The City Clerk reported that the Agenda had been posted on
August 17, 1990 at 12:00 p.m.
Present: Councilmembers: Donald F. Gage, Leonard A. Hale,

The Mayor noted that Frank Bozzo, Police Officer, was the
recipient of the Employee of the Month Award for July 1990.
Motion was made by Councilman Valdez seconded by Councilman
Gage that the following items under the Consent Calendar be
approved. Councilman Hale requested discussion of Item "A" and
"D". The Minutes of the August 2, 1990 regular Council Meeting
were corrected on Page 3 introducing the ordinance re: Portable
Signs on Vehicles to specifically allowing additional types of
portable signs of more than three square feet on vehicles. Item
"D" Zoning Ordinance Text Amendment to section 37.31(r) was
removed from the Consent Calendar. Motion to approve the
following items under the Consent Calendar to include the minute
amendment was by the following Roll Call Vote: Ayes:

Mr. Jim Pearsons, addressed the Council on behalf of Mr.
Will Kempton, Executive Director - Santa Clara County Traffic
Authority re: Update on the Strategic Plan for Santa Clara
County.
Mr. Dale Holderman, representing Californians for New
Forestry, addressed the Council in favor of Proposition 138 and
opposed Proposition 130 regarding California's Forests. He
requested that the Council not support Proposition 130 and
requested to be notified if and when proponents of Proposition
130 present their views to the Council.

Mr. Mark Komorowski, 7821 Hanna street, addressed the
Council inquiring about the delay of residential parking permits
for residences south of Sandrino's Restaurant.
City Administrator Baksa noted that the plastic placards
have not been received by the City but this was not an
intentional delay on the part of the City.
Mr. Don Hoskin, representing the local Chapter of the
Sierra Club, addressed the Council and noted that he would
arrange to have proponents of Proposition 130 present their views
on same to Council at a future meeting.
The following informational items were noted with no
separate discussion on same:
Report on Traffic Signal - SR 101 SB Off-Ramp and Tenth
Street (SR 152);
Proclamation Issued by Mayor Hughan: Rideshare Week -
October 1-5, 1990;
City of Milpitas Confirming Appointment of Primary Voting
Agent and Alternate to the Santa Clara County Congestion
Management Planning Agency; and
Santa Clara Valley Water District Board Hearing on the
Solid Waste Landfill Policy. Councilman Kloecker requested a
copy of the map. The Mayor noted she would provide him with a
copy.
The Minutes of the Parks and Recreation Commission Meeting
of July 17, 1990 were noted.
The Minutes of the Senior Advisory Board Meetings of May
21st and June 18, 1990 were noted.
The Minutes of the Library and Culture Commission Meetings
of May 8th and June 12, 1990 were noted.
The Minutes of the Gilroy Golf Course Advisory Board
Meeting of May 15, 1990 were noted.
City Administrator Baksa gave an update on the Water
Conservation Program. Council set September 10, 1990 at 7:00
p.m. as a Council Study Session to discuss the Water Conservation
Program and possible revision of rates.
Council set October 8, 1990 - 7:00 p.m., as a Council Study
Session to discuss revisions to the Residential Development
Ordinance (RDO).
Council set October 29, 1990 - 7:00 p.m., as a Council
study Session to discuss the City'S Annexation Policy.
City Administrator Baksa presented a Staff Report and
recommendation on State Budget Booking Fees and Property Tax
Administration, further explained by Public Safety Director
Gillespie. Council requested letters of opposition be forwarded
Supervisor Susanne Wilson and Legislators Areias and Mello.
City Administrator Baksa gave updates on the Golf Course
Club House and Kitchen; Chip Seal Program being finalized; and
City Hall Remodeling Project.
City Administrator Baksa noted that the NOAA Hearings have
been set for September 12th, 13th and 14, 1990 in Monterey, Santa
Cruz or Half Moon Bay respectively from 7:00-10:00 p.m. and that
the JPA directed James Montgomery Consultants to submit a formal
written response and that if Council wished to give an oral
response a volunteer would be required. Councilman Mussallem
volunteered to give an oral response on September 12th.

The Mayor noted that Maryedith Smith (Borell) would be cast
in the Parenthood television program tonight at 9:00 p.m.
Councilman Kloecker noted no update on the Recycling
Program.
Councilman Valdez reminded Council of the Hispanic Cultural
Festival August 26th and 27, 1990.
Councilman Hale inquired of the traffic signals on Tenth
Street. City Administrator Baksa noted that when the City
Engineer's position is filled this would be the first priority
project that he would begin.
The Mayor noted the following scheduled meetings:
Adjourned Joint Special Meeting (7:30 p.m.) and Closed
Session (6:00 p.m.) Gilroy & Morgan Hill City Councils, August
27, 1990 in Morgan Hill Council Chambers.
Gilroy Citizens' Participation Task Force (Gilroy 2000)
Committee regular meetings scheduled for Wednesdays, 4:30 p.m. _
6:30 p.m., at the Gilroy Senior Center.
At 8:10 p.m. the Mayor adjourned the meeting to the
continued Closed Session re: Personnel Matter.
At 8:45 p.m. the Mayor reconvened the meeting and further
adjourned to Tuesday, September 4, 1990 (September 3, 1990 Legal
Holiday) .
