The Adjourned Regular Meeting of the Gilroy City Council was called
to order by His Honor Mayor Norman B. Goodrich at 8:15 p.m.
Present: Council Members: William E. Childers, Roberta H. Hughan,
Marion T. Link, John E. Pate and Norman B. Goodrich. Absent: Council
Members: Brian D. Cunningham and David V. Stout.
The Mayor stated the purpose of this meeting was to continue dis-
cussion of the Modified Draft General Plan and to study...the proposed
General Plan Map.
The following comments and recommendations were made:
1. Agreed with the Planning Commission's recommendation that
Warehouse/storage and Manufacturing/Processing designations should be
combined into one General Industrial designation.
2. Tentatively leave area north of Buena Vista Avenue undesignated
until the Phase II lines are agreed upon and accept light industrial use
be extended north to Buena Vista Avenue, west to Monterey Road and east
to Murray Avenue as far as the Ronan Channel and to the Freeway north of
the channel.
3. No problem with special plan areas la and Ib being designated
as "residential hillside special plan areas" with neither specific land
uses nor open space designations.
4. Agrees that the land abutting the west side of Monterey Street
from Tenth to Princevalle Storm Drainage Channel be designated for General
Commercial to the same depth as what it now is.
5. Re: adoption of Phase I lines, Council does not agree with
policy of splitting properties in the Urban Service Area.
(At 9:20 p.m., Councilman Stout entered and took his seat at the
Council table.)
6. Re: area west of Monterey Highway, north of Liman Avenue -
Allow low-density (R-l) designation to remain but all existing businesses
in that area could come in on a non-conforming use.
Motion was made by Councilman Link seconded by Councilwoman Hughan
and carried that the Phase I line should agree with the 5 Year Urban
Service line.
Motion was made by Councilman Link seconded by Councilman Stout
that the Phase I line agree with the Urban Service line as that sent to
LAFCO for their approval. The motion was approved by the following Roll
Call Vote: Ayes: Council Members: Childers, Link, Stout and Goodrich.
Noes: Council Members: Hughan and Pate. Absent: Council Member: Cun-
ningham.
Motion was made by Councilman Pate seconded by Councilman Link
and carried that the extent of the General Plan Map and what is adopted
as the Phase II line (Transition Area) will be one and the same.
Motion was made by Councilman Pate seconded by Councilman Link
and carried to rescind the previous motion.
Motion was made by Councilman Pate seconded by Councilwoman Hughan
and carried that the area north of Las Animas Avenue and east of the
Freeway be removed from the Transition Zone and the General Plan Map.
It was I.di scussed and suggested that on the southwest corner of
the map, the extent of the General Plan Map and the Transition Zone could
be the same and that the Phase II line remain as shown.
Suggested changes were discussed re: the northwest area of the
General Plan Map and the area north of Buena Vista Avenue.
