The Adjourned Meeting of the Gilroy City Council was called to
order by His Honor Norman B. Goodrich at 8;04 p.m.
Present: Council Members: Fred P. Batrez, George T. Duffin,
Mark E. Kennedy, John E. Pate, Anthony C. Silva, Everett C. Wentworth,
and Norman B. Goodrich.
The Mayor stated that the purpose of this meeting was to hold a
Joint Meeting with the Personnel Commission and Representatives of the
Employee Associations. He noted the presence of all Personnel Commis-
sioners except Don Dillehay.
The Mayor requested the City Administrator to review the
progress of the Meet and Confer Committee in regard to 70-71 requested
salaries and fringe benefits.
Personnel Commissioner Dillehay entered at 8:05 p.m.
City Adm.inistrator Wood explained cost of living increase,
progress of the Meet and Confer Sessions, and information submitted
with Council agenda in regard to proposed 1970-71 Salaries and Fringe
Benefits for employees and points agreed upon by the Employee Associa-
tions following their Meet and Confer Sessions.
The following Representatives of the Employee Associations ad-
dressed the Council and explained their association's requests and
agreements for the 70-71 proposed salaries and fringe benefits: 1) Lee
E10ff, representative of the Gilroy Police Benefit Association; 2)
Robert E1 ia, representative of the Gnroy Employees' Association; 3)
Charles Gorman, .representative of the Gilroy Firemensl Association;
4) C. J. Laizure, representing the Management Employees; 5) June Cadi1e,
representing the clerical employees of the Gilroy Employees' Association.
City Administrator Wood recommended that an employee be allowed
to take their 15 day vacation earnings when accumulated after a minimum
period of five years and four months, noting that the present rules
and regulations require said vacation to be taken after the sixth year.
Discussion was had by Council in regard to the proposed salary
recommendations. Motion was made by Councilman Wentworth seconded by
Counci 1man Silva and carr ied by the following roll call vote: (Ayes:
Batrez, Silva, Wentworth, and Goodrich; Noes: Duffin, Kennedy, and Pate)
that a 7~% salary increase be approved for all City Employees, noting
that discussion would be continued in regard to the additional twelve
(12) positions recommended for additional salary increases.

Motion was made by Councilman Pate that an additional 2~% salary
increase be approved for the following positions: Director of Parks and
Recreation, Police ChJef, F~re Chief, Sr. Util ity Man, C1ty Clerk, Fire
Captain, Deputy Police Chief, and Assistant City Administrator and that
an additional 5% salary increase be approved for the following positions:
Fire Chief and Director of Publ ic Works-City, Engineer. Motion died for
lack of a second.
Motion was made by Councilman Wentworth seconded by Councilman
Kennedy and carried by the following roll call vote: (Ayes: Duffin,
Kennedy, Pate, Silva, Wentworth, and Goodrich; Noes:, Batrez) that an
additional 2~% salary increase be approved for the following positions:
Director of Pub] ic Works-City Engineer, Director of Parks and Recreation,
Police Chief, and Fire Chief.
All Employee Associations were polled and found in agreement
with Council IS action in regard to the salary increases approved, noting

that the Gilroy Employee Association (Miscellaneous employees) were in
agreementjon the basis, that -the Council consider the proposed Classi-
fication Study.
City Administrator Wood recommended that the proposed Fringe
Benefits be approved by resolution at the adjourned meeting of June 30,
1970 proposed for awarding of Comprehensive Liability Insurance Bids.
A request to encumber 10% Retention for the Water Pressurization
Project, Phase I I was presented. Motion was made by Councilman Pate
seconded by Councilman Duffin and carried that the 10% Retention for the
Water Pressurization Project, Phase I I be encumbered during the 1969-70
fiscal year as recommended.
City Administrator Wood presented a new wage schedule for part-
time recreation employees, recommended by the Parks and Recreation Com-
mission and as outlined in the Director of Parks & Recreation's Memo,
dated January 20, 1970.
Motion was made by Councilman Duffin secmded by Councilman Went-
worth and carried that the new wage schedule for recreation part-time
employees be adopted as recommended and outlined in the January 20, 1970
Memo of the Parks and Recreation Director.
The Mayor thanked all the Employee Associations for their coopera-
tion in regard to the 1970-71 proposed Salaries and Fringe Benefits.
Police Chief Laizure inquired of Council action in regard to the
City Administrator's 70-71 salary increase. The Mayor noted that same
would be acted upon prior to the proposed adjourned Council Meeting of
June 30, 1970 and requested that Council hold a Personnel Executive
Session prior to said meeting at 3:45 p.m.
Motion was made by Councilman Batrez seconded by Councilman
Wentworth and carried that the meeting adjourn to June 30, 1970 at
4:00 p.m.
