The Mayor led the Pledge of Allegiance to the Flag.
The Mayor called on Reverend Ruth Ackerman, Gavilan Hills-
New Thought Church to give the Invocation.
The Deputy City Clerk reported that the Agenda had been
posted on May 30, 1991 at 10:40 a.m.
Present: Councilmembers: Donald F. Gage, Leonard A. Hale,
Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez,
Jr. and Roberta H. Hughan.
The Mayor deviated from the regular order of business to
hear from interested persons in the audience.

Barbara Waldman, Counc ilmember" Ci I'H of San Jose, spoke on
behalf of maintaining Moffett Field as a joint use federal
facility.
Motion was made by Counr;lman Kloecker seconded by
Cou~cilman H~le that t~e reading of Resolu~ion No. 91-30 be
w~~ved and that it be adopted endorsing Moffett Field to remain
as a joint use federal facility.

The Mayor returned to the regular order of the agenda.
The Mayor noted that i Tould be apprrnriate to move
forward with thd Gilroy 2000 project and continue with
recruitment of additional per~Jns to balanc~ O~~ the committees.
Councilwoman Nelson stated that there had been a motion
previously to table this item until after discussion and review
of the SRI study.
Motion was made by Councilman Mussallem seconded by
Councilwom~n Nelson and carried by the following Roll Call Vote
to table any dis'u.3sion on Gilroy 2000 'to a meeting following the
June 5, 1991 SR:' study session: Ay,=,s: coun.::ilmembers: Gage, Hale,
Mussallem and Nelson; Noeb. ~ouncilmembe~s: Kloecker, Valdez and
Hughan.
Mr. Jack Pate, Chairman of the Gilroy 2000 Committee Task
Force, addresn3d the Council and stated that a letter was sent
out to all f the applicants last week, explainin0 there has been
a delay anu also lnanking chern for applying.
Motion was made by Councilman Gage seconded by Councilman
Hale tJ.,"_ the following item under th,," Consent Calendar be

Approved the Minutc.,c of the Regular Council Meeting of May
20, 1991.
Motion w~s mad2 by Councilman Gage seconded by Councilman
T-Iale and ~arried to continue the Public Hearing to Establish
Numerical Limits of Dwelling units to be permitted under the
requirements of the Residential Development Ordinance for the
Years 1992, 199.:> u..d 1994 to the meeting of September 3, 1991.
Motion was made by Councilman Kloecker seconded by
Councilman Gage that the reading of Resolution No. 91-31 be
waived and that it be adopted regarding expeditious action for
CalTrain service including service to Gilroy.

The Mayor explained, the action 'taken on this item for the
benefit of the students in the audience.
Accepted letter of resignation from Barbara Khan from the
Handicapped Board of Appeals.
Motion was made by Councilman Gage seconded by Councilman
Kloecker and carried that Chuck Wear be appointed to the
unexpired term of Barbara Khan on the Handicapped Board of
Appeals.
The following informational items were noted with no
separate discussion except as noted:
Senator Mello re: Bills pending action before the
California state Legislature; Councilwoman Nelson noted that
SB164 did pass (New Open Space Authority);
Veterans of Foreign Wars Certificate of Appreciation to
Gilroy Police Department and Gilroy Police Auxiliary;
City of Morgan Hill commending Employee's Newspaper
article;
City Selection Committee of Santa Clara County meeting,
June 13, 1991 Agenda and Minutes of the March 21, 1991 meeting;
Councilman Kloecker noted that there are no rules providing for
how they solicit applications for appointment or how to deal with
the Board, and felt there should be a section. Mayor Hughan
stated that she will bring these items to their attention;

Noted the minutes of the Library & Culture Commission
meeting of May 14, 1991.
Noted the minutes of the Ranch Site Master Plan Task Force
meeting of April 16, 1991.
Noted the minutes of the Joint Powers Sewer Advisory
Committee meeting of April 9, 1991 and May 14, 1991.
City Administrator Baksa reviewed the water conservation
efforts of the City, noting a 22% reduction through the month of
May. He stated that several hundred water conservation kits have
been issued. He stated that the City has a 43% reduction in
water usage over last year, and the School District has a 31%
reduction. He stated that he will have this information in the
next packet.
City Administrator Baksa stated that a four week session on
customer service will begin in July for all new employees, and a
follow-up session for all employees who received last year's
training will be scheduled after that session.
City Administrator Baksa stated that the Church and Tenth
Streets traffic signal will be operational by the end of next
week. He stated that the signal at Hwy. 101 and Tenth Street
will be operational about two weeks later.
City Administrator Baksa stated that Reservoir A
sanding/repainting is finished, and Reservoir B
sanding/repainting will begin soon.
Motion was made by Councilman Kloecker seconded by
Councilman Valdez and carried to televise the June 5, 1991 SRI
study session. Councilman Mussallem voted no on the motion.
City Administrator Baksa requested the City Attorney Hiring
Committee meet with him for a few minutes after this meeting.
The Mayor noted that the IGC will meet on Thursday, June 6,
1991 regarding the California Clean Air Act.
Motion was made by Councilman Kloecker seconded by
Councilman Gage and carried to send a letter to the Congestion
Management Agency regarding the City of Gilroy requested changes.
The Mayor explained to the students in the audience that
the CMA was established to relieve the traffic congestion in
Santa Clara County.
Councilman Hale requested that the City's resolution that
was adopted last year regarding support for Operation Budget
Freedom, be re-sent to Rusty Areias and Henry Mello.
Motion was made by Councilman Mussallem seconded by
Councilwoman Nelson and carried to send the resolution adopted
last year regarding support for Operation Budget Freedom to Rusty
Areias and Henry Mello.
Councilman Gage reviewed the sewer issues that were
requested to be brought back to the JPA for discussion including
1) charges by the consultant, and 2) location of the plant. He
stated that these items were discussed and it was felt that there
was no better location than where the plant is currently
planned. He stated that the JPA will discuss the budget at
tomorrow's meeting.
Councilman Gage commented that Lee Jackson had called him
regarding her General Plan Amendment that was denied.
The Mayor stated that a General Plan Review may be
warranted for the entire City.

City Administrator Baksa explained that the northern
quadrant will be difficult to plan, because there are severe
infrastructure problems. He stated that if the northeast quad
property owners want to participate in a study, such as the
property owners did for the southwest quad area, this would
expedite the process.
Councilman Hale stated there will be a special meeting of
the Santa Clara County Cities Association on June 13, 1991 at
8:00 p.m. at the Santa Clara Convention Center. They will be
talking about appointments to committees, by-law changes and have
election of officers.
Councilman Valdez stated that the Vietnam Memorial Moving
Wall will be at Las Animas Park June 21-23, 1991. He requested
permission to air a tape on Channel 34 regarding the wall, and
was advised to obtain an application and go through normal
procedures.
City Administrator Baksa stated that there is information
in the packet regarding the Tanner Committee. He noted there is
a meeting scheduled on June 11, 1991 at 7:30 in our Council
Chambers to review and discuss the Tanner Committee's
recommendation.
