Minutes 1988/07/11 5648 Posting Roll Call Binding Arbitration Adjrnmt. Adjourned Regular Meeting July 11, 1988 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag. The Meeting Notice was posted on July 6, 1988 at 10:05 a.m. Present: Councilmembers: Donald F. Gage, Leonard A. Hale, Paul V. Kloecker, Larry Mussallem, Daniel D. Palmerlee, and Roberta H. Hughan. - 7:03 p.m. Absent: Pete Valdez, Jr. The Mayor stated that this meeting was scheduled to further discuss the matter of Binding Arbitration. ] City Administrator Baksa reviewed additional information regarding Binding Arbitration previously distributed to Council and distributed additional copies to interested persons in the audience including new information from the League of California Cities in opposition to Binding Arbitration. Reviewed the Draft Binding Arbitration Amendment and Financial Benefit sections Noted Carol Stevens is expected to be present to further explain the Presentation Concept referred to in her memorandum. At 7:11 p.m. Councilman Valdez entered and took his seat at the Council table. The City Attorney recommended that if Council does not favor the Charter Amendme.nt as presented by the GPOA/FF Associa- tions to prepare the City's argument opposing the Initiative and recommended that Council not proposed a companion measure on the November ballot. He stated that if the initiative measure passes then the City could propose an additional measure at that time for a future election. Carol Stevens addressed the Council and further explained the City's options regarding a Binding Arbitration measure and further explained the Presentation Concept. ... ... Discussion was had by Council agreeing with the City Attorney to oppose the measure and not prepare a companion measure by the City. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that the City opposes the Charter Amendment regarding Binding Arbitration as presented by the GPOA/FF Associations and that the City will not have an additional companion measure. It was noted that no City funds could be used to campaign against ~he proposed Binding Arbitration Charter Amendment. The City Attorney stated that the City can compile data and give factual background only. The Mayor asked if there was a Councilmember volunteer torepresent the City at the County Fair in San Jose on July 30, 1988 at 11 a.m. and 6:15 p.m. Discussion was had regarding requirements of the GPOA/FF Association Meet & Confer process regarding their proposed Charter amendment. It was decided that the time has passed for Meet & Confer regarding the GPOA/FF Associations proposed Charter Amendment Binding Arbitration Measure. ,.... i " I I ~ At 8:20 p.m. the Mayor adjourned the meeting.
