The Regular Meeting of the Gilroy City Council was called to order
by His Honor Mayor Norman B. Goodrich at 8:01 p.m.
Present: Council Members: Dennis L. DeBell, George T. Duffin,
John Hughan, John E. Pate, David V. Stout and Norman B. Goodrich.
Absent: Council Member: Anthony C. Silva
The Mayor introduced new employee: Miguel Gaeta, Utility Man
Trainee (Parks and Recreation Department).
Motion was made by Councilman Hughan seconded by Councilman Pate
that the following items under the Consent Calendar be approved. Passed
and adopted by the following Roll Call Vote: AYes: Council Members:

and carried that the scheduled Public Hearing be cancelled on the Petition
of Harold G. Kutzer requesting a variance to allow an automobile repair
shop in an R1 District located at the northwest corner of Farrell Avenue
and Monterey Street as the Planning Commission made said decision at their
November 21, 1974, meeting.

Act Lawsuit.
The Report of the Planning Commission Meeting of November 21,
1974, was noted and discussed. Motion was made by Councilman Pate
seconded by Councilman Duffin and carried that Staff be advised to pro-
ceed with the design as presented for Lewis and Chestnut Streets Inter-
section and access to Rogers Lane and as recommended by the Planning
Commission. Councilman Stout voted "no" on the motion.

Position
A Report on City Commissioners and Boards Terms Expiring January
1, 1975, including a list of potential candidates received to date were
noted. Council indicated that a replacement to fill the unexpired term
of retiring Commissioner Gomer would be made at the December 16, 1974,
regular Council Meeting; that appointments to fill the expired terms of
January 1, 1975, would be made at the January 6, 1975, Council Meeting
and that the City again welcomes names of potential candidates for these
appointments.
A request for a change of CETA Title position was noted and
discussed and further eXplained by Parks and Recreation Director Ayer.
Motion was made by Councilman Hughan seconded by Councilman Pate and
carried that Council endorses the concept for said CETA Title II Position
and that same be referred to the Personnel Commission for a recommendation
in regard to salary, responsibility and job description, etc.
Library Plaque A recommendation from the Library and Culture Commission in regard
to a Library Pl aque for the new Library was presented. Moti on was made by
Councilman Pate seconded by Councilman Hughan and carried that the Library
and Culture Commissionls recommendation be accepted and that Staff be
authorized to proceed with the purchase of same.
Animal Control The City Attorney presented and explained a proposed ordinance
Ord. Amend~ amending the Animal Control Ordinance. Motion was made by Councilman Pate
seconded by Councilman Hughan and carried that the proposed ordinance be
introduced and published by title and summary.

An amended resolution regarding consolidation of the General
Municipal Eleciton of March 4, 1974, was presented as recommended by the
Registrar of Voters. Motion was made by Councilman Pate seconded by
Councilman Stout that the reading of Resolution No. 1868 be waived and
that it be adopted.

A claim of Charles B. gonzales, et al, dated October 17, 1974,
including a letter of explanation from the Claimant's attorney were noted.
f10tion was made by Councilman Hughan seconded by Councilman Duffin and
carried that said claim be denied reserving Council's previous action
regarding the insufficiency of same.
City Administrator Wood reported on a recent tour of the Lodi
and Thornton Industrial Sewerage Plants.
Councilman Hughan inquired of the delivery date of the pumps for
the Industrial Wastewater Distribution System.
Councilman Hughan suggested the status of emergency services,
Mutual Aide Plan, would be a good topic for the February Inter-City Council
Seminar. City Administrator Wood suggested that this topic be proposed
to the Inter-City Council Seminar Committee.

touncilman stout inquired about the availability of telephone
poles for use at Forest Street Park. Mr. Larry Brown, Manager of the
Telephone Company noted that poles will be available during the month
of December for the City's selection of same.
Purchasing Agent Reinsch noted that the 74-75 Budget provides
for the purchase of turkeys for City Employees at Christmas time. Council
had no objection to proceeding with this matter.
City Administrator Wood noted that Public Hearings are required
for the Housing and Community Development Block Grants and recommended
that same be set for December 16, 1974, Council Meeting. Motion was made
by Councilman Pate seconded by Councilman Duffin and carreid that a Public
Hearing be set for December 16, 1974, required for the Housing and Com-
munity Development Block Grant as recommended.
City Administrator Wood noted that there would be a 10th Anni-
versary Ceremony at Plaza Shopping Center on December 3, 9174, at 12:00
o'clock noon.
The Mayor noted the Inter-City Council Annual Christmas Party
at Moffett Field December 12, 1974, and requested that Council notify the
City Clerk for reservations if they wished to attend same.
At 9:27 p.m. the Mayor adjourned the meeting.
