The Mayor stated that it was the time and place scheduled
for the Public Hearing to consider revision and adjustment of
water rates and charges for Municipal Water Service.

The City Clerk reported that the notice of this Special
Meeting was posted on April 9, 1991 at 4:20 p.m.
Roll Call
Present: Councilmembers: Donald F. Gage, Paul V. Kloecker,
Larry Mussallem, Pete Valdez, Jr. and Roberta H. Hughan; Absent:
Councilmembers: Leonard A. Hale and Sara C. Nelson.

City Administrator Baksa presented and explained an updated
water rate schedule recommending approval of Option No. 2 under
the Four-Tier Proposal.
The Mayor opened the Public Hearing and asked if there was
anyone in the audience wishing to speak on the matter. There was
no comment from anyone in the audience. The Mayor closed the
Public Hearing.
Motion was made by Councilman Gage seconded by Councilman
Kloecker and carried that the Four-Tier Proposal and Option No. 2
be approved as recommended.

City Administrator Baksa presented and explained the report
and recommendation for Senior Citizens' Discount on water
billing.

At 7:24 p.m. Councilman Hale entered and took his seat at
the Council table.
The Mayor re-opened the Public Hearing to consider the
Senior Citizens' Discount proposal. She asked if there was
anyone in the audience wishing to speak for or against the
proposal. There was no comment from anyone in the audience. The
Mayor closed the Public Hearing.
Motion was made by Councilman Gage seconded by Councilman
Kloecker and carried that Option No. 1 under the Senior Citizens'
Discount proposal be approved as recommended to include the
requirement that the applicant for the Senior Citizens' discount
sign a declaration that they are the primary user of water at the
specific location.
Motion was made by Councilman Gage seconded by Councilman
Kloecker that the reading of Resolution No. 91-24 be waived and
that it be adopted to include Option No. 2 under the Four Tier
Proposal and Option No. 1 under the Senior Discount Proposal.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ESTABLISHING
RATES FOR WATER SERVICE.

Councilman Gage requested that the Odd/Even Concept for
outside watering be agendized on the May 6, 1991 Council Agenda
for review and discussion, noting that he has received numerous
telephone calls from residents unable to schedule their automatic
sprinklers under the present Odd/Even Concept.
At 7:39 p.m. the Mayor adjourned the meeting.
