A Special Joint-Planning Commission Meeting of the Gl1roy City
Council was called to order by His Honor Mayor Norman B. Goodrich at
4: 30 p.m.
Present: Council Members: George T. Duffin, John Hughan, John
E. Pate, Anthony C. Silva, David V. Stout and Norman B. Goodrich.
Absent: Council Member: Fred P. Batrez
Planning Commissioners present: Vance Baldwin, Trevis Berry,
and Midge Chiesa
The Mayor stated that the purpose of this Special Meeting was
called in order to adopt an Interim Policy for issuance of building
permits regarding Environmental Conservation Act of 1970 resulting
from a recent court decision in Mono County.
City Administrator Wood presented and explained a proposed
Interim Staff Policy for a guideline in the issuance of building
permits and recommended that the Council adopt same and recommended
adoption of Conservation Guidelines as a City Policy.
Planning Assistant Lefaver presented and explained a proposed
Interim Conservation/Open Space Plan for the City. Discussion was
had and various corrections made.

Under the Jmplementation Program of the proposed Interim Con-
servation/Open Space Plan for the City, Items 2, 4, and 9 were corrected;
Item 11 defining Appendix B was added and minor corrections to Items
5, 6,7, and 8.
City Administrator Wood recommended that the Interim Staff Policy
as presented be adopted and that the 1st four pages of the proposed
Interim Conservation/Open Space Plan as corrected be approved as guide-

Motion was made by Councilman Hughan seconded by Councilman Pate
and carried that the City Administrator's Memorandum re: an Interim
Staff Policy be adopted by ResolutionNo. 1681 as guidelines for review
and issuance of building permits.

Motion was made by Councilman Pate seconded by Councilman Duffin
that the reading of Resolution No. 1682 be waived and that it be adopted
re: Interim Conservation/Open Space Plan for the Ci ty as presented and
corrected.
