Ji:J Regular Meeting April 3, 1989 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag. The Mayor called on Dr. Joe Caldwell, First Baptist Church to give the Invocation. The City Clerk reported that the Agenda had been posted on March 30, 1989 at 8:08 a.m. Present: Councilmembers: Donald F. Gage, Leonard A. Hale, Paul V. Kloecker, Larry Mussallem, Daniel D. Palmerlee, Pete Valdez, Jr. and Roberta H. Hughan; The Mayor introduced new employee, Paul Butler, Fire- fighter. Motion was made by Councilman Gage seconded by Councilman Valdez that the following items under the Consent Calendar be approved by the following Roll Call Vote: Ayes: Councilmembers: Gage, Hale, Kloecker, Mussallem, Palmerlee, Valdez and Hughan: Approved the Minutes of the Regular Council Meeting of March 20, 1989; Adopted Resolution No. 89-16 authorizing officers who may execute right of way certifications. RESOLUTION NO. 89 - 17 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING AMENDMENT NUMBER 2 TO AGREEMENT FOR MAINTENANCE OF TRAFFIC SIGNALS IN THE CITY OF GILROY. PASSED AND ADOPTED this 3rd day of April, 1989, by the following vote: AYES: NOES: ABSENT: COUNCILMEMBERS: GAGE, HALE, KLOECKER, MUSSALLEM, PALMERLEE, VALDEZ and HUGHAN. COUNCILMEMBERS: None COUNCILMEMBERS: None; Approved Budget Amendments and Transfers as recommended; Approved an Amended Development Agreement with Rosso F'urnitureas presented and recommended; and Approved a Deferred Development Agreement with Margit and Egon Vollrath as presented and recommended. City Administrator Baksa presented and explained recommen- dations to award the bids to the State of California for two (2) special service vehicles for the Police Department and for one (1) new current model gasoline powered pickup truck for the Gilroy/Morgan Hill Chemical Control. Motion was made by Councilman Gage seconded by Councilman Hale and carried that the bids be awarded to the State of California for the two (2) special service vehicles for the Police Department and for one (1) new current model gasoline powered pickup truck for Gilroy/Morgan Hill Chemical Control as recommended. City Administrator Baksa recommended adopting that portion of the ordinance previously introduced pertaining to single pass water cooling systems and removing the portion pertaining to pool construction and landscaping since the Santa Clara Valley Water District had officially requested 25% water reduction in water reduction programs rather than the 45% originally proposed. He further noted that single pass water cooling systems would be included in the Uniform Building Code Amendments proposed to be adopted in Mayor June 1989. City Dist. ORDINANCE NO. 89 - 9 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GILROY RE: SINGLE PASS WATER COOLING SYSTEMS. Tabled action to the April 17, 1989 Regular Meeting on a request of Wells Fargo Bank to change the parking time limits in their parking area. Noted the Minutes of the Parks and Recreation Commission Meeting of March 21, 1989. Noted the Minutes of the Library and Culture Commission Meeting of February 14, 1989. Noted the Minutes of the Senior Advisory Board Meeting of February 27, 1989. City Administrator Baksa presented a recommendation of alterations to Hecker Pass-A Family Adventure Sewer Agreement further explaining same. 5734 Adjrnmt. Motion was made by Councilman Gage seconded by Councilman Palmerlee and carried that the alterations to the Sewer Agreement for Hecker Pass-A Family Adventure be approved as presented and recommended. City Administrator Baksa noted that approximately 50 employees had completed a 6 week-supervisory training course. City Administrator Baksa recommended that Council set a closed session to discuss litigation regarding the Redevelopment Project, noting that the 7:00 p.m. regular study session for the April 17, 1989 regular meeting had previously been scheduled to discuss revisions to the Sign Ordinance. Council agreed to set April 17, 1989 at 7:00 p.m. as a Closed Session regarding exposure to litigation regarding the Redevelopment Project, noting the Sign Ordinance revisions would be continued to another date. The Mayor noted that she would be out of the State from April 8-15, 1989. The Mayor noted that she has requested Supervisor Susanne Wilson to schedule a meeting with the Council regarding redevelopment, sludge and development. Councilman Gage noted that he would be absent at the April 17, 1989 Regular Council Meeting. Noted the Joint Gilroy City Council and Gilroy Unified School District Board of Education Liaison Committee Meeting of April 12, 1989 - 5:15 p.m. in the Gilroy Unified School District Office, 7663 Church Street, Gilroy, California.
