Everett
C. Wentworth, and Kenneth L. Petersen.
Absent: Council Members: George T. Duffin, Chester R. Eckard, and
Charles F. Quartirol i.
A request from Mr. Dante Magnani, owner of King's Rest Motel to erect
an advertising sign at Leavesley Road and Murray Avenue (owned by Leo Garbini)
was presented and explained by Director of Public Works Kludt who informed the
Council that said sign would conform to City's standards.
Councilman Quartiroli entered and took his seat at the Council table
at 8:05 p.m.
Motion was made by Councilman Goodrich seconded by Councilman Went-
worth and carried that Mr. Dante Magnani be allowed to erect a sign advertising
his business as requested.
City Administrator Wood requested Council to conduct a Personnel Ses-
sion in the event they wished to discuss any individual employee's performance
in regard to the salary adjustment recommendation covered under item VI I I. 2.
of the Agenda.
The City Clerk presented and read Resolution No. 895 accepting Hecker
Pass Road property from M. Chiesa.

Discussion was had on the matter.
Motion was made by Councilman Wentworth seconded by Councilman Quarti-
roli to adopt Resolution No. 895.
RESOLUTION NO. 895
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ACCEPTING CONVEYANCE OF REAL
PROPERTY AND CONSENTING TO ITS RECORDATION.
PASSED AND ADOPTED this 23rd day of February, 1965, by the following vote:
AYES: COUNCIL MEMBERS: Goodrich,Jordan,Quartiroli ,Wentworth, and Petersen.
NOES: COUNCIL MEMBERS: None

Mr. Henry Petersy Commander of the American Legion, Post No. 217 and
on behalf of the Senior Citizens' Group of Gilroy, addressed the Council and
complimen.ted them for allowing the installation of benches at the Library and
Hospital Sites. Mr. Peters requested that a backrest be installed on said
benches.
Discussion was had on the matter.
The Mayor referred the matter of backrests for the benches to Staff
for study and recommendation.
Personnel Director Reinsch reported on the Salary Survey and recom-
mendation of the Personnel Commissions' meeting of January 12, 1965.
City Administrator Wood recommended a 5% increase for all salary
classifications and an additional 5% increase for 9 other classifications and
further recommended an increase in Uniform Allowance for Police and Fire Depart-
ments.
Discussion was had on the matter.
Councilman Eckard entered and took his seat at the Council table at
8:33 p.m.
Further discussion was had regarding the Salary Survey.
The Council decided to table the matter of salary recommendations to
a Joint Meeting of the Council and Personnel Commission on March 8, 1965 at
8:00 p.m. to jointly study said matter.
City Administrator Wood reviewed and explained each item in the pro-
posed Capital Improvement Budget.
Discussion was had on the matter.
The Council decided to remove the item of a schedule for obtaining
topographical maps from the proposed Budget.
The Council suggested that the Sewer and Water Departments be combined.
It was further recommended by Council that a water rate increase be established
if additional revenue is needed to finance the proposed Capital Improvement
Program rather than imposing a sewer charge on residents. It was agreed that
if the Sewer and Water Departments were combined revenues could be used for
sewer and water maintenance, overhead, replacements and additions, as demands
arise from each service.
The Council was in accord with the proposed Capital Improvement Budget
with the exception of a schedule for obtaining topographical maps.
City Administrator Wood presented copies of two arguments supporting
the Referendum Measure to be placed on the April 13, 1965 General Municipal
Election ballot. All Council members present approved Argument B for sub-
mission to the City Clerk.
City Administrator. Wood presented and read a letter from Joseph G.
McCormack requesting Council to submit his argument in favor of approving the
zoning matter subject to the Referendum measure. Council ordered the letter
to be placed on file with the City Clerk.
City Administrator Wood reported that the plans and specifications
for the Police Administration and Jail Facility were ready for advertisement
and that the bid opening date had been scheduled for Mach 26, 1965 at 3:00 p.m.
and that awarding of the bid is proposed for a Special Council Meeting of
March 29, 1965.
Further discussion was had regarding installation of benches with
backrests for the Senior Citizens' Group.
Councilman Eckard requested permission to leave the State on March 4,
1965 for 60 to 90 days.
Motion was made by Counci lman Wentworth seconded by Councilman Good-
rich and carried trot Councilman Eckard be allowed permission to leave the
State on March 4, 1965 for a period of 60 to 90 days.
Counci lman Goodrich requested Staff to determine from the Boccie Ball
Group of Forest Street Playground what proposal they are seeking for said group.
At 10:50 p.m. motion was made by Councilman Goodrich seconded by .~
