August 13, 1981 Gi 1 roy, Cal i forni a The Adjourned Regular Council Meeting of the Gilroy City Council was called to order by His Honor Norman B. Gooririch, Mayor. Present: Council Members: Sharon Albert, Brian D. Cunningham, Marion T. Link, John E. Pate, Robert E. Taylor and Norman B. Goodrich. Absent: Council Member: Robert H. Hughan. City Administrator Protempore Reinsch presenterl and explained a report on exclusion of food processors from the domestic pre- treatment ordinance. J Discussion was had by Coucnil on the matter. Motion was made by Councilman Link seconded by Councilman Pate and carried that the proposed ordinance as revised and recommended be introduced and published by title and summary. Resolution No. 81-73, adopted August 3, 1981, was reviewed as to the wording of same, requesting the Board of Supervisors to consolidate the Initiative Measure with tne Biennial Governing Board Member Election, Nove~ber 3, 1981. Motion was made by Councilman Cunningham seconded by Council- woman Albert and not carried by the following Ro llCa 11 Vote to add the following words after Uvas Creek, within No. lof the ballot measure: "in order to protect the rural and residential character of that area": Ayes: Council Members: Albert and Cunninqham. Noes: Council Members: [ink, Pate, Taylor anct Goodrich. Absent: Council Member: Hughan. Councilman Cunningham noted that the ballot proposal is mis- leading and does not reflect the intent of the petitioners. Motion was made by Councilman Link seconded by Councilman Taylor and carried that the wording of the ballot propesal as sub- mitted within Resolution No. 81-73 be approved noting that the type of election would be corrected to be consolidated with the County of Santa Clara consolidated elections rather than State of California general election as submitted. Discussion was had by Council on the matter. Motion was made by Councilman Link seconded by Councilman Taylor and carried that the Analysis as submitted be aoproved. The Arguments sub~itted in opposition to and in favor of the Initiative Measure for the November 3, 1981, General Municipal Elec- tion Sample Ballot were noted. Said arguments submitterl by Coalition for Progress and Petitioners in favor of said measure. Motion was made by Councilman Link seconded by Councilman Taylor and carried that said arguments be submitted by the City Clerk to the voters with the sample ballots. City Administrator Protemoore Reinsch presented a request of the Downtown Merchants' Association for street closure, August 20, 1981. ] Discussion was had by Council on the request. Mr. Bob Voorhees, representing the Downtown Merchants' Association addressed the Council noting the intent of the request was for street closure from Fourth to Sixth Streets on Monterey Street. It was noted that Fifth Street at the Eigleberry Street alley would also be closed. Further discus- sion was had by Council on the matter. Ind. Sewer Proj ect Adjournment ... 4613 ; Motion was made by Councilman 'Cunningham seconded by Councilwoman Albert and carried that the request from the Downtown Merchants. Associa- tion for closure of Monterey Street and related streets for a promotional street dance and fashion show on August 20, 1981, be approved. Councilman Taylor voted "no" on the motion. City Administrator Protempore REinsch presented a report on Industrial Sewer Construction Project and request for a Budget amendment for same. Motion was made by Councilman Pate seconded by Councilman Link and carried that the Budget Amendment be anproved as presented regarding the Industrial Sewer Construction Project.
