Minutes 1982/06/28 ~ 4763 June 28, 1982 Roll Call The Adjourned Regular Meeting of the Gilroy City Council was called to order by His Honor Mayor Norman B. Goodrich at 8:02 p.m. Present: Council Members: Sharon A. Albert, Donald F. Gage, Roberta H. Hughan, Marion T. Link, Robert E. Taylor, Pete Valdez, Jr. and Norman B. Goodrich. Pub.Hear. re: The Mayor stated that it was the time and place scheduled for the 1982-83 Budget continued Public Hearing on the 1982-1983 Budget. 4764 Street Tree Program Outside Funding Gil ray Li brary Sr. Citi zens Secret Wit- ness Program The Food Bank So. Assaf, attorney, addressed the Council 'and ex- plained various procedures regarding street tree assessment districts. The Mayor asked if there was anyone present in the audience wishing to present new information in regard to the requests for out- side funding in the 1982-1983 Budget. Mrs. Mildred Hanna addressed the Council, representing the Senior Citizens' Group requesting that the Secretary of the Senior Citizens be granted the same salary as a Clerk Typist I and allowed to work an eight (8) hour day. .~ The Mayor asked if there was anyone further in the audi ence : I wishing to speak on the proposed 1982-1983 Budget. There was no further __ comment from anyone in the audience. Motion was made by Councilman Taylor seconded by Councilman Gage and carried that the Public Hearing on the 1982-1983 Budget be closed. r.lotion was made by Councilman Link seconded by Councilman Taylor and not carried by the following vote to deny the requested funds of the Gilroy Library. Ayes: Council Members: Link, Taylor and Valdez. Noes: Council Members: Albert, Gage, Hughan and Goodrich. Motion was made by Councilwoman Hughan seconded by Councilwoman Albert and carried by the following Roll Call Vote to approve $2,080.0 0 in funds for the Gilroy Library, noting that same would allow the Li- brary to remain open on Wednesd~y evenings. Ayes: Council Members: Albert, Gage, Hughan, Valdez and Goodrich. Noes: Council Members: Link and Taylor. Council took no action on the Senior Citizens' request for funds since a full-time Senior Coordinator position is already provided for in the 1982-1983 Budget noting that same is on an hourly basis not in- cluding fringe benefits for said position. Motion was made by Councilman Gage seconded by Councilwoman Al- bert and carri ed by the fall owi ng Roll Call Vote that the Chamber of Commerce Secret Witness Program request for funds in the amount of $1,000.00 be approved: Ayes: Council Members: Albert, Gage, Hughan, Link, Taylor, Valdez and Goodrich. Motion was made by Councilman Taylor seconded by Councilman Gage and carried by the following Roll Call Vote that the request of funqs from the Food Bank be denied. Noes: Council Member: Albert. --- Motion was made by Councilman Link seconded by Councilman Taylor and carried by the following Roll Call Vote that a maximum of $3,000.00 be approved for a contribution toward the Garlic Festival Police Ser- vices. Program -- Sewer/Water Rates Sa 1 ary & Wage Adj us tments JIIIIIII ! -- 4765 Motion was made by Councilman Taylor seconded by Councilman Link and failed by the following Roll Call Vote to eliminate three (3) vehicles from the Police Department. Ayes: Council Members: Link and Taylor. Noes: Council Members: Albert, Gage, Hughan, Valdez and Goodrich. Motion was made by Councilman Gage seconded by Councilwoman Hughan and carried by the following Roll Call vote that one (1) police vehicle be used as a "pool" vehicle in the Maintenance Yard Department and that the other two (2) police vehicles be removed by attrition: Ayes: Council r~embers: Gage, Hughan, Valdez ann Goodrich. Noes: Council r.1embers: Albert, Link and Taylor. A report on use of all city vehicles requested by Council was noted. A report on State Subvention cuts was noted. Motion was made by Councilman Gage seconded by Councilman Valdez and carried by