Minutes 1975/07/14 "f 3'710 Gil roy, Cali forni a July 14, 1975 Roll Call The Adjourned Regular Meeting of July 14, 1975, was called to order at 2:06 p.m., by His Honor Mayor Norman B. Goodrich. Present: Council Members: William E. Childers, Dennis L. DeBell, Marion T. Link, John E. Pate and Norman B. Goodrich. Absent: Counci 1 ~1embers: George T. Duffin and David V. Stout. Meet & Confer The Mayor stated that this meeting was called to discuss progress of "Meet and Confer" process. The Mayor adj ourned the meeti ng to an Executive Session of the Council. At 3:30 p.m., the Mayor reconvened the meeting. t~otion was made Roll Call - _.;'i~ - Res.#75-36 re: Meet & Confer Agree. 10"' ..... Adjournment 3711 by Councilman Link seconded by Councilman Pate and carried that the meeting adjourn to 5:00 p.m., July 14, 1975. The Mayor called the adjourned regular meeting to order at 5:05 p.m. Present: Council Members: William E. Childers, Dennis L. DeBell, George T. Duffin, Marion T. Link, John E. Pate, and Norman B. Goodrich. Absent: Council Member: David V. Stout The Mayor congratulated the members of the Negotiating Team and noted that agreements with the three (3) Associations had been finalized. He complimented the Miscellaneous Employees for the manner in which they conducted themselves during the recent strike. He ordered taht there would be no punitive action taken by the City against the Miscellaneous Employees for being absent from work for three (3) days other than no compensation for said days. City Administrator Wood noted that under the procedures established by the City, the Personnel Commission reviews the proposed agreements from the three (3) Employee Associations; that the Commission met today and reviewed same and made the following recommendations: Gilroy Firemen's Association - no comment for a~y changes; Gilroy Police Officers' Association - re: Page 2, Item 7, CALLBACK, recommends to add the additional wording "1ess than 240 hours per pay period be at regular time and in excess of 240 hours be at overtime. II Page 3, UNI FORM ALLOWANCE, thi rd paragraph "Thi s all owance" be changed to "These allowances." Further, that the Commission believed the $120 uniform allowance should be reimbursed at the end of each six (6) months period, while the representatives of the negotiating team's understanding that same be prepaid at the beginning of each six (6) months period. The Mayor stated that Council had no objection to paying said Uniform Allowance in advance; Gilroy Employees' Association - re: Last sentence, "New matters or items will be provided to the Union...."G.E.A. prescribing an affiliate of AFL/CIO. II City Administrator Wood noted that the two (2) Associations have agreed to the changes of wording and clarifications in their agreements, excepting the pre-payment of the annual maintenance clothing allowance under the Police Agreement. Motion was made by Councilman Childers seconded by Councilman Link and carried that the recommendation of the Personnel Commission in regard to the Gilroy Police Officers' Association and Gilroy Employees' Association proposed agreements to the wording and clarifications of same be approved as presented to include advance payment of clothing allowance under the Gilroy Police Officers' Agreement. Resolution No. 75-36 approving and authorizing execution of the agreements for the 1975-76 fiscal year with Gilroy Employees' Association, Gilroy Police Officers' Association, and Gilroy Firemen's Association reading be waived and that it be adopted. RESOLUTION NO. 75-36 RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF MEMORANDUM OF UNDER- STANDING FOR THE 1975-1976 FISCAL YEAR WITH GILROY EMPLOYEES' ASSOCIATION, GILROY POLICE OFFICERS' ASSOCIATION, and GILROY FIREMEN'S ASSOCIATION.
