The Adjourned Regular I~eetinq of the Gilroy ,City Council was called
to order by His Honor Mayor Norman R. Goodrich at 8:02 p.m.
Present: Council Members: Sharon A. Albert, Donald F. Gage, Roberta
H. Hllghan, Marion T. Link, Robert E. Taylor, Pete Valdez, Jr. and Norman
B. Goodrich.
Moti on was made by Council manLi nk seconded by Council man Gage and
carried that the Minutes of,the Regular Council Meeting of November 7,
1983, be approved as submitted.
The City Clerk presented a resolution declaring the total vote and
elected officers, approving the Re~istrar of Voter's Official Canvass.
Motion was made by Councilman Link seconded by Councilman Valdez
that Resolution No. 83-77 declaring the total vote and elected officers
approving the Registrar of Voter's Official Canvass be adopted as presented.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING AND
ADOPTING THE REGISTRAR OF VOTERS' CANVASS OF THE GENERAL MUNICIPAL ELF.C-
TIor~ AND DECLARING RESULT OF SUCH ELECTION HELD IN THE CITY OF GILROY ON
NOVEMBER 8, 1983.
RESOLVED, by the City Council of the City of Gilroy, California,
that
lmEREAS, by order' of thi sCouncil, a general mun i c i pal elect i on
was held and conducted in the City,of Gilroy and consolidated with the
Governing Board f'1ember Election on Tuesday, the 8th day of November, 1983,
as required by law and the Charter of sa'jd City as amended;
WHEREAS, i't appears that notice of said general election was duly
and "legally given; voting precincts were properly established; election
off'icers were appointed'and election supplies furn-ished; ann in all
respects the electlon'was held and conducted and the votes cast thereat
received and canvassed, and the returns thereof made, determined and
dec"lared in time, form and manner as required by the Charter of said City
as amended and the gene~al laws of the State providing for and regulatinq
municipal election~ in said City;
WHEREASE, the Registrar of Voters did conduct the canvass of the
returns of said municipal election and did count the absentee ballots cast
thereat, pursuant,to direction and order of the City Council of said City;
and
WHEREAS, said canvass ,was duly comoleted and the results thereof
were certified by the Registrar of Voters and submitted to this Council.
NOW, THEREFORE, IT IS ,HEREB.Y RESOLVED AND ORDERED, as follows:
1. Sa,id municipal election was held and conducted in the City of
Gilroy, County of Santa Clara, State of California, and consolidated with
the Governing Board ~1ember Election held throughout Santa Clara County on
Tuesday, November 8, 1983, in the time and in the form and manner as re-
qui red by 1 aw.
2. That there were established eight (8) voting precincts for the
purpose of holding said municioal election consisting of either regular
election precincts established for holidrig state or county elections, or
a consolidation of some or all of such precincts, as follows:
CONSOLI DATED PRECINCT NO. '3952, compri ~ i'ng state and county preci nets
designated Precinct Numbers 3952, 3954'and 3968 as established by the Santa
Clara County Board of Supervisors.
CONSOLIDATED PRECINCT NO. 3953, comprising state and county precincts
designated Precinct Numbers 3951, 3953 and 3955 ai established by the
Santa Clara County Board of Supervisors.

CONSOLIDATED PRECINCT NO. 3957, comprlslng state and county
precincts designated Precinct Numbers 3956, 3957 and 3970 as estab-
lished by the Santa Clara County Board of Supervisors.
, ,CONSOLIDATED PRECINCT NO. 3959, comprising state and county
precincts designated Precinct Numbers 3959 and 3960 as established
by the Santa Clara County Board of Supervisors.
CONSOLIDATED PRECINCT NO. 3961, comprising state and county
precincts designated Precinct Numbers 3958, 3961, 3962 and 3963 as
established by the Santa Clara County Board of Supervisors.
CONSOLI DATED PRECINCT NO. 3964, compri sing state and county
precincts designated Precinct Numbers 3964 and 3967 as established by
the Santa Clara County Board of Supervisors.

