At 6:33 p.m. the Mayor stated that it was the time and place
scheduled for an Open Hearing regarding a Personnel Matter of
Guadalupe Castaneda, appealing the disciplinary action imposed by the
City Administrator.
Present: Councilmembers: Donald F. Gage, Leonard A. Hale, Paul
V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez, Jr. and
Roberta H. Hughan;
Mr. Gary Wesley, Attorney, addressed the Council on behalf of
Guadalupe Castaneda.
City Administrator Baksa addressed the Council on behalf of the
City.
Mr. Wesley, Attorney, presented his rebuttal.

6:54 p.m. the Mayor adjourned to a Closed Session of the
At 7:14 p.m. the Mayor reconvened the Open Session.
Motion was made by Councilman Kloecker seconded by Councilman
Hale and carried that the City Administrator's recommendation be
approved which includes a 5% demotion but does not include suspension;
when the evaluation period of six months expires that all of the
expectations are very clearly defined; that Council strongly recommends
counseling; evaluations quarterly for one year, semiannually for two
years; all future actions are to be properly documented; that the one
step demotion for six months is with the opportunity to be reinstated
and based upon clearly defined objectives and if no improvement is
seen, termination procedures should be considered.
At 7:15 p.m. the Mayor adjourned the meeting to a Joint
Council/Planning Commission Study Session re: Residential Development
Ordinance (ROO).
