Visitor Gilroy 2000 5915 Regular Meeting September 4, 1990 Gilroy, California The Mayor Protempore led the Pledge of Allegiance to the Flag at 7:00 p.m. It was noted that the scheduled Pastor to give the Invocation was absent. The City Clerk reported that the Agenda had been posted on August 30, 1990 at 12:27 p.m. Present: Councilmembers: Donald F. Gage, Leonard A. Hale, Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, and Pete Valdez, Jr. Absent: Councilmember: Roberta H. Hughan. The Mayor Protempore introduced new employee, Alan Low, Plan Review Technician. The Mayor Protempore introduced Councilman Gaston Florke, visiting Gilroy from Wittleshine, France, who gave a brief outline of his role as councilman. Mr. Jack Pate, Chairman of the Gilroy 2000 Committee Task Force, addressed the Council and gave an update on the Committee's progress. Reservoir Repainting Bids re: Rec.Soft- ware 1990-91 Priorities Greenbelt TaskForce Prop. 130 & 138 S9~7 RESOLUTION NO. 90 - 65 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS. PASSED AND ADOPTED this 4th day of september, 1990, by the following vote: AYES: NOES: ABSENT: COUNCILMEMBERS: GAGE, HALE, KLOECKER. COUNCILMEMBERS: None COUNCILMEMBER: HUGHAN. MUSSALLEM, NELSON, VALDEZ and City Administrator Baksa presented a report and recommendation to approve a contract for Consultant to Prepare Specifications and Inspect Reservoir Repainting of Dennis Gays & Associates not to exceed $35,000.00. Motion was made by Councilman Hale seconded by Councilman Valdez and carried that the Contract with Dennis Gaya & Associates be approved as recommended for Consultant to Prepare Specifications and Inspect Reservoir Repainting, not to exceed $35,000.00. City Administrator Baksa presented a report and recommendation to award the bid of Programmed For Success Inc. in the amount of $19,300.00 for Recreation Computer Software. Motion was made by Councilman Valdez seconded by Councilman Hale and carried that the bid of Programmed for Success, Inc. be awarded in the amount of $19,300.00 for Recreation Computer Software as recommended. Councilwoman Nelson voted "no" on the motion. City Administrator Baksa presented the 1990-1991 Priorities and noted that these would be reviewed every three months. Councilman Mussallem requested a draft document of the Traffic Circulation Master Plan if available. Mr. Todd Perkins, City Representative on the Greenbelt Implementation Task Force, addressed the Council and gave an update of the Committee's progress noting that he should have additional information by the October 1st regular Council Meeting. Mr. Don Hoskin, representing the local Chapter of Club, addressed the Council regarding Proposition 130. information on the proposition was distributed with the packet. the Sierra Additional agenda Motion was made by Councilman Mussallem seconded by Councilman Gage and carried that Council take a "no" position on both Proposition 130 and 138. Councilmembers: Valdez and Kloecker voted "no" on the motion. The Mayor Protempore asked if there was anyone in the audience wishing to speak for or against any matter not on the agenda. There was no comment from anyone in the audience. The following informational items were noted with no separate discussion on same: Joseph A. Romeo, Retired Fire Captain, in appreciation; Proclamations Issued by Mayor Hughan: Crippled Children's Society "Celebrate the Future of Children" - October 10, 1990; Fourth Annual California Firefighters' Burn Relay - August 12-17, 1990; CountDown USA Day - September 13, 1990; and POW/MIA Recognition Week - September 17-21, 1990; City of Morgan Hill's Representative on Congestion Management Planning Agency; Santa Clara County Manufacturing Group in Opposition to Proposition 141; 5918 Pers.Com. 8-13-90 Pers.Rules 2000 Com. Sewer Flow Spl.Park. Permits Calif.Green Book Recycling Minutes of the Housing Task Force Meeting of August 14, 1990; City's Response to Legislators on Booking Fee and Property Tax Administration Fee - SB 2557; and; Report of Monthly Cash and Investment Report, July 31, 1990. The Report of the Personnel Commission Meeting of August 13, 1990 was noted. Motion was made by Councilman Hale seconded by Councilman Valdez and carried that the Personnel Rules and Regulations to Section III, Part D, Pg. 5 be approved as recommended. The Minutes of the Gilroy 2000 Steering Committee Meeting of August 22, 1990 were noted. City Administrator Baksa noted that he had no update on the Water Conservation Program. City Administrator Baksa presented a report and recommendation on the 1990 Sewer Flows further explaining same. Motion was made by Councilman Valdez seconded by Councilman Mussallem and carried that the 1990 Sewer Flow Report and recommendations as presented be approved requesting Residential Developments with RDO approvals be reviewed as to their current status and requested letters be forwarded Commercial/Industrial under users of their capacity to determine if they would voluntarily return any of their unused sewer allocation and that this matter be reagendized on the September 17th Council Agenda. City Administrator Baksa gave an update on Cablecasting schedule progress. City Administrator Baksa distributed Bond Issue information of the First California Bank for consideration when Bond Issues of the City are contemplated, noting Wulff, Hansen is no longer in the municipal bond market and that J-paul Dumont, Bond Underwriter is retiring and has recommended the First California Bank for Council consideration. City Administrator Baksa noted that residential special parking permits on Hanna Street have been in effect for approximately eight days and citations have been issued. Councilman Valdez noted he received a telephone call from one of the Hanna Street residents, noting that the Police Department is not responding to their calls. The Mayor Protempore noted communications from Dutra regarding California Green Book and noted Councilmembers wishing to participate in this document to contact the City Clerk. Councilwoman Nelson presented Public Relations Recommendation memo regarding a Public Informational Meeting previously scheduled by the Cities of Gilroy and Morgan Hill regarding land disposal sites regarding the Wastewater Management Facilities. Council set said Public Informational Meeting for September 18, 1990 at 7:00 p.m. in the Gilroy Senior Center. Council also scheduled a Tour of the proposed disposal sites immediately following the Joint Powers Sewer Advisory Committee Meeting of September 11th at 9:00 a.m. Councilman Kloecker noted that the Recycling Task Force Committee is considering adding polystyrene to the recycling program.
