Goodrich at 8:05 p.m. 'Present: Council Members: Dennis L. DeBell, George T. Duffin, John Hughan, John E. Pate, Anthony C. Silva, David V.S~out, and Norman B.' Goodrich. The Mayor presented a Certificate of Service to Mrs. Robert J. Barret, retired Commissioner. ,...... ...... The Mayor introduced new employees: Francis C. Lau, Jr. Civil Engineer and Joseph A. Amel io, Patrolman. Motion was made by Councilman Pate seconded by Councilman Hughan that the following items under the Consent Calendar be approved. Sec. 68. 1 0 Pol ice Sedans Gilroy Senior Cen te r League Bulletin Purchasing Agent Reinsch presented and explained a Report on Bids for three (3) 1974 Pol ice Sedans opened January 3, 1974. Motion was made by Councilman Stout seconded by Councilman Silva and carried that the bid for three (3) 1974 Police Sedans be awarded to Marx- Chevrolet in the amount of $11,248.23 which includes the one (1) Rambler trade-in. A letter from the Gilroy Senior Center was presented requestin~ the City to underwrite the Center Rent Costs. Mrs. Mary Soto, Director of the Senior Citizens' Center addressed the Council and further explained the Center's request. Mrs. Petra Torres addressed the Council and further explained the Senior Citizens' Group objective. Ijl;;-,,,",, The Mayor instructed City Administrator Wood to attempt to arrange a meeting with representatives of the three Senior Citizens' Organizations to discuss combining the three groups so that any financial support would be under one effort. Mrs. Soto noted that she would prefer a meeting on Friday, January 11, 1974, if possible. - City Administrator Wood presented 'and explained the League of Cal ifornia Cities Legislative Bulletin, dated January 2, 1974. Dis- cussion was had. Motinn was made by Councilman Hughan seconded by Councilman Pate and carried that the City oppose No.3. 14, and 16 and is in favor of Nos. 7, 8, and 13. P & R COm. 12/18/73 Monthly Report Nov. 1973 3531 The Report on Flood Plain Information for "Uvas-Carnadero Creek", Pajaro River to Uvas Reservoir, was noted. The Mini Minutes of the Santa Clara County Transportation Commission Meetings of December 12, 1973, and December 26, 1973, were noted. A letter from the City of Morgan Hill was presented and discussed protesting the Planning Pol icy Committee's Weighted Vote pol icy. A letter from the Cal ifornia Highway Commission in regard to Planned Freeway Route 101 between Cochran and Ford Roads was noted. A letter from the Department of Transportation in regard to the Los Banos Signing at the 101 Freeway and Leavesley Road was nmted. Mr. Trevis Berry addressed the Council objecting to said signing. Discussion was had on the matter. Motion was made by Councilman Pate and carried that the State be advised not to install said direc- tional signs at Leavesley Road on southbound 101 freeway. A letter from the County Health Department was noted in regard to Local Services for Senior Citizens. The Mayor instructed the City Administrator to refer said letter to the Local Senior Citizens' Groups. A report on Sol id Waste Management and the Bay Area Future was noted. A letter from Assemblyman McAl ister in regard to a Heliport at the Gilroy Headquarters Fire Station was noted. Mr. Thomas Burns, representing the Junior Chamber of Commerce, sponsors of said Heliport in Gilroy, addressed the Council further explaining said request. Discussion was had on the matter. Motion was made by Councilman Duffin seconded by Councilman Hughan and carried that the request for said Hel iport Emergency Landing at the Gilroy Headquarters Fire Station was approved and requested to be pursued by the Junior Chamber of Commerce organization. The Legislative Hot Line, dated January 4, 1974, of the Builders' Assocation of Santa Clara-Santa Cruz Counties, was noted. The Report of the Planning Commission Meeting of December 20, 1973, was noted. Planning Assistant Lefaver explained a plan for apart- ments on North Church Street proposed by Larry Frisone. Discussion was had on the matter. Motion was made by Councilman Pate seconded by Councilman Silva and carried that the Apartment Plans of Larry Frisone be approved as presented. The report of the Personnel Commission meeting of December 19, 1973, was noted. The Minutes of the Parks and Recreation Commisison Meeting of December 18, 1973, adjourned due to the lack of a quorum were noted. The Summary of Monthly Reports of November, 1973, were noted and discussed. 3532 Disbursements The report of Disbursements from December 1, 1973, through December 31, 1973, was noted and discussed. City Administrator Wood presented a report on a revised agreement with the Gilroy Golf and Country Club. Motion was made by Councilman Silva seconded by Councilman Stout and carried that the revised agreement with the Gilroy Golf and Country Club as presented by approved as recommended. Council requested Staff to determine if the City is only paying for the electricity to the pump at the reservoir in regard to the water distribution system. IIIIIIlIIIl ...... ,A Status Report on SB 716, Conflict of Interest Act, was noted and discussed. A report of the Pol ice Chief regarding First Street Parking was noted and discussed. The Council instructed Pol ice Chief Laizure to determine if the State would allow "No Parking of Trucks" between signs specifically 100 feet on both sides of First and Carmel Streets. Annual Gasol ine A Report on Gasol ine and Diesel Annual Contract was noted re- & Diesel questing to negotiate with the various dealers for same. Motion was Contract made by Councilman Stout seconded by Councilman DeBell and carried that Staff be authorized to negotiate with the various dealers for Gasol ine and Diesel as requested. County 12 s.f. Sign Proposal ABAG Dues & AB 2040 Industrial Users Com. Loma Prieta Soi 1 Conserv. District Civic Apprecia- tion Day Councilman Stout reported on a Board of Supervisors Meeting he attended in regard to the 12 s. f. signs; same referred back to the County Planning Department for another proposal on size of signs. ~ Councilman Hughan recommended opposing the 1974-75 ABAG Budget in regard to the increase in membership dues with the exception that it be levied on the County as a Whole. Councilman Hughan further recommended that the City oppose AB 2040 for establ ishing a Regional Government unless same is amended to provide for local representation on said Board. " .",.., Motion was made by Councilman Hughan seconded by Councilman DeBell and carried that it be recommended that any increase in member- ship dues of ABAG be at the County level as a Whole; that the cities individual membership dues not be increased. Motion was made by Councilman Pate seconded by Councilman Stout and carried that the City oppose AB 2040 in its present form. Sewer City Administrator Wood requested that the Council Committee (Councilmen Stout and Silva, and City Administrator) meet on January 11, 1974, at 2:00 p.m. with the Industrial Plant Representative in regard to the City's proposed Industrial Sewer Penalty Rates. City Administrator W-od noted that the Loma Prieta Soil Conser- vation District has requested LAFCO to delete any of the Loma Prieta Soil Conservation District areas from future annexations and they requested to have a Joint Meeting with the Gilroy and Morgan Hill City Councils to discuss same. Council agreed to meet on January 15, 1974, if agreeable with Morgan Hill. lIIIIIIll! - Mr. Trevis Berry thanked the Council for their action in regard to the Los Banos directional signs on the 101 Freeway. The Mayor noted that he planned to attend the Civic Appreciation Day at Moffett Field on February 21, 1974, and requested that any Council Members wishing to attend same contact the City Clerk for reservations by February 1, 1974. Project 566 Adjournment 3533 : City Adminjstrator Wood reported on a Publ ic Hearing of January 9, 1974, in regard to Project 566 - Llagas Creek Project Environmental Impact Statement. Motion was made by Councilman Pate seconded by Councilman Silva and carried that Staff be instructed to inform those present at the Hearing that the City supports said project.
