Goodrich at 8:00 p.m. .. Present: Council Members: Fred p. Batrez, George T. Duffin, John Hughan, John E. Pate, Anthony C. Silva, David V. Stout and Norman B. Goodri ch. The Minutes of the Regular Council Meeting of June 19, 1972 were approved as mailed and recorded. !III\ MIll The Mayor stated that it was the time and place scheduled for the Public Hearing on Weed Abatement Report of the Fire Chief. The Report of the Fire Chief was noted. The Mayor asked if there was anyone in the audience wishing to speak for or against the Weed Abatement Report pre- sented. There was no comment from anyone in the audience. Motion was made by Councilman Batr~z seconded by Councilman Pate and carried that the Public Hearing be closed. Resolution No. 1662 Confirming the Report and Providing for Special Assessments was presented. Motion was made by Councilman Hughan seconded by Councilman Duffin that the reading of Resolution No. 1662 be waived and that it be adopted. RESOLUTION NO. 1662 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY CONFIRMING THE REPORT OF THE CHIEF OF THE FIRE DEPARTMENT SETTING FORTH THE DESCRIPTION OF PROPERTY, THE OWNERS THEREOF, AND THE COST OF ABATING THE NUISANCE CAUSED BY THE GROWING OF WEEDS AND ACCUMULATION OF REFUSE IN THE CITY OF GILROY, AND PR~ VIDING THAT SUCH COSTS SHALL CONSTITUTE ASSESSMENTS AGAINST THE RESPECTIVE OWNERS OF LAND. . pASSED AND ADOPTED this 3rd day of July, 1972, by the following vote: AYES: COUNCIL MEMBERS: BATREZ, DUFFIN~ HUGHAN, PATE, SILVA, STOUT and GOODRICH. NOES: 'ABSENT: A letter from Larry Frisone was presented requesting Council consi- deration to rehear rezoning request from IM-2" (Light Industrial) to IIR-3" (Low Density Multiple Residence) District on 1.88 acres located on Church Street. Motion was made by Councilman Batrez that the request for rehear- ing said matter be approved. Said motion died for lack of a second. Motion was made by Councilman Pate seconded by Councilman Stout and carried that the request of Larry Frisone to rehear the rezoning re- quest be denied. It was noted that Councilman Duffin did not enter into the discussion on said matter and did not vote on the action taken by the Council. The Mayor advised Mr. Frisone that he should present a new proposal to the Planning Commission for further action on same by Council. Personnel Com. The Report of the Personnel Commission Meeting of June 22,1972 was Report noted recommending approval of classifications for the positions of Park ~ 6/22/72 Foreman at Range 31.5 ($786-$955) and Junior Planner at Range 28 ($663-$805). 1 Motion was made by Councilman Hughan seconded by Councilman Duffin and ca~ ~ ried that the classifications as presented for the positions of Park Foreman and Junior Planner be approved as recommended. Councilman Stout voted "npll on said motion. p.& R. Com. Report 6/20/72 It was noted that the Parks and Recreation Commission Meeting of June 20, 1972 was cancelled due to lack of a quorum. - ... The Minutes of the Library and Culture Commission Meeting of June 6, Minutes 1972 were noted. 6/6/72 3365 Monthly Reports May 172 The Summary of the Monthly Reports of May, 1972 were noted and discussed in regard to eliminating some of the reports from various depart- ments, etc. ..", ,,,. City Administrator Wood recommended approval of Plans and specifi- Program cations for the 1972 Street and Maintenance Program and requested auth- orization to Call for Bids for same. MotLon was made by Councilman Pate seconded by Councilman Silva and carried that the plans and specifications for the proposed 1972 Street and Maintenance Program as submitted be ap- proved and that the Call for Bids for same be approved. r" Councilman Duffin inquired when the cul-de-sac on Fi lice Drive had been paved. N.side Pk. City Administrator Wood Reported on additional Northside Park Development Grant, and recommended authorization to call for bids for the 1st Phase of said project. Motion was made by Councilman Stout seconded by Councilman Hughan and carried that the call for bids for the 1st Phase of Northside Park be approved for August 2, 1972 for review by Council on August 7, 1972. Discussion was had in regard to the City planning their own parks rather than hiring an architect to do same. Councilman Batrez noted a need for repair of the amplification system at Chri~tmas Hill Park, specifically at the ball park area. /",CC~ I Res .# 1663 Consent C a 1 en da r Resolution No. 1663 regarding approval of a Consent Calendar for Council Agendas was presented. Discussion was had in regard to same. Hayden was noted in re: to SB 437 (Campers and Trailers on Private Lands). 1 3366 Disqussion was h9d in regard to the City alternate representa- tives on the"Planning Policy Committee recommended that the City reap- point said alternates since Councilman Hughan and Commissioner Chiesa had not been attending said meetings. Councilman Hughan noted that notifications had not been received in time for hLs attendance at said meetings. Pre-Delinquent City Administrator Wood presented an addendum to the Pre-Del in- Diversion quent Diversion Grant Agreement. Motion was made by Councilman Pate Grant seconded by Councilman Silva and carried that said addendum to the Pre- Del inquent Diversion Grant Agreement be approved as presented and that the Mayor and/or City Administrator be authorized to execute same on behalf of the City. S CA D PS Councilman Hughan inquired of the City.s proposed contribution to SCADPS organization. Staff was requested to investigate same and recommend if same would be feasible at the next regular Council Meeting. Reservoir- Gal f Course Discussion was had in regard to Staffls feasibility Study of fill ing the Reservoir at the Golf Course. Councilman Pate distributed copies of an Appraisal of Agricul- ture in Santa Clara County. Counci lman Batrez noted sub-standard housing in the City and specifically the house at the southwest corner of Seventh and Rosanna Streets thought to be extremely fire hazardous. Discussion was had in regard to water meters and covers at the William Lyon Construction site. 7th Annua 1 League Conf. The Mayor noted the 74th Annual League of Ca~ifornia Cities Conference, October 15-18, 1972 in Anaheim. All Counci 1 Members noted their intention to attend said conference. Inter-City Counc i 1 All Council Members noted they would be attending the Inter- City Council Meeting July 6, 1972 in Morgan Hill. League Meet. The Mayor noted the League of California Cities, Peninsula Peninsula Division Meeting August 10, 1972 in Santa Clara. Div. Adjournment At 10:10 p.m. motion was made by Councilman Pate seconded by Councilman Hughan and carried that the meeting adjourn to July 10, 1972 at 8:00 p.m. for the continued Public Hearing re: "Ronan Avenue - South Chestnut Street Project 1971-1" Assessment District.