the following Roll Call Vote to include Items No. 1-4 back in the 1982-83 Fire Department budget previously deleted by Council during Budget Study Sessions: Ayes: Council Members: Albert, Gage, Hughan and Valdez. Noes: Council Members: Link, Taylor and Goodrich. Motion was made by Councilwoman .lbert seconded by Councilwoman Hughan and failed by the following Roll Call Vote to fund a Multi-Service Officer for 1/2 year in the 1982-83 Budget. Ayes: Council Members: Albert and Hughan. Noes: Council Members: Gage, Link, Taylor, Valdez and Goodrich. Motion was made by Councilman Gage seconded by Councilman Link and carried by the following Roll Call Vote to approve prior Council action at a previous Budget Study Session to not fund a third Multi-Service Officer and reduce the Police Department clerical staff by one (1): Ayes: Council Members: Gage, Link, Taylor, Valdez and Goodrich. Noes: Council Members: Albert and Hughan. Discussion was had in regard to the Street Tree Program, noting that any proposed assessment district for same could not be included in the 1982- 83 Budget and that same be tabled for future discussion. Motion was made by Councilman Gage seconded by Councilman failed by the following Roll Call Vote to set the Domestic Sewer $5.00 per month. Ayes: Council Members: Gage, Link and Taylor. Council Members: Albert, Hughan, Valdez and Goodrich. Link and Rates at Noes: Motion was made by Councilwoman Hughan seconded by Councilwoman Albert and carried by the following Roll Call Vote to approve a $6.00 Domestic Sewer Rate per month with the understanding that same would be reviewed and brought back if necessary. Ayes: Council Members: Albert, Hughan, Valdez and Goodrich. Noes: Council Members: Gage, Link and Taylor. Motion was made by Councilman Gage seconded by Councilwoman Hughan and carried by the following Roll Call Vote that a $.10~ water rate increase be approved. Ayes: Council Members: Albert, Gage, Hughan, Link, Taylor, Valdez and Goodrich. A Report on Salary and Wage adjustments was noted. Mr. Dick Cox, representing the Management Group, addressed the Council in regard to salary adjustments for the Management Group. Motion was made by Councilman Gage seconded by Councilman Valdez and carried by the following Roll Call Vote to approve the following Salary increases: Miscellaneous Employees - 9.36%; Police Association - 14.8634%; and Fire Association - 13.5%. Ayes: Council Members: Albert, Gage, Hughan, Link, Taylor, Valdez and Goodrich. Motion was made by Councilman Gage seconded by Councilman Link and carried by the following Roll Call Vote that the 1982-83 salaries as pre- sented for the Administrative Group be approved. Ayes: Council Members: Albert, Gage, Hughan, Link, Taylor, Valdez and Goodrich. ~lotion was made by Councilman Gage seconded by Councilman Link and carried by the following Roll Call Vote that the following salaries for the City Administrator, $54,000/year, and for the City Attorney, $20,000/year, be approved: Ayes: Council Members: Albert, Gage, Hughan, Link, Taylor, Valdez and Goodrich. 1 4766 I Res. #82-93 Adjournment ... :police Commander Vernon Gardne~ addressed the Council in regard to the approved salaries for the Administrative Group. Motion was made by Councilman Gage and died for lack of a second to refer the 1982-83 Budget back to the City Administrator to reduce same an additional $50,000.00. Discussion was had by Council in regard to the proposed budget. City Administrator Wood commented on the 1982-1983 Budget re- ductions. Motion was made by Councilwoman Hughan seconded by Councilwoman Albert that the reading of Resolution No. 82-93 be waived and that it be adopted approving the 1982-1983 Budget as amended. RESOLUTION NO. 82-93 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ADOPTING THE BUDGET FOR SAID CITY FOR FISCAL YEAR 1932-1983 AND APPROPRIATING PROPOSED EXPENDI- TURES FOR PURPOSES SET FORTH IN BUDGET.
