Roll Call
Present: Council Members: George T. Duffin, Chester R. Eckard, Nonnan
B. Goodrich, Charles F. Quartiroli, Everett C. Wentworth and Kenneth L.
Petersen.
Absent: Council Member: John E. Allemand.
Introduction The Mayor introduced a new City Employee, Mr. James D. Seip, Fireman-

66-67 Alley The Mayor stated that it was the time and place scheduled for the
Paving Proj. opening of bids for the 1966-67 Alley Paving Projects. Direc~or of Public
Works Kludt opened the bids and they read as follows: 1. Renz Construction
Co. - $11,300.00; 2. Samuel R. Spencer - $13,870.00. The low bid of Renz
Construction Company was referred to the City Attorney for checking. The
City Attorney noted same to be in order. Motion was made by Councilman
Quartiroli seconded by Councilman Wentworth and carried that the bid of
Renz Construction Company be awarded for the 1966-67 Alley Paving Projects
in the amount of $11,300.00 and that the 1966-67 Budget be amended in
Account 30B6,to cover the amount of said bid in excess of the budgeted
amount of $11,200.00.
Discussion was had regarding the 1966-67 Street Paving Projects now
in progress.

City Administrator Wood presented a letter from the Road Gents. Car
Club requesting use of Christmas Hill Park for a Public Barbecue on
October 9, 1966. City Administrator Wood recommended Council appointment
of a Review ,Committee to investigate any questionable youth activities on
City property. Council indicated that they wished Staff to handle this
matter. Discussion was had regarding the Road Gents. request to sell
liquor at the requested barbecue. Council noted that this matter would
require approval ffom the Alcoholic Beverage Control Board and not the
City of Gilroy. Motion was made by Councilman Duffin seconded by Council-
man Eckard and carried that the Road Gents. Car Club be granted permis-
sion to hold a Public Barbecue at Christmas Hill Park on October 9, 1966.
Gilroy J.C.'s A letter from the Gilroy ~unior Chamber of Commerce was presented
to sponsor requesting approval to sponsor a carnival in connection with the Harvest
carnival & Wine Festival October 5th through 9, 1966 and that the municipal license
fee of $600.00 be ear-marked for facilities at Christmas Hill Park Pla~
ground. Motion was made by Councilman Eckard seconded by Councilman
Duffin and carried that the request of the Gilroy Junior Chamber of
Commerce be granted that the 1966-67 Budget be increased in Account 22C2
in the ,amount of $600.00 to be derived from the Carnival License Fee to
be paid by the Gilroy Junior Chamber of Commerce.
United Fund
Campaign
Week
A letter from the Sa~a Clara County United Fund was presented and
reqd requesting Council to proclaim the Week of September 25, 1966 as
"United Fund Campaign Week". Motion was made by Cou~cilman Wentworth
seconded by Councilman Goodrich and carried that the Week of September
25, 1966 be provlaimed as "United Fund Campaign Week" as requested.
Aug.'~6 Monthly City Administrator Wood presented the report of August 1966
Reports Monthly Reports. Discussion was had regarding same.
Disbursements The Report of Disbursements from August 11, 1966 to Sep~ember 10,
1966 was presented and discussed. Discussion was had regarding the
lighting program with Pacific Gas & Electric Company. Council instructed
Staff to investigate and review said Lighting Program, with Pacific Gas
and Electric Company in regard to some of the electroliers not ha~ing
long enough arms to illuminate certain streets. Discussion was had re-
garding the matter of Public Works Projects being put out to bid
rather than the present practice of being accomplished by the City's
public works I employees. Said matter was tabled to further discussion
at the Budget Work Session for the 1967-68 Budget.

Act i v i ties
City Administrator Wood presented a Report on Golf Course Activi-
ties and informed the Council that the property owner of the proposed
land for the additional 9 holes at the Golf Course has not confirmed a
meeting with the City to discuss said matter.

