Director Consent Calendar Minutes Ord.91-1 Ord.91-2 '-ur9 J7:J Regular Meeting January 7, 1991 Gilroy, California The Mayor led the Pledge of Allegiance to the Flag at 7:01 p.m. Kevin Wilson, Gilroy Bible Church gave the Invocation. The City Clerk reported that the Agenda had been posted on January 3, 1991 at 10:08 a.m. Present: Councilmembers: Donald F. Gage, Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez, Jr. and Roberta H. Hughan; Absent: Councilmember: Leonard A. Hale: The Mayor presented Art Gillespie, Fire Chief, with a plaque honoring his services as Public safety Director from May 1988 through December 1990. Councilwoman Nelson requested that Item "0" be removed from the Consent Calendar. Motion was made by Councilman Gage seconded by Councilman Valdez that the following items under the Consent Calendar be approved by the following Roll Call Vote, removing Item "0", Ayes: Councilmembers: Gage, Kloecker, Mussallem, Nelson, Valdez and Hughan; Absent: Councilmember: Hale: Approved the Minutes of the Regular Council Meeting of December 17, 1990; Adopted Ordinance No. 91-1 Amending the Zoning Ordinance by Rezoning 0.8 Acres West of Santa Teresa Boulevard and South of Sunrise Drive from PF (Park/Public Facility) District to R1 (Single Family Residential) District; ORDINANCE NO. 91 - 1 ORDINANCE OF THE CITY OF GILROY AMENDING THE ZONING ORDINANCE OF SAID CITY BY REZONING A 0.8 ACRES WEST OF SANTA TERESA BOULEVARD AND SOUTH OF SUNRISE DRIVE FROM PF (PARK/PUBLIC FACILITY) DISTRICT TO R1 (SINGLE FAMILY RESIDENTIAL) DISTRICT. ' Motion was made by Councilman Mussallem seconded by Councilman Kloecker that the reading of Resolution No. 91-1 be waived and that it be adopted approving January 1, 1991~alaries of all City Employees; RESOLUTION NO. 91 - 1 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ESTABLISHING THE JANUARY 1, 1991 SALARY SCHEDULES FOR CITY OFFICERS AND EMPLOYEES. PASSED AND ADOPTED this 7th day of January, 1991 by the following vote: AYES: COUNCILMEMBERS: NOES: ABSENT: COUNCILMEMBER: COUNCILMEMBER: GAGE, KLOECKER, HUGHAN. NELSON HALE MUSSALLEM, VALDEZ and City Administrator Baksa presented a recommendation to approve Landscape Architectural Services of Beals and Lechner Associates, Inc. in the amount of $34,710.00 for the Ranch Site Development (Master Plan). Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that Beals and Lechner Associates, Inc. be awarded the Landscape Architectural Services for the Ranch Site Development (Master Plan) in the amount of $34,710.00 as recommended. City Administrator Baksa presented a recommendation to award the bid of R & B Painting in the amount of $338,653.00 for Reservoir A & B Interior Recoating and Disinfection Project 1990- 7. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that the bid of R & B Painting in the amount of $338,653.00 be awarded for Reservoir A & B Interior Recoating and Disinfection Project 1990-7 as recommended. City Administrator Baksa presented a recommendation to award the bid of WSP Trucking, Inc. in the amount of $29,803.00 for the Gilroy Police Department Shooting Range Improvements Project 1990-8. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that the bid of WSP Trucking, Inc. in the amount of $29,803.00 be awarded for the Gilroy Police Department Shooting Range Improvements Project 1990-8 as recommended. City Administrator Baksa recommended that the report and recommendation on bids for the Citizens' Newsletter/Annual Report Publication be continued to an adjourned Special Meeting on January 14, 1991 at 7:00 p.m. The Mayor stated that it was the time and place scheduled for a Public Hearing to consider annual destruction of removal of weeds and/or refuse constituting a public nuisance in the City of Gilroy. The Mayor asked if there was anyone in the audience wishing to speak on the matter. There was no comment from anyone in the audience. The Mayor closed the Public Hearing. Motion was made by Councilman Gage seconded by Councilman Kloecker that the reading of Resolution No. 91-2 be waived and that it be adopted instructing the Fire Chief to abate the nuisance arising out of weeds growing upon lots or in front of properties in the City. RESOLUTION NO. 91 - 2 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY