The Adjourned Regular f1eeting of the Gilroy City Council was
called to order by His Honor Mayor Norman B. Goodrich at 4:10 p.m.
Present: Council Members: Brian D. Cunningham, Marion T. Link,
John E. Pate and Norman B. Goodrich. Absent: Council Members: Sharon
Albert Roberta H. Hughan and Robert E. Taylor
City Administrator Wood requested adjournment to an Executive
Session regarding ~1eet and Confer and recommended hearing any comments
from the audience after reconvening the meeting.
At 4:11 p.m. the Mayor adjourned to an Executive Session.
At 4:34 p.m., the Mayor reconvened the meeting, noting that
representatives of the Police and Fire Associations were present in
the audience and Council would hear comments in regard to Meet and Confer
process.
Meet & Confer City Administrator Wood explained the progress of said ~1eet and
Confer Sessions and noted that the Police and Fire Associations were
invited to attend this meeting in respect to any comment in regard to
the City.s most recent Meet and Confer proposal.
Mr. Pete Timewell, representing the Gilroy Police Officers' Asso-
ciation, addressed the Council noting that the Police membership has not
agreed with the City's most recent proposal, specifically, with the
third year salary proposal in the contract; that the membership would
ratify the contract if the word "average" increase is inserted in the
third year clause of the contract.
Executive
Session
Mr. Harold Lawrence, representing the Fire Association addressed
the Council and noted that their membership is not in agreement with
the City's proposal and that a meeting has been scheduled for Sunday,
July 12, 1980, at 1:00 p.m. He further noted that they are not seeking
more than average salaries of those cities studied, however, do not
want less than average; and that the City has not presented any program
to reach any kind of average.
The Mayor noted that the City has in good faith stated that they
will reach the average salaries, but cannot make a commitment that it
will be reached in three years. Mr. Lawrence requested that this language
for bringing up to average be included in the contract.
At 5:03 p.m., the Mayor adjourned to an Executive Session of the
Council.
At 5:36 p.m., the Mayor reconvened the meeting.
At 5:37 p.m., motion was made by Councilman Link seconded by
Councilman Pate and carried that this meeting adjourn to an Adjourned
Regular Meeting on Tuesday, July 15, 1980, at 4:00 p.m.
