Special Meeting
February 10, 1987
Gilroy, California
The City Clerk reported that the Agenda had been posted on
Februari 6, 1987 at 9:24 a.m.
The Meeting was held in the Employees' Lounge of the City
Hall.
Present: Councilmembers: Donald F. Gage, Paul V. Kloecker,
Daniel D. Palmerlee, Pete Valdez, Jr. and Roberta H. Hughan.
(7:07 p.m.). Absent: Councilmembers: Sharon A. Albert and Larry
Mussallem.
The Mayor stated that the purpose of this Special Meeting
is to discuss the proposed consolidation of Gavilan and Santa
Clara Valley Water Districts. She noted the Staff Report and
meetings held with the two Districts.
Councilwoman Albert entered at 7:08 p.m. and took her seat
at the Council table.
The Mayor noted letters from Mr. Alfred Angelino and Albert
Henley, General Counsel of the Santa Clara Valley Water District.
The Mayor asked if there was anyone in the audience wishing
to speak on the issue.
Director of Public Works Cox addressed the Council noting
the smaller district's primary concern to serve and protect the
water for the agriculture user. He further noted a need to
protect the water quality and support the Santa Clara Valley
Water District recognizing their technical expertise and inquires
if Gavilan Water District can provide the City with this service.
Mr. Sig Sanchez, addressed the Council and noted that there
are experts in the field present to answer technical questions.
The Mayor asked if there was anyone further in the audience
wishing to speak on the matter. There was no comment from anyone
in the audience.
Discussion was had by Council on the matter.

Motion was made by Councilman Valdez seconded by Councilman
Kaoecker and carried that Optipn'No. 4 be approved requesting the
Gavilan Board to consolidate on their own, with the provision
that if a petition containing 10% of the registered voters ask
for a vote, then an election will occur.
Discussion was had regarding local representation if and
when the Water Districts consolidate.
The Mayor noted that the City's action would be presented
to Gavilan Water District at the time they conduct their hearing
on the matter.
At 7:19 p.m. the Mayor adjourned the meeting.
