Report 11/16/71 3295 December 6, 1971 G i I roy, Ca I i forn i a The Regular Meeting of the Gilroy City Council was called. to order by His Honor Mayor Norman B. Goodrich at 8:00 p.m. Present: Council Members: Fred P. Batrez, George T. Duffin, John Hughan, John E. Pate, Anthony C. Silva, David V. Stout, and Norman B. Goodrich. The Minutes of the Regular Council Meeting of November 15, 1971, and of the adjourned meeting of November 30, 1971 were approved as mailed and recorded. The Report of the Planning Commission Meeting of December 2, 1971, was presented and explained by Secretary Henry recommending pre- zoning of 6.7 acres to IIR_l" (Single Family Residence) District located approximately 78 feet north of Welburn Avenue and east of and adjacent to Morey Avenue. Motion was made by Councilman Hughan seconded by Councilman Pate and carried that a Publ ic Hearing date of December 20, 1971, be set for said prezoning request for property belonging to Bollenbacher and Kelton, Inc. The Commission further recommended amending Section 53.2 (a) (I) (a) and 53.2 (a) (I) (b) of the Zoning Ordinance to require covered parking for single family dwell ings and duplexes. Motion was made by Councilman Pate seconded by Councilman Silva andcarried that a Public Hearing date of December 20, 1971, be set regarding said Zoning Ordinance amendment. It was noted that the prezoning petition of K. L. Christopher- son for property located south of and adjacent to Pacheco Pass Highway was withdrawn. Councilman Stout noted that he represented the Council at the Planning Commission December 2, 1971 meeting. City Administrator Wood noted the minutes of the Library and Culture Commission's regular meeting of November 2, 1971. The Report of the Parks & Recreation Commission's regular meeting of November 16, 1971, was noted. City Administrator Wood noted appointment of a Bicycle Path Committee. Oct. 171 Monthly The Summary of Monthly Reports of October, 1971 was noted and Reports discussed. Disbursements The Report of Disbursements from November I, 1971 through November 30, 1971, was noted and discussed. Library Prelim. The Preliminary Plans for the new Library were tabled to Plans await the presence of County Librarian, Mr. George Farrier. r~'" l~J St. Tree Maint. Report Ex pi rat ion of Commis- sioners' terms dates A Report of City Commissioners' terms expiring January I, 1972, for appointment at the next regular Council Meeting was presented. The Mayor requested Council members to present nameS said appointment at the next Council Meeting. for 3296 PEP Grant Classification changes re: PEP Trainees Res. #1606 re: Wage Scale Revisions Res. #1607 re: Weed Abate- ment Ord. #943 re: CATV line ext. charges A Report on Public Employment Program Supplemental Grant was presented and further explained by Personnel Director Reinsch. Discussion was had by Counci I in regard to same. Motion was made by Councilman Pate seconded by Councilman Silva and carried that the Grant for said Publ ic Employment Program be approved and that the Mayor be authorized to execute same on behalf of the City. Council- man Stout voted "NO" on the motion. 11IIII - Personnel Director Reinsch presented the Personnel Commis- sion1s recommendations for classificattons to hire said Public Employee Program Trainees for Council approval. Motion was made by Councilman Batrez seconded by Councilman Duffin and carried that the Trainee Program be accepted and classifications as presented be ap- proved for said Program. ,--. I ... Director of Public Works-City Engineer Henry presented Resolution No. 1606 approving a revised wage scale for Public Works Contracts. Motion was made by Councilman Pate seconded by Council- man Silva that the reading of Resolution No. 1606 be waived and that it be adopted. RESOLUTION NO. 1606 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING WAGE SCALES FOR PUBLIC WORKS CONTRACTS. Said matter was referred to Staff for recom- mendation under the Street Tree Maintenance Program. The City Admin- istrator was also instructed to contact Mrs. Ingles of the Gilroy Women1s Civic Club to determine if there are specific intersections that need attention. ..... '-' A letter from the "Committee to Save Model Cities Citizensl Participation II in regard to San Jose Mayor1s Sign Off of federal grants was presented and filed. A letter from the State Board of Equalization in regard to new fees for annexations, detachments, special districts, etc. was presented. The City Attorney was instructed to prepare a resolution for adoption of said fees to be included in annexation application cos ts. A letter from the Santa Clara County Heart Association for waiver of the solicitation permit for their February Campaign was pre- sented. Motion was made by Councilman Duffin seconded by Councilman Pate and carried that waiver of the solicitation permit for the Santa Clara County Heart Association February campaign be approved. III Camp Fire Girls' A letter from the Santa Clara County Camp Fire Girls re- Candy Sale questing waiver of the solicitation permit for their annual Candy Sale January 31, 1972 through February 14, 1972 was presented. A letter from the State Department of Public Health in regard to Rabies Region IV was noted. A letter from the State Department of Conservation was noted in regard to new state building permit fees on all construction. A letter from Senator Alquist in regard to Assembly Reap- portionment was presented. The Minutes of the Santa Clara County Transportation Policy Committee Meeting of November 10, 1971 were noted. Council Repre- sentative Stout commented on said meeting. A letter from Mr. Tony D. Garcia was presented and read in regard to a Youth Center Director. Discussion was had in regard to same. Mr. Tony Garcia addressed the Council and further explained said request. The Mayor instructed Mr. Garcia to meet with Parks & Recreation Director Ayer to evaluate what part the City should parti= cipate in a Youth Center Program, if any, and make a recommendation on same to Council. Mr. Robert Wong, A.I.A. presented and explained the prelim- inary plans of the neW library. Council reviewed same. Mr. George Farrier, County Librarian, addressed the Council and noted his ap- proval of the functional operation of said plans. Motion was made by Councilman Pate seconded by Councilman Batrez and carried that the preliminary plans of the neW library as presented be approved. Councilman Hughan reported on the progress of the proposed year-round school program, noting that same would be on an experi- mental badis at two elementary schools. A request from the League of California Cities in regard to requesting the Governor to not veto SB 565 regarding Motor Vehicle In Lieu funds was presented. Council ordered same to be filed and took no action on said matter. Discussion was had in regard to property acquisition for the Library Site. Purchasing Agent Reinsch inquired if Council desired to continue their previous policy of giving turkeys to the City employees at Christmas. Motion was made by Councilman Hughan seconded by Councilman Pate and carried that the City continue their plicy of giving the employees turkeys at Christmas. Councilman Stout voted find' on the motion. The Mayor welcomed the Gilroy News Herald representative, Mr. Calvin Chick. League of Calif.
