The Adjourned Regular Meeting of the Gilroy City Council was
called to order by His Honor Mayor Norman B. Goodrich at 4:00 p.m.
Present: Council MeMbers: Sharon A. Albert, Donald F. Gage,
Roberta H. Hughan, Marion T. Link, Robert E. Taylor, Pete Valdez, Jr.,
and Norman B. Goodrich.

The Mayor noted that this was the time and place scheduled to
review the EIR for the Nob Hill Recreation Park proposal on Hecker
Pass Highway.

Mr. Geary Coats, Consulting, addressed the Council ano presented
slides indicating traffic patterns, etc. of the site and proposed plans
for saT'le.
Mr. Bob Jacks, Rancho Vista Court resident, adjacent to the pro-
posed recreational site, addressed the Council and objected to traffic
being allowed to cross Hecker Pass High\lJay on a 55 mph curve.
Mr. Brian O'Halloran, Ruth & Goinq Consultants, addressed the
Council and noted that based upon traffic engineering standards, the
engineers and Cal Trans find no nroblem with the proposed traffic
pattern .
Mr. Edgar Winnefield, Consulting Sanitary Engineers for the
project, addressed the Council explaining the proposal for sewer treat-
ment of the project noting that snecific treatment is premature at
this time and when it is determined what kind of criteria is required
by the Water Quality Control Board, specific plans will be prepared.
Mr. Bob Jacks addressed the Council and noted that he agrees
with the letter from the Committee for Green Foothills that the pro-
posed plans do not correctly analyze the traffic; noise pollution
overlooked, and if there is an error in the sewage sludge analysis,
his property would suffer from the error.
Mr. Michael Bonfante, owner, addressed the Council noting that
he is willing to keep a minimum of area for public use and that he i
agrees with the traffic plans. He further noted that if the public
area of the project proceeds, he is willing to work with Cal Trans for
installation of a traffic signal.

Discussion was had by Council on the matter. Motion was made
by Councilwoman Hughan seconded by Councilman Valdez and carried by the
following Roll Call Vote that the City approves the concept of the pro-
posed Nob Hill Recreational Park in rrinciple with the following recom-
mendations:
1) That the applicant shall demonstrate the ability to mitigate
and control the effects of traffic, noise pollution, wastewater dis-
charged, air quality, water quality and visual impacts;
2) The project be a phased project and each phase must receive
a use permit with a two (2) year revocation attached;
3) The City of Gilroy shall be provided the opportunity to ~...
review and comment on each use permit;
4) The City Council requests the County to consider establish-
ing a new zoning classification which would define the uses under a
PUD overlay so that it would provide more control under the roadside
services zoning;

5) The City of Gilroy does not consider this a precedent in
settin~ project since it is outside of the ordinary commercial strip
development pattern; and
6) Presently, the City of Gilroy does not believe there is suf-
ficient information available to nive full approval to the project. '

City administrator Wood presented a report and recommendation for
authorization to execute deeds for right-of-way acquisitions regarding
Ronan Avenue-Liman Avenue Assessment District.
Motion was made by Councilman Link seconded by Councilman Gage and
carried that the City .dministrator be authorized to execute deeos presented
for right-of-way acquisitions regarding Ronan Avenue-Liman Avenue Assess-
ment District.
Council agreed to set May 24, 1982, at 8:00 p.m. for a Budget Study
Session on the 1982-1982 City Budget.
City Administrator Wood presented a report on P.E.R.S. 2% at 50
costs further explained by Personnel Director Booth.
Motion was made by Councilman Gage seconded by Councilman Taylor
and carried that because the Police Department chose to negate their con-
tract, that has put an addition burden on the Fire Department, that the
Police Department employees should be responsible for the difference in
what the Fire Department has to pay and that the City should not be respon-
sible for this added cost for the 2% at 50 retirement costs.
Police M.O.U. City Administrator Wood presented a report on the Police Memorandum
of Understanding in regard to bringing police employees up to parity by
position with the ten (10) cities surveyed. Council continued action on
the matter to their June 7, 1982, regular Council Meeting in order to
review the report and recommendation on same.
GPOA Circus City Administrator Wood presented a request of the Gilroy Police
Officers' Association to sponsor a circus May 28, 1982.
Motion was made by Councilwoman Hughan seconded by Councilman Gage
and carried that the Gilroy Police Officers' Association be granted per-
mission to sponsor a circus ~1ay 28, 1982, subject to obtaining all of the
required permits and license for same.

City Administrator Wood noted an invitation from the Deoartment of
Forestry to a Review Team Meeting at the site on May 24, 1982, at 9:00 a.m.
regarding the Timber Harvesting Permit referred to the City by the County
of Santa Clara.
At 5:35 p.m., the Mayor adjourned the meeting.
