Hale, Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez, Jr. and Roberta H. Hughan. The Mayor Introduced New Employees: Patrick Huggins, Planner I; Norma Rivellini, Police Record's Tech.; and Robert Vidal, Lube Person. The Mayor presented Resolution No. 90-12 Designating March, 1990 "Women's History Month" to a representative of the Commission on the Status of Women. The Mayor noted a Certificate of Service for Retired Library & Culture Commissioner, Vinod Patel, not present in the audience. The Mayor presented Certificates of Service to members of the Gilroy Fire Department Women's Auxiliary. Motion was made by Councilman Gage, seconded by Council- man Kloecker that the following items under the Consent Calendar be approved by the following Roll Call Vote: Ayes: Councilmem- bers: Gage, Hale, Kloecker, Mussallem, Nelson, Valdez and Hughan. Approved the Minutes of the Regular Council Meeting of February 20, 1990; Denied the following Damage and Personal Injury Claims as recommended: Olga Mondragon; Ernesto Melendez; William Faus; Richard Murphy; Mark Cesena; Ralph Gonzales; and Judy Diaz; Approved Budget Amendments and Transfers as recommended; Adopted Ordinance No. 90-4 Creating a Handicapped Access Appeal Board; ORDINANCE NO. 90 - 4 AN ORDINANCE OF THE CITY OF GILROY CREATING A HANDICAPPED ACCESS APPEALS BOARD. City Administrator Baksa presented a recommendation on Bids received for Soundwall Repair Category II - Project 1989-4 recommending award of same to Sierra Precast, Inc. in the amount of $281,220.00. 5848 Bid re: Golf Course Pub. Hear. GPA 86-2 MSI Ord. Drug Abuse Council Cong.Mgmt. Plan (Councilman Gage left the Council Chambers at 8:16 p.m. and returned at 8:17 p.m.) Motion was made by Councilman Valdez seconded by Councilman Kloecker and carried that the bid of Sierra Precast, Inc. in the amount of $281,220.00 be awarded for the Soundwall Repair category II - Project 1989-4 as recommended. City Administrator Baksa presented a recommendation on Bids received for Golf Course Improvements recommending that Council take action on same as an emergency measure. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that award of the bid for Golf Course Improvements be acted upon as an emergency measure as recommended. Motion was made by Councilman Gage seconded by Councilman Valdez and carried that the bid of Pacific Construction Corps in the amount of $172,300.00 be awarded for Golf Course Improvements as recommended. The Mayor stated that it was the time and place scheduled for the Continued Public Hearing to Consider a General Plan Amendment Request from Open Space to General Services Commercial on Property Located at 5480 Monterey Highway, South of Luchessa Avenyue, on approximately 27 acres, Gennero Filice, Applicant, GPA 86-2. (Previously continued from 2-16-88; 3-7-88; 5-16-88; 11-7- 88; 5-1-89; and 11-6-89). Noted a request of Gennero Filice, applicant, for a 90 day extension. Motion was made by Councilman Gage seconded by Councilman Hale and carried that the Continued Public Hearing be further continued to June 18, 1990 regular Council Meeting as requested. City Administrator Baksa presented a proposed ordinance enacting Chapter 7 of the City Code entitled "Cost Comparison System/Fee and Service Charge Revenue". Discussion was had by Council on the matter. Motion was made by Councilman Kloecker seconded by Councilman Valdez and carried that the reading of the proposed ordinance be waived, that it be introduced and published by title and summary. Motion was made by Councilman Mussallem seconded by Councilman Valdez and carried that Councilman Gage be appointed as the City's representative on the Gilroy Drug Abuse Council. The Joint Committee on Congestion Management Plan (Golden Triangle Task Force & Transportation Commission Executive Committee) via county Transportation Commission re: Congestion Management Plan was noted including the Transportation Commission Meeting of February 14, 1990. Councilman Kloecker explained the Preliminary Draft letter. Discussion was had by Council on the matter. Motion was made by Councilwoman Nelson seconded by Councilman Gage and carried that the preliminary draft letter with corrections as noted and discussed be approved. Noted the following informational items with no separate discussion on same: The Technology Center of Silicon Valley in appreciation; Proclamations Issued by Mayor Hughan: Women's History Month - March 1990 for South Valley Junior High School; Catholic Schools Week - February 25-March 3, 1990; Mediation Week - March 25-31, 1990; and Earthquake Preparedness Month - April 1990; The National Arbor Day Foundation Congratulating Gilroy as a 1989 Tree City USA; Plan. The Report of the Planning Commission Meeting of March 1, 1990 was noted. Noted the Updated Schedule. Noted the Minutes of the Joint Powers Sewer Advisory Committee Meeting of February 13, 1990. City Administrator Baksa presented a proposal for engineer- ing services from James Montgomery Consulting Engineers for the IPS Wet Well Improvements recommending approval of same. Motion was made by Councilman Gage seconded by Councilman Mussallem and carried that the bid of James Montgomery Consulting Engineer's proposal for Engineering Services for the IPS Wet Well Improvements be approved as recommended. City Administrator Baksa gave an update on the water conservation program, presenting recommended tiered water rates and water uses prohibited. Discussion was had by Council on the matter. (Councilwoman Nelson left the Council Chambers at 9:55 p.m. and returned at 10:00 p.m.) Motion was made by Councilwoman Nelson seconded by Council- man Kloecker and carried that the tiered water rate concept be approved as presented. Motion was made by Councilman Gage seconded by Councilman Mussallem and carried by the following Roll Call Vote that the water uses prohibited be approved as outlined and continue the days to water under the present schedule: Ayes: Councilmembers: Gage, Kloecker, Mussallem and Hughan; Noes: Councilmembers: Hale, Nelson and Valdez. Council agreed with either dates of March 28, 1990 or April 25, 1990 for the Joint Chamber of Commerce Council Luncheon. Noted completion of the City Administrator's Supervisory Training Classes. City Administrator Baksa noted the concept report on the Southwest Quad to be discussed at the Council Retreat. Noted he and Mayor Hughan would be attending the State Board of Equalization hearing in Sacramento on March 6, 1990. City Administrator Baksa gave an update on televising Council/Commission Meetings. The Mayor noted the Minority Under-Representation Task Force letter applications extended to March 28, 1990 for April 2, 1990 appointments. The Mayor further requested applications for appointment of a City Representative to the Advisory Council on Aging for the unexpired term (June 1991). Councilman Kloecker gave an update on the Recycling Program noting that the recycling bins will be distributed to all of the residences for beginning pick-up March 15, 1990.
