Minutes 1991/06/24 t., t\ ", /1 l) , . .~<Jt: Roll Call Gilroy 2000 Special Meeting June 24, 1991 Gilroy, California The City Clerk reported that the notice of this Special Meeting had been posted on June 17, 1991 at 9:10 a.m. Present: Councilmembers: Donald F. Gage, Leonard A. Hale, Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez, Jr. and Roberta H. Hughan; At 6:30 p.m. the Mayor stated that it was the time and place scheduled for a Special Meeting for Council to make a final decision on the Citizens' Participation Strategic Planning Project on whether to proceed with that project as it has been proposed by the Committee. She called on Jack Pate, Chairman of the Gilroy 2000 Committee. Jack Pate, Chairman of the Gilroy 2000 Committee, addressed the Council, referred to the report of the Committee in regard to their recommendation, noting that he is present to respond to any questions. He further noted that they are functioning as a Committee appointed by the Council and are willing to do the job. He noted that the three committees that they are recommending, based on the responses are Environment, Schools and Housing. He noted that it would probably be possible to staff a Crime and Police Committee if Council so desires. He further noted that the Committee feels that there was a lack of geographical balance and are requesting the opportunity to go back to some of those people who expressed an interest initially and be given the opportunity to try to augment those task forces somewhat. He noted that the recommendation as it stands from the Committee is to go with the three task forces and to be allowed in some way augment those committees if necessary from the list that has already been prepared. He noted that they would be willing to consider Council direction; that they would be concerned that they could come to some sort of agreement if there was dissension and would have to report back to the Committee on any of those conditions for a recommendation on same of the Committee. Councilman Mussallem stated that as Chairman of the Committee and under the circumstances, Jack Pate did a good job as Chairman of the Committee and thanked him for what he did as Chairman. Jack Pate stated that they had a real good Committee and whatever happens the Committee deserves credit for what they have done. Discussion was had by Council on the matter. Motion was made by Councilman Mussallem seconded by Councilwoman Nelson that Council stop the Gilroy 2000 process as of now; that all the participants that have responded to Gilroy 2000 be tracked in terms of giving their names to existing committees of which they can enter if their interests apply to those committees. A substitute motion was made by Councilman Kloecker seconded by Councilman Valdez to accept the recommendation of Mr. Pate and the Committee to form the three committees and to permit them to augment it as necessary and to go ahead with this project. Councilman Kloecker noted that he did not want to make it a part of the substitute motion but would like to see the formation of the additional committee on Crime and Police because there was good indication of support for said committee. ..'" The Mayor noted that the substitute motion would take precedence and noted that the substitute motion is on the floor for discussion and voting. Further discussion was had. Councilman Gage noted that the Committee did an excellent job based upon Council direction. Further discussion was had by Council on the substitute motion. Councilman Gage noted that after the discussion he would like to offer another way in dealing with those that expressed an interest in doing committee work. He noted that it is important that the Council recognize those individually by letter thanking them for their participation and channel their energies into some of the existing committees of the City and some of the other ways that he would like to express later to get input to the City. Councilman Hale expressed his gratitude to Jack Pate and his committee for an admirable job. He noted that he thought there should be a process for citizens to become involved and that the City achieved that purpose. Further discussion was had by Council. The Mayor expressed her disappointment if the Gilroy 2000 Committee is discontinued. The Mayor called for a vote on the substitute motion to proceed with the project. Roll Call: Ayes: Councilmembers: Kloecker, Valdez and Hughan; Noes: Councilmembers: Gage, Hale, Mussallem and Nelson. The Mayor called for a vote on the motion to cancel the Gilroy 2000 Committee. Roll Call: Ayes: Councilmembers: Gage, Hale, Mussallem and Nelson; Noes: Councilmembers: Kloecker, Valdez and Hughan. Councilman Kloecker stated that in the 7 1/2 years that he has been on the Council this is the most disappointing vote and result that he has ever had to participate on this body and is very disappointed on this action. Councilman Hale noted that he could not spend $35,000.00 for the 45 people that came forward to work on the committees especially when most of these people already are familiar with processes. Councilman Valdez noted he is also concerned with fiscal matters, but the deterioration of downtown and needs of the future are greater than funds needed to proceed with the project and that the vote implies political implications and the issue is not gone. Councilman Mussallem noted that from the beginning there was dissension regarding the project and that there is always an element of risk as it was not a unanimous decision from the beginning. Motion was made by Councilwoman Nelson seconded by Councilman Mussallem to adjourn the meeting by the following Roll Call Vote: Ayes: Councilmembers: Mussallem and Nelson; Noes: Councilmembers: Gage, Hale, Kloecker, Valdez and Hughan. Councilman Gage noted that he has alternatives; that it is very important to get citizen input. He requested that the citizens interested in the Gilroy 2000 assist the City in holding Town Meetings with technical people, i.e. Chief of Police, Planning Dept. etc., analyze data from the town meetings, bring reports forward to Council and discuss how these problems can be solved and reporting through the media, Channel 34 and newsletter, etc. to help the people understand the processes through the technical people which can include the School {' l)4 },t:~ ~),.(..\.> Adjrnmt. District for additional media coverage, and if that point in time Council chooses to form committees through the citizens this is a way to obtain citizens' input on a casual basis in the City's own Council Chambers. Those that showed enthusiasm in the survey can try to obtain other segments of the community that were not represented in the survey and by that the City would get more representation from the community and they would have an opportunity to further explain their concerns with Council. He noted that he would like to continue forward with this suggestion. Further discussion was had by Council on the suggestion of Councilman Gage. Councilman Kloecker noted that providing citizens' input has been provided through the survey and believes that what we want is citizens' participation in developing the recommendations to the Council of what to do as a result of stated or perceived problems.
