The Adjourned Meeting of the Gilroy City Council was called
to order by His Honor Mayor Protempore John E. Pate at 3:04 p.m.
Present: Council Members: William E. Childers, Brian D.
Dunningham, Roberta H. Hugh an , Marion T. Link, David V. stout and
John E. Pate. Absent: Council Member: Norman B. Goodrich.
Mayor Protempore Pate stated that one of the matters to consider
at this meeting was the request of Police Chief Laizure for a Council
Session regarding recent publicity concerning the Police Department.
City Administrator Wood explained he had received a memo from Chief
Laizure stating he wished to withdraw his request for a meeting with
the Council.
Mayor Protempore Pate asked if there were any comments from
Council regarding this matter.
Councilman Cunningham requested an Executive Session to discuss
a personnel matter.
Exec. Session re: At 3:06 p.m., Mayor Protempore Pate adjourned the meeting to
Police Chief's an Executive Session.

Adjournment
At 3:25 p.m., Mayor Protempore Pate called the meeting back
to order from the Executive Session and declared that the request of
Police Chief Laizure for a Council Session has been withdrawn and that
any further action on the matter be referred to the City Administrator
consistent with the Personnel Rules and Regulations and the City Charter.
Councilman Cunningham wished it to be part of the Record that
he is satisfied with Chief Laizure's request and will let the matter
be further studied by the City Administrator consistent with this
Council Meeting.
re: At 3:29 p.m., Mayor Protempore Pate adjourend the meeting to an
Executive Session to meet with Mr. Ed Reith, City's Meet and Confer
negotiator.
At 4:20 p.m., Mayor Protempore Pate called the meeting back
to order and indicated to Mr. Reith the items for him to continue to
work on with the employees associations.
At 4:21 p.m., it was moved by Councilman Link seconded by
Councilman stout and carried that this meeting be adjourned to June
27, 1979, at 3:00 p.m.

The Adjourned Meeting of the Gilroy City Council was called
to order by His Honor Mayor Protempore John E. Pate at 3:20 p.m.
Present: Council Members: Roberta H. Hugh an , Marion T. Link,
David V. Stout and John E. Pate. Absent: Council Members: William
E. Childers, Brian D. Cunningham and Norman B. Goodrich.
Budget Transfers Council noted a request to transfer an estimated carry-over
re: 1979-80 (end of year) of funds in the amount of $340,000 from the General
Budget Fund not anticipated in the 1979~8Q Budget to the following funds:
Workers Compensation (Self-Insured) - $65,000; Liability Insurance
(Self-Insured) - $65,000; and Reserve for Depreciation - $210,000.

Motion was made by Councilman Stout seconded by Councilman
Link and carried that the requested budget transfers be made as
requested.
Meet & Confer Mr. Ed Reith, City's Meet and Confer Negotiator, reviewed
the Memorandums of Understanding for the Miscellaneous Employees
Group and the Supervisory Group.
Misc. Employees Mr. Reith stated an agreement had been reached with the Mis-
cellaneous Employees Group for an across-the-board eight percent
(8%) salary increase, effective July 1, 1979, and an increase of
Ten (10) Dollars for Medical/Dental coverage for a maximum of $100
per month, effective April 1, 1980. The proposal also sets forth
language regarding vacation policy, sick leave policy, and other
employee-related policies.

Mr. Reith further explained the above proposal also applies
to the Supervisory Group except that the Life Insurance premium for
supervisors shall be increased by $5,000 to a maximum of $10,000.

Motion was made by Councilman stout seconded by Councilman
Link and carried that the above proposals be approved in concept _
subject to written agreements being presented to Council for formal
approval at their regular meeting of July 2, 1979.
Mr. Reith noted he was in receipt of a letter from the Fire
Association regarding last minute items just completed. He stated
he will prepare a Memorandum of Understanding with the Fire Associa-
tion containing essentially the same terms as the Miscellaneous and
Supervisory Groups except that the Fire Association will pool health
and dental experience with the Miscellaneous Employees.
Mayor Protempore Pate read the above-referenced letter from
the Fire Association.
Motion was made by Councilman Stout seconded by Councilman
Link and carried that the agreement with the Fire Association be
approved in concept and that a written agreement be presented to
Council for formal approval at their July 2, 1979, Council Meeting.
Exec. Session re: At 3:45 p.m., Mayor Protempore Pate adjourned the meeting to
Police Assoc. an Executive Session to discuss the proposal with the Police Associa-
tion.

At 4:50 p.m., Mayor Protempore Pate called the meeting back
to order and instructed the negotiator to continue bargaining with
the remaining employee groups.

Motion was made by Councilman Stout seconded by Councilman
Link and carried that the City Administrator's salary be increased
to $40,800 per year and the City Attorney's salary be increased to
$15,600 per year to adjust inequities that have occurred over the
past few years.

As there was no further business, Mayor Protempore Pate
adjourned the meeting at 4:53 p.m.
