Goodrich at 8:00 p.m. Present: Council Members: John E. Allemand, George T. Duffin, Mark E. Kennedy, Jr., Anthony C. Silva, Everett C. Wentworth, and Norman B. Goodrich. Absent: Council Member: Charles F. Quartiroli. The Mayor introduced new employees, Richard Zuniga, Police Cadet and Thomas Lawson, Jr., Police Patrolman. Gavilan College The Mayor welcomed Gavi1an College Students present in Students the audience. Minutes Pub.Hear.re: 66-67 Weed Abate. Prog. Res. #1166 The Minutes of the Regular Meet ng of November 20, 1967 ~ere approved as mailed and recorded. The Mayor stated that it was the time and place scheduled for the Public Hearing on the Fire Chief's Report for Assessments regarding 1966-67 Weed and Refuse Abatement (Third Discing & Hand Cleaning). He asked if there was anyone present in the audience wishing to speak for or against the proposal. There was no comment from anyone in the audience. Motion was made by Councilman Duffin seconded by Councilman Kennedy and carried that the Public Hearing be closed. The City Clerk presented Resolution No. 1166 Confirming Report and Providing Special Assessments against Respective Property Owners. Motion was made by Councilman Allemand seconded by Council- man Silva that the reading of Resolution No. 1166 be waived and that it be adopted. RESOLUTION NO. 1166 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY CONFIRMING THE REPORT OF THE CHIEF OF THE FIRE DEPARTMENT SETTING FORTH THE DESCRIPTION OF PROPERTY, THE OWNERS THEREOF, AND THE COST OF ABATING THE NUISANCE CAUSED BY THE GROWING OF WEEDS AND ACCUMULATION OF REFUSE IN THE CITY OF GILROY, AND PROVIDING THAT SUCH COSTS SHALL CONTITUTE SPECIAL ASSESSMENTS AGAINST THE RESPECTIVE OWNERS OF LAND. P & R City Administrator Protempore Reinsch presented and ex- plained the Report of the Parks & Recreation Commission meeting of November 21, 1967 informing Council of current recreational activi- ties, noting ~uthorization given to Mr. John O'Brien to conduct a Musical Awareness Program for underpriviliged children' noting dis- cussion of progress at Christmas Hill Park, and review of the Tennis Court Lighting Program: informing Council of a Committee appointed to review future proposed park sites; noting that Staff was re- quested to prepare Financial Statue Report regarding Parks 7 Recrea- tion Department, noting projects not completed and activites con- ducted in the past year. Water Samples City Administrator Protempore Reinsch presented the Report of satisfactory Water Samples taken by the Santa Clara County Heal th Department. Same was ordered to be placed on file, Budget Amend. Commissioners' terms expir- ing 1/1/68 - .... City Administrator Protempore Reinsch requested a Budget Amendment to the Water Account 41Cl regarding the recent purchase of the Tractor with backhoe to be used approximately one-half of the time in the Sewer Department and one-half of the time in the Water Department, same being budgeted totally in the Sewer Depart- ment in the amount of $6,000.00, bid awarded in~e amount of $8,649.50, thus requesting said budget amendment to increase water account 41Cl in the amount of $4,325.00 (noting a transfer of pbd- geted funds from Account 40Cl in the amount of $1,675.00 to Account 41Cl and budget increase to Account 41Cl in the amount of $2,650.00, totalling $4,325.00). Motion was made by Councilman Kennedy seconded by Councilman Wentworth and carried that said budget amendment be approved. City Administrator Protempore Reinsch noted a memo recei- ved from the City Clerk regarding expiration of the following Com- missioners' terms on 1/1/68; Planning-Dale Connell and William E. Childers; P. & R.-Louis DeLorenzo and Carmen Filice; and Library & Culture-Mrs. Ruth Tay10riand Layton Rice, noting that all were eligible for reappointment. The Mayor requested that action by Council regarding said vacancies on the respective Commissions be tabled to an Executive Personnel Session of the Council following the close of the Regular Business of this Agenda. ~ ....... The City Attorney presented the proposed Agreement with Consoer, Townsend & Associates, regarding the Sewer Treatment Hydraul ic Study, noting that after minor revisions to said agree- ment and with said corrections that same be approved. He presented and read the proposed Resolution approving said agreement. Motion was made by Councilman Kennedy seconded by Councilman Wentworth that Resolution No. 1186 be adopted. .... ..........' ABAG Meet. Adjourned " The City Attorney presented a proposed amendment to the Electrical Code requested by the Building Inspector. Director of Public Works Henry recommended that same be referred to Staff for review and proposed additional .amendments prior to approval by Council. Director of Public Works Henry reported on the progress of the status of Miller Avenue Princevalle Storm Drain Problem noting the following informal bids received regarding four (4) drain inlets to be installed to the Princevalle Storm Drain CHannel by the Santa Clara County Flood Control .District requested by Mr. John Stelling, property owner: 1. Samuel R. Spencer - $3,454.40; 2. Geo. C. Renz Construction Co. - $3,162.00. He further informed Council that the Santa Clara County Flodd Control District has approved the low bid of George C. Renz Construction Company and that the City notified the low bidder of same, authorizing proceeding with said project pending receipt of the purchase order from the County. Director of Public Works Henry reported that the State has informelly approved the $131,000.00 2107 Gas Tax Funds for use on Tenth Street Project, and noted that formal application for same would be presented to Council at the next regular meeting. The Mayor requested adjournment to an Executive Personnel Session regarding appointment of Commissioners' terms expiring January 1, 1968. At 9:03 p.m. motion was made by Councilman Duff~n seconded by Councilman Wentworth and carried that the meeting be adjourned to an Executive Personnel Session requested by the Mayor. At 9:28 p.m. the regular meeting was reconvened. The Mayor noted the Inter-City Council Holiday Meeting at Moffett Field on December 7, 1967. Councilman Duffin invited those attending to meet at his residence prior to departure. The Mayor noted tha ABAG 1968 Annual Meeting of February 23, 1968 in Berkeley at the Hot41 Claremont.
