The regular adjourned meeting of the City Council was called to order
by His Honor Wilford E. Jordan, Mayor Protempore at 8:03 p.m.
Present: Council Members: George T. Duffin, Charles F. Quartiroli,
Everett C. Wentworth and Wi lford E. Jordan,
Absent: Council Members: Chester R. Eckard, Norman B. Goodrich, and
Kenneth L. Petersen.
The Mayor Protempore asked if all Council Members present had received
copies of the regular meeting of March 15,1965. All Council Members answered
in the affirmative. The Mayor protempore asked if any errors or omissions were
noted in the minutes as presented. No errors or omissions were noted. The
Mayor Protempore declared the minutes as of the regular meeting of March 15,
1965 approved.
City Administrator Wood stated that the bids for the Police Administra-
tion and Jail Facility were opened on March 26, 1965 at 3:00 p.m. He presented
copies of the bid figures as read: 1. Rhodes Construction Company of San Jose,
Base Bid $186,000.00, Alternate #1 for reflective groove coating $876.00, Alter-
nate #Z for the Parking Lot west of the Main building $7,250.00, Alternate #3
for the Parking Lot east of the Main building $8,600.00, Alternate #4 for supply
and installation of the gasoline underground storage tank $1,200.00, total includ-
ing all alternates $203,926.00; 2. R. L. Carroll of San Jose, Base Bid $177,245.00,
Alt. #1 $673.00, Alt. #2 $7,181.00, Alt. #3$7,356.00, Alt. #4 $1,04~.00, total
$193,499.00; 3. William Radtke & Son, Base Bid $192,677.00, Alt. #1 $598.00, Alt.
#2 $6,890.00, Alt. #3 $7,977.00, Alt. #4 $995.00, total $209,137.00; 4. Gordon E.
Farotte, Base Bid $171,974.00, Alt. #1 $596.00, Alt. #2 $9,442~00, Alt. #3
$8761.00, Alt. #4 $1,087.00, total $191,860.00; 5. R. W. Michael, Los Gatos,
Base Bid $192,911.00, Alt. #1 $610.00, Alt. #2 $5,910.00, Alt. #3 $8,521.00, Alt.
#4 $999.00, Total $208,951.00.
Discussion was had on the matter of whether or not to accept all or part
of the Alternates set forth in the bid.
Motion was made by Councilman Wentworth seconded by Councilman Quartir~
Ii and carried that the low bid of Gordon E. Farotte in the amount of $191,860.00
(which included the Base Bid and 4 Alternates) be awarded for the Police Admini~
tration and Jail Facility.

City Administrator Wood reported that the transmitting and receiving
tower .antenna previously proposed to be located on the roof of the Police Admin-
istration Building would be located on a proposed block house. He stated that
the Architect's estimated cost for said block house is in the amount of $1,500.00
and that the Architect's estimated savings in the main police building structure
resulting by removing .said antenna from the roof is in the amount of $400.00.
City Administrator Wood recommended that the Council appoint a Change
Order Review Committee for construction changes up .to an aggregate maximum
amount of $5,000.00 for the Police Administration and Jai 1 Facility in the event
action is required between regularly scheduled Council Meetings.
Motion was made by Councilman Duffin seconded by Councilman Wentworth
and carried that Council Members Quartiroli and Wentworth and Director of Public
Works Kludt be appointed as a Change Order Review Committee for the Police Admin-
istration and Jail Facility as recommended by the City Administrator.
City Administrator Wood presented a letter from the City of Hope re-
questing permission to conduct a Solicitation Campaign on May 4, 1965.
Motion was made by Councilman Duffin seconded by Councilman Wentworth
and carried that the request for a Solicitation Campaign from the City of Hope
on May 4, 1965 be granted. \
Oirector of Public Works Kludt presented and explained the Final Map
of Donald L. Stone Homes, Inc. IICasa Loma Estates, Tract No. 3959" and as recom-
mended for approval by the Planning Commission. Director of Public Works Kludt
reported that said Map complies with the Subdivision Ordinance.
Motion was made by Councilman Quartiroli seconded by.Councilman Duf-
fin and carried that the Final Map of Donald L. Stone Homes, Inc. I!Casa Loma
Estates, Tract #3959" be approved subject to signing of the Agreement, posting
of the improvement bond, and payment of the fees.
Mr. Richard Scagliotti addressed the Council and requested that the
Final Map be signed by the required City Officials at this time in order to record
said map on March 30, 1965.
Motion was made by Councilman Quartiroli seconded by Councilman Went-
worth and carried authorizing Mayor Protempore, Wilford E. Jordan, to sign the
Final Map and Improvement Agreement of Donald L. Stone Homes, Inc., Casa Loma
Estates Subdivision, Tract #3959.
Councilman Quartiroli reported that other .communities are not using
the 3 ft. arms on the Lighting Standards as previously informed by Pacific Gas
and Electric Company.
Discussion was had.
Director of Public Works Kludt was instructed to notify Pacific Gas
and Electric Company that the City does not want the Lighting Standards with
3 ft. arms because longer arms are necessary to provide adequate lighting.
Director of Public Works Kludt reported on the progress of obtaining
an easement for the water line proposed to provide increased Water Pressure in
the Filice Drive area.
Councilman Wentworth suggested the City conduct a "dawn patrol" to
prohibit dogs running at large at that hour.
Personnel Director Reinsch reported on the progress on recruitment
of Poundmaster.
Mr. Edward Peterman, representing the Planning Commission, reported
that he had nothing to present at this time.
Mr. John Hugha, Architect, requested authorization of the Mayor to
sign the contract for the Police Administration and.Jail Facility on behalf of
the City.
Motion was made by Councilman Wentworth seconded by Councilman Duffin
and carried that the Mayor and City Clerk be authorized to sign the P~lice
Admihistration and Jail Facility Contract on behalf of the City.
At 8:45 p.m. motion was made by Councilman Wentworth seconded by
Councilman Duffin and carried to adjourn.
