Goodrich at 8:01 p.m. Present: Council Members: Sharon A. Albert, Roberta H. Hughan, Marion T. Link, John E. Pate, Robert E. Taylor and Norman B. Goodrich. Absent: Council Member: Brian D. Motion was made by Councilman LInk seconded by Councilman Pate that the following items under the Consent Calendar be approved by the following Roll Call Vote: Ayes: Council Members: Albert, Hughan, Link, Pate, Taylor and Goodrich. Absent: Council Member: Cunningham. It was noted that the Minutes of the Adjourned Regular Meeting of October 26, 1981, would be submitted at a later date. ] Approved a request from the Santa Clara County Girl Scout Council for waiver of solicitation fee for their annual Cookie Sale; Authorized the call for bids for the annual Street Tree Mainten- ance Program; Adopted Ordinance No. 81-32 prezoning 9.7 acres to M2 (General Industrial) District for property located at the southeast corner of Gilman Road and the South Valley Freeway. ORDINANCE NO. 81-32 ORDINANCE OF THE CITY OF GILROY AtiENDING THE ZONING ORDINANCE OF SAID CITY BY PREZONING A 9.7 ACRE PARCEL ADJOINING THE CITY OF GILROY AT THE SOUTHEAST CORNER OF GILMAN ROAD AND THE SOUTH VALLEY FREEWAY AS M2 (GENERAL INDUSTRIAL) DISTRICT. City Administrator Wood presented a recommendation to award the low bid to South County Chrysler-Plymouth-Dodge for a pick-up truck in the amount of $10,385.88. Motion was made by Councilman Link seconded by Councilman Pate and carried that the bid of South County Chrysler-Plymouth-Dodge be awarded for a pickup truck in the amount of $10,385.88, as recommended. The Mayor asked if there was anyone present in the auctience wishing to speak on any matter not on the agenda. There was no comment from anyone in the audience. The Mayor noted the followinq informational items with no separate discussion on same: Certificate of Commenrlation to Police Officer Joseph Amelio; Department of Transportation in re: to Sacramento-Los Angeles overnight train stop in Gilroy; ~~I ....... State Clean Water Bond Sale; and City Commissioners and Committee Terms expiring January 1, 1982, for appointment December 21, 1981. The Minutes of the Library and Culture Commission Meeting of October 6, 1981, were noted. The Summary of Monthly Reports of September, 1981, was noted. City Administrator Wood presented a resolution amending the Obata Industrial Park Assessment District. Motion was made by Councilman Link seconded by Councilman Pate that the reading of Resolution No. 81-99 be waived and that it be adopted. RESOLUTION NO. 81-99 A RESOLUTION AMENDING RESOLUTION NO. 80-104 ENTITLED, "A RESOLUTION OF INTENTION TO ACQIJI RE AND CONSTRUCT HiPROVEMENTSII - OBATA INDUSTRIAL PARK ASSESSMENT DISTRICT. PASSED AND ADOPTED this 2nd day of November, 1981, by the following vote: AYES: COUNCIL MEMBERS: ALBERT, HUGHAN, LINK, PATE, TAYLOR and GOODRICH NOES: COUNCIL MEMBERS: NONE ABSENT: COUNCIL MEMBER: CUNNINGHAM A recommendati on to conditi ona lly approve the Tract Map for Las Animas Technology Park was presented. Motion was made by Councilman Pate seconded by Councilman Link and carried that the Tract Map for Las Animas Technology Park be given conditional approval as recommended. The Mayor tabled introduction of Mr. Ted Smith of Smith's Action Maintenance to await his arrival. A request of the Quarterback Club was noted for a limitation on Fireworks Sale Permits. City Administrator Wood noted the City Attorney's opinion, that Council could restrict the sale of fireworks to non-profit organizations, local or outside the City. Motion was made by Councilman Pate seconded by Councilman Link and carried that the City Attorney be instructed to prepare an ordinance limiting the sale of fireworks in the City to non-profit organizations. The request of Mr. & Mrs. Acosta to add a second dwelling unit at 7530 Alexander Street was noted. Director of Planning Dorn noted that he was unable to contact the Acosta family regarding this meeting. Council continued the matter to the Nove~ber 16, 1981, regular Council Meeting in order to notify the applicant to be present to inform Council of the proposed plans for the second dwelling request. City Administrator Wood reported on the financing of the Gilroy Golf & Country Club Irrigation System proposal. Motion was made by Coun- cilman Pate seconded by Councilman Taylor and carried that the irrigation system proposal be approved for the Gilroy Golf & Country Club as pre- viously discussed at the October 26, 1981, Council Meeting and that Staff be authorized to proceed with the financing proposed. Councilwoman Hughan i nqui red about the reflectors on Monterey Street in front of Marx Chevrolet. Director of Public Works-City En9ineer Hansen reported that they were destroyed during the repaving of the street and that same can be replaced but is not scheduled at the present date. The Mayor reminded everyone eligible to vote in the November 3, 1981, General Municipal Election. At 8:15 p.m., motion was made by Councilman Pate seconded by Council- man Link and carried to adjourn to November 10, 1981, at 8:00 p.m. to Officially accept the Canvass of the November 3, 1981, Election and swear in new Councilpersons.