CONSOLIDATED PRECINCT NO. 3965, comprising state and county
precincts designated Precinct Number 3965 as established by the Santa
Clara County Board of Supervisors. ' '
3. The canvass of the returns of the votes cast and the count-
ing of ~bsentee ballots, cast in said City for t~e offices of Mayor
and City Council members was duly held by the Reqi strar of Voters in
accordance with the order of,the Council and in accordance with law
and said Registrar of 'Voters has executed a certificate certifying to
the results of such canvass, which ,certificate is, hereto attached,
marked Exhibit IIN' and by,this reference is made a part hereof. Said
certificate has been. examined and is hereby, approved and adopted by
this Council as the official canvass of said municipal election.
4. The whole number of votes cast in said City of Gilroy at
said municipal election was 4,734 (inclUding 196 absentee votes).
5. The names of the persons voted for, the offices for which
they were voted, ,the number of votes recei ved by each of sai d persons
in,each of said precincts and by ~bsentee votes are ~hown on Exhibit
II All, hereto attached.

6. At said,gen~ralmunicipal election ,held in the City of
Gilr.oy and consolidated with, the Governing,Board Member Election held
throughout Santa Clara County on November 8, 1983, the fOllowing per-
sons were elected to the followinq offices:

ROBERTA HOWSON HUGHAN was elected ~1ayor of the City
Council to hold ,office ,for a term of four years, from and after
Tuesday, November 15, 1983, and continuing until her respective
successor shall qualify.
SHARON A. ,8,LBERT was, elected a member of the City
Counci 1 to hQl d offi ceo for., a term of four years, from and after
Tuesday, November 15', 1983, and conti nui ng until her respecti ve
successor shall qualify.
LARRY MUSSALLEM was elected a member of the City
Council to hold office for a term of four years, from and after
Tuesday, November 15,1983, and continuing until his respective
successor shall quality.
PAUL V. KLOECKER was elected a member of the City
Council to hold office for a term of four years, from and after
Tuesday, November 15, 1983, and continuing until his successor
s ha 11 qua 1 ify. '
7. The City Clerk is he~eby directed to make out and deliver to
each of the persons elected a certificate of election signed by her
and duly,authenti,cated. ' She shall also impose the constitutional oath
Qf office ,and haVe them subscribe ther~to.

8. That the City Clerk be, and she is hereby, instructed to
~nter this resolution in full in the ,minutes of this Council as a state-
ment of the result of said general municipal election.

Mayor Goodrich adjourned' the meeting Sine Die~
The City Clerk swore in Council Members Elect:, Mayor Roberta
H. Hughan ,Council members: Sharon A~ Al bert, Paul V. Kloecker and
Larry Mussallem and presented them with Certificates of Election.
Present: Council Members: Sharon A. Albert, Donald F. Gage,
Paul V. Kloecker, Larry Mussallem, Pete Valdez, Jr. and Roberta H.
Hughan.
Motion was made by Councilman Valdez seconded by Councilman
Gage and carried that a vacancy be declared, created by the unexpired
term of Councilwoman Hughan (11-85). Mayor Hughan noted that the
Council would appoint someone to fill the unexpired Councilmember term
at the November 21, 1983, Regular Council Meeting and invited the pub-
lic to contact any Council member for nominations to said vacancy.

Police Chief Cowart presented retired Mayor Goodrich with a
Certificate and a Gilroy Police Deoartment Badge.
Mayor Hughan recommended apooi ntment of Council man Val dez as
MaYor Protempore. Motion was made by Councilman Gage seconded by
Councilman Mussallem that Councilman Valdez be appointed as Mayor
Protempore as recommended.
Councilman Valdez thanked the Council for their endorsement.
Resolution No. 83-78 authorizing names of city officers who
may accept and consent to acceptance of deeds or grants to the City
was presented.
Motion was made by Councilman Gage seconded by Councilman Val- ...
dez that the reading of Resolution No. 83-78 be waived and that it
be adopted.

Mayor Hughan noted City Commissioner's terms exolrlng December
31, 1983, for appointment December 19, 1983, presented for information.
Mayor Hughan recommended appointment of Councilman Gage as Chair-
man of the Sewer Advisory Committee, Councilman Mussallem and herself
as members of said committee replacing retired Councilmembers. She also
recommended appointment of Councilman Kloecker to replace her on the ___
Wastewater Jiont Citizens' Advisory Committee.
Motion was made by Councilman Gage seconded by Councilman Kloeck- ~~
er and carried that the Mayor's appointments be approved as recommended.
The Mayor introduced retired Council Members: George T. Duffin,
Charles F. ~uartiroli, David V. Stout, John E. Pate, Dennis L. DeBell,
William E. Childers, Everett C. Wentworth, John Hughan, Sig Sanchez,
Robert E. Taylor and Marion T. Link, present in the audience and in~
vited all present to a reception honorinq Norman B. Goodrich, retired
Mayor.