INSTRUCTING THE CHIEF OF THE FIRE DEPARTMENT TO ABATE NUISANCE ARISING OUT OF WEEDS GROWING UPON LOTS OR IN FRONT OF PROPERTY IN THE CITY OF GILROY AS REQUIRED BY SECTION 5 OF ORDINANCE NO. 754. PASSED AND ADOPTED this 7th day of January, 1991, by the following vote: AYES: COUNCILMEMBERS: NOES: ABSENT: GAGE, KLOECKER, MUSSALLEM, NELSON, VALDEZ and HUGHAN. COUNCILMEMBERS: None COUNCILMEMBER: HALE The Bay Vision 2020 Draft Report was noted and discussed. Councilman Kloecker will determine when the Final Report will be forthcoming and City Administrator Baksa noted that he would obtain a copy of AB 4242. The following informational items were noted with no separate discussion except as noted: Governor's Office of Planning & Research Newsletter, Nov/Dec 1990; A letter from Ralph Zertuche in appreciation; Santa Clara County Cities Association Selection of Representatives to the Bay Area Air Quality Management District to January 5, 1991; Revised copy of a Proclamation issued by Mayor Hughan: International Bible Week and the International Year of Bible Reading - November 18th to 25, 1990; Berliner, Cohen & Biagini re: City of Gilroy v. State Board of Equalization--Motion for Attorneys' Fees. City Administrator Baksa noted that the hearing is tentatively scheduled for January 24, 1991; Governor Deukmejian inviting recommendations for the 1990 Young American Medals Program; and Gilroy Police Department Certificate of Commendation to Officer Steve Morrow. The Minutes of the Gilroy 2000 Steering Committee Meetings of December 12th and 19, 1990 were noted. The Minutes of the Parks and Recreation Commission Meeting of November 20, 1990 were noted. The Minutes of the Senior Advisory Board Meeting of November 19, 1990 were noted. The Minutes of the Library & Culture Commission Meeting of December 11, 1990 were noted. The Minutes of the Golf Course Advisory Board Meeting of December 4, 1990 were noted. The Report of the Personnel Commission Meeting of December 10, 1990 were noted. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that the eligibility list for Police Officer be abolished as recommended and that the recruitment policy for Police Officer be approved as recommended. City Administrator Baksa gave an update on the Water Conservation Program. Councilman Gage suggested that the City be prepared for the drought situation and consider constructing additional wells. Councilman Valdez inquired if CDBG funding could be used in the water conservation program. l :J 162 Adjrnmt. I I. Council agreed to a January 29, 1991 Study Session to review the Capital Improvement Budget and Revenue Projections and to schedule the Goal Setting Study Session at a later date, possibly in March. City Administrator Baksa noted that the South Monterey Medians matter was referred to the Parks and Recreation Commission for a report to Council in approximately ninety days. City Administrator Baksa gave an update on the City Service/Information Survey and distributed a handbook re: Gangs for Council to review prior to the January 28, 1990 Study Session. He noted that the contract be awarded at the February 4, 1991 regular meeting. Councilman Mussallem recommended that the Background paragraph be positioned at the pottom of the page. City Administrator Baksa noted the League of California Cities' position on Operation Budget Freedom was forwarded to Councilmembers. City Administrator Baksa distributed a report on status of long-range applications in the Planning Department to Council. City Administrator Baksa requested Council return the prioritizing for the RDO Study Session by January 10, 1991. City Administrator Baksa presented copies of the Wellness Committee Calendars for sale at $5.00. Councilman Kloecker gave an update on the Recycling Program. Councilwoman Nelson noted that she will be sworn in January 8, 1991 for her second term elected to the Santa Clara County Republican Central Committee - District I as representative in this area. Councilman Kloecker noted that he would continue to report to Council on any negotiations regarding Cal-Train. At 8:02 p.m. the Mayor adjourned the meeting to a Special Council Meeting on January 14, 1991 at 7:00 p.m. to receive a report and recommendation on bids for Citizens' Newsletter/Annual Report Publication.
