The Mayor led the Pledge of Allegiance to the Flag.
The City Clerk reported that the Agenda had been posted on
June 8, 1989 at 11:44 a.m.

The Mayor/Chairperson noted that due to a conflict of
interest Councilmember/Agencymember Gage and Hughan would be
absent; that she would Chair the meeting but would not take part
in the discussion nor action taken.
Discussion was had on issues relating to the Environmental
Impact Report prepared for the Redevelopment Plan further
explained by Mr. Mark Curran, Consultant. Councilmembers
indicated their views on the proposed Redevelopment Proposed
Pro ject.
Motion was made by Councilman Valdez seconded by Councilman
Hale that the reading of Resolution No. 89-28 certifying review
and consideration of the Final Environmental Impact Report,
making findings required by the California Environmental Quality
Act; and stating overriding considerations in the approval and
adoption of the City of Gilroy Community Redevelopment Plan be
waived and that it be adopted.
Motion was made by Agencymember Valdez seconded by
Agencymember Hale that the reading of Resolution No. 89-8
certifying review and consideration of the Final Environmental
Impact Report, making findings required by the California
Environmental Quality Act, and stating overriding considerations
in the approval and adoption of the City of Gilroy Community
Redevelopment Plan be waived and that it be adopted.

COMMUNITY DEVELOPMENT AGENCY RESOLUTION NO. 89 - 8
A CONCURRENT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY
AND THE COMMUNITY DEVELOPMENT AGENCY OF THE CITY OF GILROY
CERTIFYING REVIEW AND CONSIDERATION OF THE FINAL ENVIRONMENTAL
IMPACT REPORT, MAKING FINDINGS REQUIRED BY THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT, AND STATING OVERRIDING CONSIDERATIONS
IN THE APPROVAL AND ADOPTION OF THE CITY OF GILROY COMMUNITY
REDEVELOPMENT PLAN.

Motion was made by Councilman Valdez seconded by Councilman
Hale that the reading of Resolution No. 89-29 adopting written
findings and responses to written objections received in
connection with consideration of the Redevelopment Plan for the
Gilroy Community Redevelopment Project in accordance with the
provisions of Health and Safety Code Section 33363 be waived and
that it be adopted.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ADOPTING
WRITTEN FINDINGS AND RESPONSES TO WRITTEN OBJECTIONS RECEIVED IN
CONNECTION WITH CONSIDERATION OF THE CITY OF GILROY COMMUNITY
REDEVELOPMENT PLAN IN ACCORDANCE WITH THE PROVISIONS OF HEALTH
AND SAFETY CODE SECTION 33363.

Motion was made by Councilman Valdez seconded by Councilman
Hale and carried that a proposed ordinance be introduced, the
reading waived and published by title and summary adopting the
City of Gilroy Community Redevelopment Plan pursuant to the
Community Redevelopment Law of the State of California. Council-
members Gage and Hughan did not vote upon this motion due to a
conflict of interest.
The Mayor noted that the proposed ordinance would be
presented to Council for adoption at the July 5, 1989 Regular
Council Meeting.
Discussion was had on a Tax Increment Agreement with Gilroy
Unified School District further explained by Mr. Mark Curran,
consultant.
Motion was made by Agencymember Kloecker seconded by
Agencymember Hale that the reading of Resolution No. 89-9 be
waived and that it be adopted.

GILROY AUTHORIZING EXECUTION OF A FISCAL AGREEMENT BETWEEN THE

The Mayor thanked the public for their views and partici-
pation in the Redevelopment Process and complimented the Council
for their presentations to the public.
