The Adjourned Regular Meeting of the Gilroy City Council was
called to order by His Honor Mayor Norman B. Goodrich at 4:03 p.m.
Present: Council Members: Brian D. Cunningham, Roberta H. Hughan,
Marion T. Link, John E. Pate and Norman B. Goodrich. Absent: Council
Members: Sharon Albert and Robert E. Taylor.
City Administrator Wood presented and explained a request of the
Director of Public Works for authorization to contract for the installa-
tion of four (4) Dewatering Wells within the Industrial Wastewater
Disposal Ponds.
Discussion was had by Council on the matter.
(At 4:06 p.m., Councilwoman Albert entered and took her seat at
the Council table.)
Further discussion was had. Director of Public Works-City
Engineer Hansen further explained the proposed installation of the
dewatering wells noting that same would be on a testing basis and imple-
mented during one regular season.
Motion was made by Councilman Link seconded by Councilman Pate
that the reading of Resolution No. 80-68 be waived and that it be
adopted approving the request for emergency authorization to contract for
the installation of four (4) Dewatering Wells within the Industrial
Wastewater Disposal Ponds at $50,000.00 conditioned upon the following:

(1) The industries determining the number of wells they want up to
four (4) wells; (2) the approval of the Regional State Resources
Board; and (3) the approval of the State Fish and Game Agency.

RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY AUTHORIZING TO CON-
TRACT FOR THE INSTALLATION OF FOUR DEWATERING WELLS.
PASSED AND ADOPTED this 28th day of July, 1980, by the following vote:

Adjournment- At 4:15 p.m., the Mayor adjourned the meeting to an Executive

At 5:09 p.m., the Mayor reconvened the meeting.
Motion was made by Councilman Link seconded by Councilman
Cunningham and carried that the Management Group's salaries be given
a 12~% increase for one (1) year plus 1/3 percentage catch-up per
the Foss Report; that the $50.00 Service Club Membership payment by
the City be deleted from the contract and future contracts; and that
a performance evaluation be made every six (6) months (one on Janu-
ary 1 and one at June 30.)
Motion was made by Councilman Link seconded by Councilman
Cunningham and carried that the City Administrator's salary be set
at $47,000.00 per year.
Motion was made by Councilman Link seconded by Councilman
Pate and carried that the City Attorney's salary be set at $1,500
per month.
City Administrator Wood noted that those Miscellaneous
Employees below 5-10%, the increase per the Foss Report be 2~%;
11-20%, increase of 5%; 21-30% increase 7~% and 31+% increase 10%.

Motion was made by Councilman Link seconded by Councilman
Cunningham and carried that the Miscellaneous Employee Group salaries
be given a 12~% increase plus the catch-up figures quoted by the
City Administrator.
Councilman Link requested that the Council Sewer Advisory
Committee be paid for time spent on said Committee or that he be
relieved of his appointment on said Committee as of October 1, 1980.
Discussion was had on the matter. Council tabled action on
same to a future meeting for additional study on the matter.
Motion was made by Councilman Pate seconded by Councilwoman
Hughan and carried that all Council action taken in the recent
Council Meetings in regard to salaries be retroactive to July 1,
1980.
Motion was made by Councilman Pate seconded by Councilwoman
Hughan and carried that the Confidential Employees shall be treated
the same as the Miscellaneous Employees.
Motion was made by Councilman Pate seconded by Councilwoman
Hughan and carried that the $10.00 Medical and Dental increase in
premium paid for by the City as noted in the Miscellaneous Employee
Group's Contract be applied to the Management Group. Councilman
Cunningham voted "no" on the motion.