Discussion was had regarding the proposed Agreement with the
Gilroy Historical Society previously mailed to each Council Member
on September 12,1966. Counci I concurred with the proposed Agree-
ment if the last portion of Section 4 of page 2 is deleted begin-
ning with the words: "Within days" al}d if the entire Sectton
8 is deleted from the proposed Agreement.
The 1965-66 Annual Report of the Gilroy Public Library was
submitted to each Council Member with the Agenda and further ex-
plained by Chief Librarian, Mary Goshert.
The Mayor submitted the name of Mr. Don Renz for appointment
on ,the Housing Authority Commission to replace Mr. A. L. Finney who
recently resigned. Motion was made by Councilman Goodrich seconded
by Councilman Eckard and carried that Mr. Don Renz be appointed to
the Housing Authority Commission as recommended.
re: City Administrator Wood presented and read Resolution No. 1059
creating a Revolving Fund re: North Church St. Extension Project
1966-1. Motion was made by Councilman Wentworth seconded by Coun-
cilman Goodrich to adopt Resolution No. 1059.

Pastor Mihran N. Ask addressed the Council and requested
Council support on his candidacy for Governorship and permission
to distribute phamplets regarding same. Council informed Mr. Ask
that the Council cannot endorse a candidate for a Publ ic Office
and instructed Mr. Ask to contact the City Hall for a permit to
distribute said phamplets.

United Cerebral City Administrator Wood presented a letter from the United
Palsy Ass.n. Cerebral Palsy Ass'n. of Santa Clara County requesting to conduct
an annual camptign in the City of Gilroy January 14, through 18,
1967. Motion was made by Counci Iman Eckarid seconded by Council-
man Wentworth and carried that the request for the United Cerebral
Palsy Ass'n. Campaign be granted.

701 Plan
City Administrator Wood presented a letter from the National
Foundation of March of Dimes requesting permission to conduct a
campaign in the City of Gilroy on January 31, 1967. Motion was
made by Counci Iman Goodrich seconded by Councilman Quartiroli and
carried that the request of the March of Dimes Foundation to con-
duct their annual campaign be granted.
City Administrator Wood presented a letter from the Santa
Clara County United Fund regarding a recent recommendation of the
Inter-City Counci I to authorize the Santa Clara County United
Fund to act as a "clearing house" for the inter-change of informa-
tion regarding charitable solicitations. Council concurred with
said recommendation and agreed to cooperate with the Santa Clara
County United Fund in this regard.
re: City Administrator Wood presented and read a letter from
Charles S. Gubser regarding the City.s recent application for the
701 Plan being processed in the Washington Office and informed the
Cou~cil that he is attempting to expedite same for the City of

Geological City Administrator Wood reported that he had obtained one
Survey re: earthquakes.

copy of a Geological Earthquake and slope failures prepared by two
University of California students working on their Doctorates and
that said report and mosaics for the south portion of the County
are available in his office for Council review if desired.

cilman Wentworth recommended a budget amendment in the amount of
$200.00 to $300.00 for maintenance of Miller Slough. Motion was made
by Councilman Wentworth seconded by Councilman Duffin and carried
that the 1966-67 Budget be increased in Account 27C5 in the amount
of $300.00 for said maintenance of Miller Slough, and instructed
Staff to proceed with same.
Councilman Wentworth noted that his niece (the former Melinda
Wentworth) and her spouse were in the audience observing Council acti-

Councilman Eckard inquired if the temporary cardroom license
issued to the Gilroy Bowl had expired. It was noted that same would
expire in November 1966.
Signs in C-l The Mayor inquired of the City.s sign regulations within a
District C-l District noting that the Zoning Ordinance No. 711 did not allow
a two-faced sign in said district. Discussion was had regarding
a recent request for said type of sign in a C-l District where such
two-faced sign was allowed by a previous business. It was noted
that this request was denied on the basis of the present ordinance
regulations regarding signs in a C-l District. Council indicated
that Service Stations in a C-l District should not be allowed instal-
lation of a two-faced sign just because they receive a Use Permit
for said business.
San Martin City Administrator Wood requested Councils' thinking on pur-

amount of $57,500.00 with terms for a $lO,OOn.oo deposit and the
balance to be paid over a 10 year period. The Mayor appointed
Councilman Eckard, Wentworth, and Duffin to study said matter and
report to the Council on their findings. It was alaa noted that if
action on this matter was necessary prior to the next regular
Council Meeting that a Special Meeting of the Council would be
scheduled for September 26, 1966.
Adjournment At 10:46 p.m. motion was made by Councilman Goodrich seconded
by Councilman Wentworth and carried to adjourn.
