Minutes 1988/02/01 Posting Agenda Roll Call Consent Calendar Minutes Claim- M.SantaCruz 5595 Regular Meeting of February 1, 1988 Gilroy, California The Mayor Protempore led the Pledge of Allegiance to the Flag. The City Clerk reported that the Agenda had been posted on January 28, 1988 at 8:36 a.m. Present: Councilmembers: Donald F. Gage, Leonard A. Hale, Paul V. Kloecker, Larry Mussallem, Daniel D. Palmerlee, and Pete Valdez, Jr. Absent: Councilmember: Roberta H. Hughan. Motion was made by Councilman Gage seconded by Councilman Valdez that the following items under the Consent Calendar be approved by the following Roll Call Vote: Ayes: Councilmembers: Gage, Hale, Kloecker, Mussallem, Valdez and Palmerlee; Absent: Councilmember: Hughan: ' Approved the Minutes of the Regular Council Meeting of January 19, 1988; Denied a Claim of Maria Santa Cruz as recommended; 5596 Res.88-7 Quit Claim Deed SCVWD Dev.Agree. Lincoln Properties Pub. Hear. HCD Funds Adopted Resolution No. 88-7 Authorizing Execution of a Quit Claim Deed to the Santa Clara Valley Water District as recom- mended; RESOLUTION NO. 88-7 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY AUTHORIZING THE EXECUTION OF A QUIT CLAIM DEED. PASSED AND ADOPTED this 1st day of February, 1988 by the following vote: AYES: COUNCILMEMBERS: NOES: ABSENT: GAGE. HALE, KLOECKER, and PALMERLEE. None HUGHAN and; ] MUSSALLEM, VALDEZ COUNCILMEMBERS: COUNCILMEMBER: Approved a Development Agreement with Lincoln Properties as recommended. The Mayor Protempore stated that it was the time and place scheduled for a Public Hearing to Consider the Fourteenth Year Housing and Community Development (HCD) Block Grant Application. The Staff Report was noted and further explained by City Administrator Baksa and Housing and Community Grant Block Coordinator Ford. The Mayor Protempore asked if there was anyone in the audience wishing to speak on the proposal. The following addressed the Council requesting funding for their specific projects: Barry Del Buono, Housing Consortium, San Jose, requesting $18,000.00 for utilization of their site at the San Martin Shelter. Leslie Gibson, Deputy Director of Project Match in San Jose, requesting $6,025.00 support for their Senior Shared Housing Program, noting a satellite operation out of the Senior Center. ...., j Chris Burrough, Odd Fellow Childrens' Home, requesting $30,000.00 for partial payment of the site development for four cottages. Louis Molina, representing CAUSA Organization requesting $5000.00 to further their educational assistance program. It was noted that this organization does not meet City and County policy as a housing project. The Mayor Protempore asked if there was anyone further in the audience wishing to speak for or against the proposal. There was no comment from anyone in the audience. The Mayor Protempore closed the Public Hearing. Discussion was had by Council on the matter. Motion was made by Councilman Gage seconded by Councilman Hale and carried that Staff's recommendation for allocation of the $162,000.00 be approved and accepted as presented. Council agreed to continue the matter of allocation of the $25,000.00 for non-profit organizations to the next regular Council Meeting of February 16, 1988 and agreed to not include J the CAUSA Organization in their deliberations. Discussion was had in regard to the requested reprograming of $29,575.00 allocated to South County Housing further explained by Marie Juncker, Executive Director. Motion was made by Councilman Gage seconded by Councilman Valdez and carried that the $29,575.00 previously allocated to South County Housing be approved for reprogramming from the original intent as requested and explained by Marie Juncker. There was no comment from anyone in the audience. Proposed Williamson Act Contracts before the Board of Supervisors were noted, requesting City's support. Motion was made by Councilman Gage seconded by Councilman Valdez and carried that the City supports the proposed Williamson Act Contracts submitted to the Board of Supervisors as recommended. The following informational items were noted with no separate discussion on same: Proclamations Issued by Mayor Hughan: Welcome to the Los Californianos January 22, 23, 24, 1988; Women's History Month - March 1988; Children's Dental Health Month - February 1988; Cancer Awareness Week - April 18-24, 1988; Vocational Education Week - February 7-13, 1988; and American Association of Univer- sity Women Week - March 6-12, 1988; State Department of Forestry Approving the City of Gilroy for Tree City USA; Assemblyman Areias' Political Views; Certificate of Commendation for Police Department Employee of the month of December, 1987, Officer Dan Renville; Minutes of the Criminal Justice Advisory Committee January 11, 1988 Meeting re: Santa Clara County Jail Study; Growth Projections for Santa Clara County and its Cities - 1995 and 2005; and Report of Investments with Maturity Dates Exceeding One Year. The Minutes of the Joint Powers Sewer Advisory Committee Meeting of December 8, 1987 were noted. Mayor Protempore Palmerlee tabled the two items under the Mayor's report to the next regular Council Meeting when the Mayor is expected to be present. (Appointments to the South County Joint Planning Advisory Committee, Phase II and Report on County Land Acquisition for Expansion of Uvas Park Preserve and Christmas Hill Park.) City Administrator Baksa noted that street signs at Miller Park have been redone. City Administrator Baksa noted that hospitals are tax exempt. City Administrator Baksa reported that he and Director of Finance Reinsch will be attending the Sales Tax Hearing in San Francisco on February 2, 1988. Mayor Protempore Palmer lee noted the Inter-City Council Meeting of February 11, 1988 in the Town of Los Gatos.
