The Adjourned Regular Meeting of the Gilroy City Council was
called to order by His Honor Mayor Norman B. Goodrich at 4:04 p.m. INI
Present: Council Members: William E. Childers, Marion T.
Link, John E. Pate, David V. Stout and Norman B. Goodrich. Absent:
Council Members: Brian D. Cunningham and Roberta H. Hughan.
The Mayor stated that the purpose of this meeting was to
review and discuss revised Gilroy Police Officers' Association
Memorandum of Understanding for the 1979-80 fiscal year.

City Administrator Wood reviewed the proposed agreement noting
the specific changes agreed upon by the Association. Specifically,
the following additional changes were noted, same being agreed upon
by the President of the Gilroy Police Officers' Association.
1. Page 3. Re: Health & Welfare. The word "entirety"
removed and the following substituted - "currently the City shall
pay $90.00 and shall pay $100.00 as of April 1, 1980, regarding health
insurance premiums;
2. Page 3. Third paragraph - "Probationary" shall not be
limited to but shall include "any termination";
3. Section 8 - Bilingual, listing four (4) previously agreed
upon three (3);
4. Discussed twelve (12) holidays plus one (1) personal leave
day, noting same would be inconsistent with other employee groups;
5. Added to section regarding proposed survey to include "at
least the following" cities recommended by the Association;

6. Page 7. City and Association each to have voice in con-
sultant for survey noting that the cost would be a major factor in
the City's decision.

Further discussion was had in regard to twelve (12) holidays
plus one (1) personal leave day. Mr. L. Rudder, representing the
Gilroy Police Officers' Association, addressed the Council noting
that he did not wish to refer this matter to the Association.
Council agreed that same was referred to the Association and
that they would stand by same.
Police Officer Timewell addressed the Council noting that
there were errors in Exhibit "A" regarding salary increases in some
of the classifications. Staff noted that same would be recalculated
to correct same if necessary.
Motion was made by Councilman Stout seconded by Councilman
Pate and carried that the Memorandum of Understanding as'amended
with the Gilroy Police Officers' Association be approved and that
the Mayor be authorized to execute same on behalf of the City.
The Mayor thanked the Gilroy Police Officers' Association.
Mr. Bill Glines, Mercury reporter, inquired of the decision
regarding the proposed survey of the Police Department classifications.
He was informed that it was mutually agreed upon that the cost would
be a major factor in the City's decision on same.
