Goodrich at 8:00 p.m. Present: Council Members: George T. Duffin, Mark E. Kennedy, Charles F. Quartirol i, Anthony C. Silva, Everett C. Went- worth, and Norman B. Goodrich. Absent: Council Member: John E. Allemand Others Present Personnel Commission Members: Joseph Gubser, Jr. and Donald Dillehay. City Administrator-Personnel Director, Cecil A. Reinsch; Gilroy Police Benefit Association Representatives: Robert F. Wilson, Police Sergeant. William A. Miles, Lee A. Eloff, and Thomas E. Lawson, Police Patrolmen; Fire Department Association Representatives: Charles C. Gorman and David F. Bibler, Firemen- Engineers; City of Gilroy Employees' Association Representatives: Richard Cox, Draftsman-Engineer (Assoc. President); Robert Alonzo and Robert Elia, Utility Men. This meeting was scheduled in order for Council to meet with the Personnel Commission to study and review the proposed Em- ployee-Employer Relations Ordinance suggested by the League of California Cities and recommended changes resulting from meetings during the month of January 1969, between representatives of the City's Employee Associations and the City Administrator's Office. City Administrator Wood presented a historical review of the factors leading up to and the development of Senate Bill No. 1228. City Administrator Wood presented, read, and discussed the proposed resolution regarding Employee-Employer Relations pre- viously reviewed and approved by the membership of the City's Employee Organizations and the City Attorney. A general discussion was had. Personnel Commissioner Gubser requested consideration of two (2) Commissioners to be on the City's Meeting and Conferring Team. The City Administrator strongly recommended (with stated reasons) against appointing more than one (1) Personnel Commissioner to the City's Meeting and Conferring Team. Discussion was had, corrections and changes were made to the proposed resolution presented, includ- ing Commissioner Gubser's request. Motion was made by Councilman Wentworth seconded by Councilman Silva that Resolution No. 1319 as changed and corrected be adopted. RESOLUTION NO. 1319 RESOLUTION OF THE CITY OF GILROY ADOPTING PROCEDURES FOR EMPLOYER AND EMPLOYEE RELATIONS AND FOR RESOLVING DISPUTES REGARDING WAGES, HOURS, AND CONDITIONS OF EMPLOYMENT. PASSED AND ADOPTED this 10th day of February, 1969, by the following vote: AYES: COUNCIL MEMBERS: Duffin, Kennedy, Quartiroli, Wentworth, and Goodrich.
