p.m.
Dr. Joe Caldwell, First Baptist Church gave the Invocation.
The City Clerk reported that the Agenda had been posted on
May 16, 1991 at 10:21 a.m.

The Mayor presented the Employee Award for the Month of
April 1991 to Frank Comin, Mechanic II.
The Mayor presented a Certificate of Service to Joe Curro,
for his contributions to the Water Conservation Program.
Jack Pate, Chairman of the Gilroy 2000 Task Force gave an
update on the Committee's progress. Discussion was had regarding
a minimum of three (3) Sub-Committee Task Forces.
Motion was made by Councilman Valdez seconded by Councilman
Kloecker that the Committee proceed with a minimum of three (3)
Sub-Committee Task Forces.
Motion was made by Councilwoman Nelson seconded by
Councilman Mussallem and carried by the following Roll Call vote
to table the motion regarding number of Task Forces until the
next Council Meeting which would be after the May 29th Study
Session on the SRI presentation of their survey: Ayes:
Councilmembers: Gage, Hale, Mussallem and Nelson; Noes:
Councilmembers: Kloecker, Valdez and Hughan.
The City Attorney noted that this meeting could be
adjourned and continued to the meeting Council wishes to take
action on the Gilroy 2000 Committee's tasks.
Councilman Kloecker left the Council Chambers.
Motion was made by Councilman Gage seconded by Councilman
Hale that the following items under the Consent Calendar be

APPLICATION FOR ALLOCATION OF MORTGAGE CREDIT CERTIFICATE
ISSUANCE AUTHORITY.

Approved a Development Agreement with Jerry Moen,
Georgetown Place as recommended; and
Accepted the following Improvements: Mayock storm Drain
Extension; County Courthouse Fire System; and Odd Fellow Rebekah.
Councilman Kloecker returned and took his seat at the
Council table.
City Administrator Baksa presented and explained a proposal
for site earthwork design and construction services for the
Gilroy/Morgan Hill Wastewater Treatment Plant. Discussion was
had on same. Motion was made by Councilman Gage seconded by
Councilwoman Nelson and carried that the proposal be referred to
the Joint Powers Sewer Advisory Committee for further
investigation of the site and architect's fee for said proposal.
Council requested that the JPA Agendas be distributed to
each Councilmember.
City Administrator Baksa presented and explained CAD,
Computer Aided Dispatch Contract in the amount of $61,544.34 for
the application of software and services and US West Cad in the
amount of $114,246.04 under a five year lease purchase agreement
for the DEC computer.
Motion was made by Councilman Valdez seconded by Councilman
Hale and carried that CAD, computer Aided Dispatch Contract be
approved in the amount of $61,544.34 for the application of
software and services of U.s. West Cad and the amount of
$114,246.04 for the DEC computer under a five year lease purchase
agreement as recommended.
A request of Mr. & Mrs. Kenneth Jackson, Applicants (GPA
90-10) was noted for reconsideration of a General Plan Amendment
previously denied by Council February 19, 1991. It was noted
that any motion to reconsider must be made by a Councilmember who
voted in favor of the prior motion to deny - i.e. Councilmembers:
Gage, Mussallem, Valdez or Hughan. Council took no action on the
matter to reconsider.
A letter of resignation from Lora L. Lucero from the Gilroy
Housing Task Force was noted.
A letter from the Congestion Management Agency requesting
support of AB 434 (Sher) Vehicle Registration Fees was noted.
Councilman Kloecker noted that a letter was previously forwarded
in this regard.

of May 8, 1991 were noted.
The Minutes of the Joint Powers Sewer Advisory Committee
Meetings of April 9th and 23, 1991 were noted.
The Report of the Personnel Commission Meeting of May 13,
1991 was noted.
Motion was made by Councilman Gage seconded by Councilman
Hale and carried that the job descriptions be approved as
recommended for Police Records Technician, Recreation Coordinator
(Museum, Seniors, Youth & Teens and Therapeutics) to one
Recreation Coordinator, and salary range and job description for
Resources Management Coordinator and Golf Course Superintendent.
Councilman Gage requested that the job descriptions for
employment be reviewed as to background investigations and
medical being actual requirements, not ability as stated thereon.
There was no update on the Water Conservation Program.
Council set June 24, 1991 at 7:00 p.m. for a Study Session
on the Residential Development Ordinance (ROO).
City Administrator Baksa presented an emergency item for
action on the sale of a small triangle of City property to South
County Housing in the amount of $17,690.00 previously agreed upon
by Council.
Motion was made by Councilman Kloecker seconded by
Councilman Gage and carried that the matter of the sale of City
property to the South County Housing be acted upon at this
meeting as an emergency item.
Motion was made by Councilman Gage seconded by Councilman
Kloecker and carried that the sale of the small triangle of City
property be authorized in the amount of $17,690.00 to South
County Housing as recommended. Councilwoman Nelson voted "no" on
the motion.
City Administrator Baksa noted the Environmental Notice of
Appeal regarding the Longterm Wastewater Facility. Councilman
Gage requested that a Joint Gilroy/Morgan Hill Council Closed
Session be scheduled with the Attorneys to discuss the matter.
Motion was made by Councilman Kloecker seconded by
Councilman Valdez and carried that Councilman Gage be appointed
as Mayor Protempore June 1, 1991 through November 1991 re-seating
of Council.
The Mayor noted the Santa Clara County Cities Association
Meeting of June 13, 1991 at 8:00 p.m. Councilmembers: Nelson,
Hale and Mussallem noted that they would attend; Councilmembers:
Valdez, Kloecker and Gage indicated they would tentatively
attend.
Councilman Kloecker had no update on the Recycling Program.

Noted Legislative Activities, dated May 10, 1991 re:
Operation Budget Freedom.
Councilman Gage requested that the state be contacted to
review the directional signage of South Valley Hospital. He
noted that he has been contacted from out-of-town citizens unable
to find the South Valley Hospital.

Discussion was had regarding a Reception for Desert Storm
Troops. Councilman Kloecker suggested contacting the local
Veterans Organization who have planned a Ceremony for Vietnam
Memorial Wall for June 21, 22, and 23rd that may be an
opportunity to hold a ceremony for Desert Storm Troops in
conjunction with their ceremony. The Mayor appointed
Councilmembers: Valdez, Kloecker and Gage to coordinate this
event.
Councilman Hale gave an update on Legislative activities
re: Operation Budget Freedom and noted a Downtown Development
Main street Program forthcoming event.
Councilwoman Nelson reported on AB 101 re: job protection
legislation for sexual orientation. She further noted the Senior
Barbecue by the Luncheon Optimist being a success.

Survey Results, May 29, 1991 - 7:30 p.m., Gilroy Council
Chambers, subsequently cancelled.
Joint Council/Parks & Recreation Commission study Session,
June 10, 1991 - 7:00 p.m., Council Chambers, City Hall, Gilroy
re: Street Tree/Damage Report; and
Annual City Council/Commission/Employee Barbecue, August
17, 1991 - 4:30 p.m. to 11:00 p.m., Christmas Hill Park.
At 8:41 p.m. the Mayor adjourned the meeting to follow the
May 29, 1991 Study Session re: Presentation of SRI Survey for
action regarding Gilroy 2000 tasks. (Subsequently cancelled.
Next Regular Meeting June 3, 1991.)
