Promo t ions Consent Calendar Petition re: Forest & Lew i s 5 ts. 3387 Gilroy, California September 5, 1972 The Regular Meeting of the Gilroy City Council was called to order by His Honor Mayor Norman B. Goodrich at 8:01 p.m. Present: Council Members: Fred P. Batrez, John Hughan, John E. Pate, Anthony C. Silva, David V. Stout and Norman B. Goodrich. Absen t: Council Member: George T. Duffin. The Mayor introduced Charles Gorman, Fireman, promoted to Fire Captain and Silvio Dal Bon, Util ity Man I I, promoted to Sm ior Utility Man. Motion was made by Councilman Pate seconded by Councilman Hughan and carried that the following item on the consent calendar be approved. Consent Calendar Item: Council Minutes of the August 21, 1972, meeting. A petition from residents of Forest and Lewis Streets was pre- sented requesting 4-way stop signs be placed at said intersection. The report of the Chief of Police recommending tabling same until the next regular meeting to allow for study of same was noted. Motion was made by Councilman Hughan seconded by Councilman Pate and carried that said matter be tabled as recommended. 3388 Gilroy Com- munity Center Hwy 152 s.c. Co. Trans. Com. Plan.Policy Com. re:HUD Personnel Com. Report Lib. & Cult. Com. Report Monthly Reports A request from the Gilroy Community Center for financial support and Manpower Assistance to their service was presented. Council tabled action on same to await representatives from said organization. - A letter from Mr. Robert Sisson, 2065 Cowper Street, Palo Alto, urging support of proposed legislation to improve State Highway, Route 152 (Pacheco Pass). Discussion was had in regard to same. Motion was made by Councilman Pate seconded by Councilman Silva and carried that the City Administrator write to local legislatures bringing their atten- tion to this hazardous situation and requesting that a 4-1ane facility and interim safety measures that could be taken would be helpful in re- ducing the current accident rate. ...... .... The Mini Minutes of the Santa Clara County Planning Policy Committee Meeting of August 24, 1972, were noted. ..... A resolution from the City of Sunnyvale expressing opposition to the Planning Policy Committee's proposal for an annual arrangement with HUD was presented and discussed. Council tabled action to await the Planning Policy Committeesl meeting in South County on same. The Report of the Personnel Commission Meeting of August 24, 1972, was noted. The Minutes of the Library & Culture Commission meetings of August 1, 1972, and August 15, 1972, were noted. The Summary of Monthly Reports of July, 1972, was noted. Disbursements The Report of Disbursements from August 1, 1972, through August 31, 1972, was noted. .... Annual Report Pol ice Dept. So. S.C.Co. Wastewater Regional Plan ..... The Annual Report of the Gilroy Police Department was noted and discussed. The Mayor requested the City Administrator to compliment the Chief on said comprehensive report and his efforts in regard to same. City Administrator Wood recommended approval of the Regional Master Plan for South Santa Clara County Wastewater Treatment facilities prepared by Consoer, Townsend and Associates, noting that Mr. Foss representing said firm was present to answer questions if any regarding said Master Plan. Motion was made by Councilman Stout seconded by Counci lman Silva and carried that the Regional Master Plan for Sw th Santa Clara County Wastewater Treatment facilities be approved. City Administrator Wood reported that Morgan Hill City Council had suggested September 13 or 14 as meeting dates to discuss said report; and requested that said meeting be held at the Morgan Hill Elementary School at 7:30 p.m. Council requested that September 26 or 27 dates for said meeting in order for all Gilroy Council Members to be present. Senate Bill 1861 A Report on Senate Bill 1861 regarding Fair Labor Standards Act re:Fair Labor was presented recommending opposition to same. Motion was made by Councilman Stout seconded by Councilman Silva and carried that local legislatures be advised of the City's opposition to Senate Bill 1861. Census Trees-Welburn Ave. ~ .... A report on Gilroyls Estimated Census Procedures was presented requesting permission to adopt a new population estimate date. Motion was made by Councilman Hughan seconded by Councilman Silva and carried that the City establish a population estimate date of October 1 and that the 1972-73 Budget be amended in the amount of $300 for said census cost. .... Councilman Stout inquired of the previous request for tree trim- ming of those trees on Welburn Avenue blocking the street signs. It was noted by Staff that same would be completed in the near future. ..... T I Truck Routes Gav i 1 an Ban k set-backs Deputy Pol ice Chief Pacheco Pass Annex. 72-6 Gen. Plan Inter-City Counc i 1 Adjournment 3389 Councilman Stout inquired of the request for prohibiting trucks and buses to use Alexander Street as a truck route. It was noted by Poli~e Chief Laizure .tnat said vehicles could not be cited until the truck routes are posted with signs; that said signs had not been ordered as of this date. Discussion was had in regard to local residents parki,ng their tractor trucks in front of their residences and further noted that these vehicles could be cited when the truck route is posted. Discussion was had in regard to the building set-back of the Gavilan Bank on Hecker Pass (1st St.). It was noted by Staff that same were in accord with code regulations. Further discussion was had in regard to set-back requirements of future buildings on First Street. This matter was referred to the Planning Commission for study and recom- mendation. City Admini.strator Wood reoommended appointment of William Kirkpatrick to the position of Deputy Pol ice Chief at Step "0". Motion was made by Councilman Silva seconded by Councilman Hughan and carried that Mr. William Kirkpatrick be appointed to the position of Deputy Police Chief at Step "0" as recommended. City Administrator Wood noted that an annexation application had been filed with LAFCO for Pacheco Pass Annexation 72-6 to the City of Gilroy. Council had no objection to said annexation. City Administrator Wood noted that the Planning Department will attempt to schedule Committee meetings for updating the General Plan on the 2nd and 4th Mondays of each month. The Mayor thanked Police Chief Laizure for his work and efforts in regard to the Annual Report of the Police Department. The Inter-City Council Meeting of September 7, 1972, in Palo Alto was noted. Staff was requested to make three (3) reservations for City representatives planning to attend. The Mayor noted the presence of a new reported from the Gilroy News Herald.
