Res.88-34 Fertilizer Bid 5627 Mr. Barney Kramer, State Law Consultant with the California Youth Authority presented a California Youth Authority Award to the Mayor and other local youth groups, introduced by Public Safety Director Gillespie including the School District, Santa Clara County Probation Department, South County Alternatives, The Bridge Counseling Center, Parents Awareness Network, Gilroy Com- munity Drug and Alcohol Task Force, Friends to Friends, Students Against Drunk Driving, Mothers Against Drunk Driving and South Valley Counseling Center. City Administrator Baksa presented a report and recommenda- tion to award the Bid of Gold Star Maintenance for the two-year custodial service at City Hall in the amount of $15,510.00 per year. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that the bid of Gold Star Maintenance in the amount of $15,510.00 per year be awarded for the two-year custodial service at City Hall as recommended. The Mayor stated that it was the time and place scheduled for the continued Public Hearing to consider a General Plan Amendment request from Open Space to General Services Commercial on property located at 5480 Monterey Highway, south of Luchessa Avenue, on approximately 27 acres, Gennero Filice, applicant (GPA 86-2) and noted the recommendation to continue same to the November 7, 1988 regular Meeting. o Motion was made by Councilman Palmerlee seconded by Councilman Valdez and carried that the Public Hearing be . continued to November 7, 1988 as recommended. The Mayor stated that it was the time and place scheduled for the continued Public Hearing to consider a rezoning request from Al (Agriculture) to Ml (Limited Industrial) District located at 350 Buena Vista Avenue, Larry Willis, applicant (Z 87-6) and noted the recommendation to continue same to the July 18, 1988 regular meeting. Motion was made by Councilman Palmerlee seconded by Councilman Gage and carried that the Public Hearing be continued to July 18, 1988 as recommended. Discussion was had regarding the Martin General Plan Amend- Amendment presently to be heard by the County of Santa Clara. Motion was made by Councilman Mussallem seconded by Councilman Valdez and carried that Council action be taken on the Martin General Plan Amendment, not agendized, and a matter of urgency. ... ~ f J Motion was made by Councilman Kloecker seconded by Councilman Palmerlee that the reading of Resolution No. 88-35 be waived and that it be adopted opposing the Martin General Plan Amendment at Masten Avenue. RESOLUTION NO. 88 - 35 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY IN OPPOSITION TO THE MARTIN GENERAL PLAN AMENDMENT TO BE CONSIDERED BY THE COUNTY OF SANTA CLARA AND LOCATED AT MASTEN AVENUE. Water Conserva- tion Res.88-36 Crime Prevo Grant Census 5629" Motion was made by Councilman Palmerlee seconded by Coun- cilman Gage and carried that a proposed ordinance be introduced and published by title and summary enacting Chapter 27 Article V of the Gilroy City Code pertaining to Water System Backflow Prevention, as recommended. City Administrator Baksa presented and explained a Staff report and recommendation on the Regional Highway System for Santa Clara County. Council requested that the recommendation be incorporated in the City's comments to same. Council also discussed the matter of including some portion of routing between Leavesley Road and Masten Avenue to be included in the system to provide alternate ingress and egress from 101 and Monterey Highway. City Administrator Baksa noted that he would discuss same with City Engineer Allen. The Mayor deviated from the regular Agenda in order to accommodate interested persons in the audience. Heard from Mr. David Peoples, Secretary of the Downtown Gilroy Association requesting Council to maintain the Downtown from First to Tenth Streets and from Eigleberry Street to Rail- road Street as a major priority in the City's Budget process. He further invited Council to attend the Parking and Business Improvement District (AB 1693) Workshop, May 20, 1988 from Noon to 3:00 p.m. at the Old City Hall Restaurant. (Reservations required if lunch is desired.) Heard from Mrs. Elaine Long, requestng that the Downtown Development be kept at a high priority in City projects and noted the need for additional signing in the downtown area prohibiting truck traffic and signing on routes where trucks are allowed. The Mayor continued with the regular order of the Agenda. City Administrator Baksa presented recommended water conservation measures. Motion was made by Councilman Mussallem seconded by Coun- cilman Gage and carried that the recommended water conservation measures be endorsed. City Administrator Baksa presented a recommendation to approve an application and project agreement for a Crime Analysis Grant through the Career Criminal Apprehension Program further explaining same. Motion was made by Councilman Gage seconded by Councilman Mussallem that the reading of Resolution No. 88-36 be waived and that it be adopted approving an Application and Project Agreement for a Crime Analysis Grant as presented. RESOLUTION NO. 88 - 36 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING THE APPLICATION AND THE PROJECT AGREEMENT FOR A CRIME ANALYSIS GRANT THROUGH THE CAREER CRIMINAL APPREHENSION PROGRAM. Motion was made by Councilman Kloecker seconded by Councilman palmerlee and carrier3. that the Historic Heritage Committee be retained as a five member committee as recommended. Councilman Mussallem voted "no" on the motion. It was noted that vacancies would be filled. Noted the recommendation of the planning Commission on the Planning Department priorities for 1988-89 Fiscal Year. The Mayor requested that revision of the sign ordinance be included in the priorities. The Planning Director gave an update on the formation of the Redevelopment Agency. The Minutes of the Parks and Recreation Commission Meeting of April 19, 1988 were noted. The Minutes of the Senior Advisory Board Meeting of March 21, 1988 were noted.
