Hughan at 7:05 p.m. Present: Council Members: Sharon A. Albert, Donald F. Gage, Paul V. Kloecker, Larry Mussallem; John E. Pate, Pete Valdez, Jr. and Roberta H. City Administrator Baksa presented a contract with Montgomery Cons ulti ng Engi neers, In c. for Gilroy-Morgan Hill ~Iastewater Manage- ment Alternatives Analysis and Long-Term Plan further explaining same and recommending approval. Motion was 'made by Councilman Kloecker seconded by Councilman Gage that the Contract be approved as presented. Mr. Gene Argo, Chairman of ' the Citizens' Sewer Advisory Commit- tee,addressed the Council noting progress of the committee. Discussion was had regarding revised charge to the Sewer TaskForce. The motion approving the contract with Montgomery Engineers, Inc. as presented and recommended was carried. The Mayor stated that it was the time and place scheduled for a Public Hearing on a proposal to adjust sanitary sewer service and off- site sewer service fees. City Administrator Baksapresented resolutions approving the fees as discussed at the Council Study Session. ... The Mayor asked if there was anyone present in the audience wishing to speak on the matter. Mr. Paul Stewart III, representing Building Industry Association, addressed the Council noting his 'association beinq in favor of the pro- posed sewer fee increases and offered any assistance to the City in restoring the City's sewer capacity. . .... Discussion was had regarding the County's Highland Avenue faci lity sewer fees and the Luchessa Avenue Mi grant Housing facil ity sewer fees. Council agreed th'at the Luchessa Avenue Mi grant Housing sewer fees be $5.55 per month per unit. .. Motion was made by Councilman Gage seconded by Councilman Val- dez that the reading of Resolution No. 84-7 be ~aived and that it be adopted adjusting Sanitary Sewer Improvement Fees "0ff Site." Zone Ki rby Canyon Dump Site ~~ I ...... 4971 PASSED AND ADOPTED this 31st day of January, 1984, by the following vote: AYES: COUNCIL MEMBERS: ALBERT, GAGE, KLOECKER, MUSSALLEM, PATE, VALDEZ and HUGHAN NOES: COUNCI L MEMBERS: NONE ABS ENT: COUNCI L MEMBERS: NONE Motion was made by Councilman Gage seconded by Councilman Valdez that the reading of Resolution No. 84-8 be waived and that it be adopted establishing rates for sanitary sewer service as recommended to include $5.55 per month per unit for the Luchessa Avenue Migrant Housing Facility and addition of the words, "and multi use" to follow, "paper container manu! actur ers. He noted that he would be forwarding additional informa- tion to Council for discussion at a later date. City Administrator Baksa reported that a Certificate of Tentative Cancellation pursuant to California Land Conservation Act of 1965 (William- son Act) previously issued by the City needs to be amended to allow Hoey Ranch and/or Gilroy Country Club Estates to pay fees previously established. (Hoey Ranch Co. $33,941; Gilroy Country Club Estates - $145,10J.) Motion was made by Council man Gaqe seconded by Council man Val dez that the readi ng of Resol uti on l~o. 84-9 be wai ved and that it be adopted allowing Hoey Ranch and/or Gilroy Country Club Estates to pay fees separately. Councilman Mllssa 11 em noted that Council man Bill Brown, Morqan Hi 11 , has requested City support in ooposition to the Kirby Canyon Dump Site. Discussion.was had on the matter. City Administrator Baksa noted that he would obtain Morgan Hillis Staff Report on same, to determine if Gilroy desires to take a position on the matter. The Mayor requested the City Administrator to attempt to arrange a Dinner Meeting with the Morgan Hill City Council to rliscuss areas of concern . Councilman Valdez inquired of reported mosquitoes throughout the southwestern section of.the City. He further requested Staff contact the County Health Department to determine if they are aware of same and if something could be done. 1 4972 ..
