Mayor Protempore Duffin presented Certificates of Service to retiring Commissioners: Mrs. Edmund H. Richard, Jr. (Library & Culture); Masaru Kunimura (Parks & Recreation); and Joseph Gubser, (Personnel). Jr. City Administrator Wood noted that prospective buyers of the Gymkhana Ground property may be present at this Council Meeting. The Summa~y of ~onth1y Report of November, 1970, were noted and discussed. Quarry Permit City Administrator Wood noted that Mr. A. Ruffo, Attorney, scheduled to present iriformatiqn regardtng the proposed Quarry Permit at L1agas and Church Avenues was unable to be at this meeting and re- quested.a meeting with the Council during the week in regard to said matter. Mayor Protempore Duffin appointed Councilmen Silva and Went- worth to represent the Council on January 7, 1971, at 3:00 p.m. in the Council Chambers. ... Celebration Committee was pre- sented indicating they had nO objection to approval Qf a Carnival Per- mit requested by Foley & 6urk for the period of June 2 through 6, 1971. Motion was maae by Councilman Wentworth seconded by Councilman Silva and carried that Foley & Burk be granted permission to conduct a Carnival in the City on June 2 through June .6, 1971, as requested. A letter from the Camp Fire Girls, Inc. of Santa Clara County was presented requesting a Permit for a Candy Sale Ja~uary 28 through February 16, 1971. Motion was made by Councilman Kennedy seconded by Councilman Wentworth and carried that the request of the Camp Fire Girls, Inc. of Santa Clara County for a Candy Sale be granted. A letter from the Santa Clara County Girl Scout Council, Inc. was presented requesting a Permit for a Cookie Sale February 28 through March 8, 1971. Motion was made by CQunci1man Wentworth seconded by Councilman Pate and carried that the Santa Clara County Girl Sc6ut C6unci1, Inc. be granted permission to conduct a Cookie Sale Februa~y 28 through March 8, 1971, as requested. ~ ...,J .. A request of the City of San Leandro was presented for support in ~rging the State Legislation to require highway vehicles to carry safety warning flares. Motion was made by Councilman Went- worth seconded by Councilman Silva and carried that the City support the City of San Leandro as requested by Staff notifying local legisla- tors of same. ..... .... Garbage Rates Inter-City Counc i 1 3195 A letter from the City of San Jose Police Department was noted commending Gi1roy's Police Department on recent performance during Presidentls visit at San Jose. Mayor Protempore Duffin commended the local Pol ice Department and congratulated Chief Laizure for same. The Mini Minutes of the Planning Policy Committee of Santa Clara County Meeting of December 17, 1970 were noted. Councilman Kennedy inquired of the proposal for painting the library building. City Administrator Wood noted that the County. of Santa Clara assurred the city that said project would be completed this fiscal year. Councilman Wentworth notified the Council that the San Juan Cement Company would be operating for one more year and possibly two years. Councilman Wentworth congratulated Parks and Recreation Director Ayer for the new addition to his family. City Administrator Wood requested appointment of a Council Committee to review the proposed New Fire Headquarters Station Communi- cations plans to meet with Staff January 7, 1971, at 4:00 p.m. Mayor Protempore Duffin appointed Councilmen Pate, Silva, and Batrez to said Committee. Mayor Protempore Duffin commended a recent Christmas presen- tation by the Baptist Church on Wren Avenue requesting the City to con- gratulate said Church for said performance and originality. Council concurred and requested Staff to write the Baptist Church regarding same. Mayor Protempore Duffin introduced new employee Charles Duke, Police Cadet. City Admini.strator Wood noted that the filing dates for Council Members to be elected at the April 13, 1971 General Municipal Election are January 14, 1971, through February 4, 1971 at 12:00 noon. City Administr.ator Wood reminded Council of the increase in garbage rates effective January 1971 in accordance with an Agreement adopted January 1970 which included a yearly increase in said rates for a five (5) year period. Mayor Protempore Duffin requested three (3) reservations for the Inter-City Council Meeting of January 7, 1971, at Sakura Gardens. Local Burglaries Councilman Pate presented and explained suggestions to reduce the local burglary problems. Chief of Police Laizure commented on said sugge.stions. Mayor Pro tempore Duffin suggested that the Chief review said proposals for possible application of same to the Police .' Department. ......'0"'''''' Gymkhana Property ~,.-..... Mr. Tad Tomita, President and General Manager of Naturipe Berry Growers addressed the Council and presented a proposal to pur- chase Parcels 5, 6, 7, and 8 of the Gymkhana Ground Property in the amount of $40,800.00. Mr. Tomita further informed Council of the operation proposed for said property, noting that presently his company is proposing to 4se said property .for cooling stra~berries prior to marketing to include some bell-peppers and cherry tomatoes at a future date; that this process would only require water for washing and refrigeration purposes; that the actual freezing processin is proposed 1 3196 Res.#1540 Conveying Gymkhana Property Alley repair- adj.Ranch Mil k & Sno- White Drive In S . Discussion was had by Council in regard to said proposal. Motion was made by Council- man Wentworth seconded by Councilman Batrez and carried that the City accept the offer of Naturipe Berry Growers in the amount of $40,800.00 for Parcels 5, 6, 7, and 8 of the Gymkhana Ground, Tract No. 3770 with the understanding that if and when the berry processing required use of an industrial sewer 1 ine that the costro install said line from the present industrial sewer 1 ine would be Naturipe Berry Growers respon- sib i 1 i ty. Resolution No. 1540 Conveying said Parcels, 5, 6, 7, and 8 to Naturipe Berry Growers was presented. Motion was made by Council- man Wentworth seconded by Councilman Pate that Resolution No. 1540 be adopted. RESOLUTION NO. 1540 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY AUTHORIZING CON- VEYANCE TO NATURIPE BERRY GROWERS, OF LOTS 5, 6, 7, AND 8, OF TRACT NO. 3770 GILROY GYMKHANA GROUNDS. PASSED AND ADOPTED this 4th day of January, 1971, by the following vote: AYES: COUNCIL MEMBERS: Batrez, Kennedy, and Duff i n None Goodrich Pate, Silva, Wentworth, NOES: ABSENT: COUNCIL MEMBERS: COUNCIL MEMBERS: Councilman Silva inquired of a City employee using a city vehicle on a recent week-end while doing work for a private party. City Staff noted that the matter would be investigated. Councilman Batrez noted that the property owner of Ranch Milk and Sno-White Drive In have indicated that they would assume the cost of repairing the alley adjacent to said property, that said alley is in bad condition. Councilman Kennedy inquired of the proposed city improve- ment of South Alexander Street between Ninth and Tenth Streets. Director of Public Works-City Engineer Henry noted that said improve- ment was deleted from the 1970-71 Budget. Councilman Batrez suggested that mortar be used in con- junction with the rock installation along the bank at Christmas Hill Park so said rocks will be stationary. Mayor Protempore Duffin requested Councilman Batrez contact the Parks and Recreation Director in regard to same. At 9:38 p.m. Mayor Protempore Duffin adjourned the meeting.
