The Adjourned Regular Meeting of the Gilroy City Council was called
to order by His Honor Mayor Norman B. Goodrich at 8:05 p.m.
Roll Call Present: Council Members: William E. Childers, George T. Duffin,
Marion T. Link, John E. Pate, David V. Stout and Norman B. Goodrich.
Absent: Council Member: Dennis L. DeBell.
Meet & City Administrator Wood presented a report on the progress of Meet
Confer and Confer Sessions. He noted that the Police and Fire Associations wished
to further meet with the Meet and Confer representatives for further nego-
tiations on Monday or Tuesday of next week.
Mr. James Gallagher, representing the Employee Association Group
from #101 Union of State, County and Municipal Employees addressed the
Council and reported that this group is not seeking to strike; that they
wish an impartial source be brought into the contract. He noted that this
group is prepared to return to the bargaining table if necessary and requests
reconsideration.
The Mayor asked if there was anyone in the audience wishing to speak.
There was no comment from anyone in the audience.

At 8:16 p.m. the Mayor declared a recess to adjourn to an Executive

Session of the eouncil. The'Mayor'reconvened the Meeting at 8:37 p.m.
Salary Motion was made by Councilman Stout seconded by Councilman
Increase Childers and carried that the employees of both Units of the Gilroy
Employee Association, Confidential Employees, and Management Employees
be granted an 8% increase in the salary classification schedule with
no increase less than $50.00 per month and to include maintaining and
continuing with existing working conditions and benefits effective
July 1, 1975. Discussion was had on the motion.
Mr. James Gallagher, addressed the Council.,requ.esting that
the Council motion regarding the 8% salary increase be amended to
include the 5.85% of City's previous share of social security benefits
into medical and dental benefits. The Mayor stated that this matter
was in the courts and was not a negotiable item. City Administrator
Wood noted that 1.55% of the 5.85% was applied toward the Employees'
Survivor's Benefit under the PERS Contract. Council took no action on
this matter.
Recess At 8:44 p.m. the Mayor declared a Recess and reconvened the
meeting at 8:46 p.m.
Fire Dept. Mr. Dave Bibler, representing the Fire Department Association
Assoc. addressed the Council and noted that he wished to clarify a previous
statement that this Association did not waive retroactivity in their
request to further Meet and Confer.
Motion was made by Councilman Link seconded by Councilman
Childers and carried that the City agrees to Meet and Confer with the
Fire Department Association on July 7th or 8th with no guarantee of
retroact i vity.
Police Dept. Mr. Steve Duncan, representing the Police Department Associa-
Assoc. tion from Union No. 3 addressed the Council and spoke in behalf of the
Association's proposal. He further requested to continue meeting with
the City on salaries and benefits to next Monday and Tuesday.
Motion was made by Councilman Link seconded by Councilman
Pate and carried that the City agrees to Meet and Confer with the Police
Department Association on July 7th and 8, 1975 with no guarantee of retro-
act i vity.
Res. #75-34 Resolution No. 75-34 amending Resolution No. 75-24 changing the
Chest.St. bid opening date for Chestnut Street - Murray Avenue Improvement District,
Murray Ave.Project 1974-1 from July 1, 1975 to July 17, 1975 for Council presentation
Imp.Dist. on the July 21, 1975 Regular Council Meeting was presented. Motion was
Proj.74-1 made by Councilman Duffin seconded by Councilman Pate that the reading of
Resolution No. 75-34 be waived and that it be adopted.
RESOLUTION NO. 75-34
A RESOLUTION AMENDING RESOLUTION NO. 75-24, ENTITLED "A RESOLUTION CAL-
LING FOR SEALED PROPOSALS AND FIXING LIQUIDATED DAMAGES FOR FAILURE TO
COMPLETE THE WORK WITHIN TIME SPECIFIED" - CHESTNUT STREET - MURRAY
AVENUE IMPROVEMENT DISTRICT PROJECT 1974-1.
PASSED AND ADOPTED this 30th day of June, 1975, by the following vote:
AYES: COUNCIL MEMBERS: CHILDERS, DUFFIN, LINK, PATE, STOUT and GOODRICH.
NOES: COUNCIL MEMBERS: None
ABSENT: COUNCIL MEMBER: DeBELL
