Minutes 1989/08/10 5779 Special Meeting August 10, 1989 Gilroy, California Posting Agenda The Deputy City Clerk reported that the Agenda had been posted on August 9, 1989, at 4:26 p.m. Roll Call Present: Councilmembers: Leonard A. Hale, Paul V. Kloecker, Pete Valdez, Jr. and Larry Mussallem; Absent: Council- members: Donald F. Gage, Roberta H. Hughan and Daniel D. Palmerlee. The City Attorney reviewed possible actions to be taken. RDA Petition Motion was made by Councilman Valdez, seconded by Council- man Hale and carried to verify the Certification of the Anti-RDA Petition. The City Attorney explained the two possibilities for action: 1) to repeal Ordinance No. 89-12, or 2) place this on the ballot either for the November election or for a Special election. No motion was made for repeal of Ordinance No. 89-12. Consensus of the Council was to have this placed on the November ballot for the General Election. Council discussed submission of arguments and rebuttals. Res.89-45 Motion was made by Councilman Hale, seconded by Councilman Valdez and carried to adopt Resolution No. 89-45 calling a Special Municipal Election for the Purpose of Submitting to the Electors of Said City a Referendum Question Pertaining to Ordinance No. 89-12 Adopting a Community Redevelopment Plan Pursuant to the Law of the State of California; Requesting Consolidation of Elections with the Direct Primary election to be Held November 7, 1989; and Requesting Services of Registrar of Voters, with the submission of arguments due on August 16, 1989 and the submission of rebuttals due August 21, 1989, with a paragraph added to have the City Attorney prepare an analysis of the measure pursuant to Section 5011 of the Elections Code. RESOLUTION NO. 89-45 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY CALLING A SPECIAL MUNICIPAL ELECTION FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS OF SAID CITY A REFERENDUM QUESTION PERTAINING TO ORDINANCE NO. 89-12 ADOPTING A COMMUNITY REDEVELOPMENT PLAN PURSUANT TO THE LAW OF THE STATE OF CALIFORNIA; REQUESTING CONSOLIDATION OF ELECTIONS WITH THE DIRECT PRIMARY ELECTION TO BE HELD NOVEMBER 7, 1989; AND REQUESTING SERVICES OF REGISTRAR OF VOTERS.
