The City Clerk reported that the Agenda had been posted on June 27, 1991 at 9:05 a.m. Present: Councilmembers: Leonard A. Hale, Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez, Jr. and Roberta H. Hughan; Absent: Councilmember: Donald F. Gage. The Mayor introduced new employee, Gregory K. Miller, Equipment Maintenance Supervisor. The Mayor presented Chuck Ellevan, Corporal - Police Department, with the Employee Award for the Month of May, 1991. Corporal Ellevan noted the Police Department Manual that he initiated and has been working on for several months. Mr. Joe Deras, Representing Gilroy Lodge of Omaha Woodmen/Woodmen of the World Life Insurance Society, presented Police Chief Sumisaki with a video camera for the DUI Enforcement Program. Mr. Will Kempton, Executive Director of the Santa Clara County Traffic Authority, addressed the Council and explained the Draft Strategic Plan of the Traffic Authority and give an update on Measure A. (;'\~'~) The Mayor noted the Continued Public Hearing to Consider a General Plan Amendment and Rezoning requests from Park/Public Facility to Low Density Residential and PF (Public Facility) to R1 (Single Family Residential) District respectively on Property Located at 651 Sixth Street, Between Carmel and Princevalle Streets, on approximately 3.74 acres, Wheeler Hospital Association, Applicant, GPA 89-4 and 89-5 be cancelled at the request of the applicants. The Mayor asked if there was anyone to speak on any matter not on the agenda. from anyone in the audience. in the audience wishing There was no comment Councilman Hale requested that the Gilroy Downtown Development Corporation Request for funding for a Demonstration City Project in the California Main Street Program be tabled to obtain additional information on the program. It was requested that any questions on the matter be given to City Administrator Baksa. Councilman Kloecker requested that Council take no action on Californians' Against Waste Requesting Support of Recycling Legislation (Assembly Bill #1423 and Senate Bill #235) and that he would attempt to obtain the information about the industries' position on this matter. Councilman Kloecker requested that Council take no action on the Congestion Management Agency Joint Powers Agreement and that he would prepare a resolution and appropriate correspondence for consideration at a later meeting. Motion was made by Councilman Kloecker to support ABAG's request for endorsement of Declaration of Fiscal Interdependency and State of Guiding Principles, which died for lack of a second. The Minutes of the Joint Powers Sewer Advisory Committee Meeting of June 11, 1991 were noted. The Minutes of the Parks and Recreation Commission Meeting of May 21, 1991 were noted. City Administrator Baksa gave an update on the Water Conservation Program. City Administrator Baksa noted Staff Training Sessions scheduled re: Customer Service. City Administrator Baksa distributed a letter prepared for local Legislators and Dianne McKenna re: level of Maintenance Effort re~ Congestion Management Agency and constructive amendments to AB 2829. Council had no objection to forwarding same. Councilman Kloecker further reported on the matter. City Administrator Baksa distributed MSI update for Council information, noting that a Public Hearing has been scheduled on the Comprehensive Fee Schedule for July 15, 1991. He requested that any questions be given to him to allow for answers in Staff presentation at the hearing. Councilman Kloecker noted no update on the Recycling Program. Councilman Kloecker gave an update on Cal-Train Project, noting that the State Transportation Commission delayed action to their July meeting to determine if bonds shall be issued to support the Cal-Train Project and noted that he would keep the City informed of any further action on the matter. Councilman Mussallem noted that he wanted Council to be notified of all meetings regarding the Greenbelt Issue. Councilwoman Nelson gave a presentation on Regional Government requesting that same be forwarded to all Santa Clara County Cities, Bay Vision 2020 and the Board of Supervisors of Santa Clara County. Motion was made by Councilman Mussallem seconded by Councilman Hale and carried that the document presented by Councilwoman Nelson be forwarded to the County of Santa Clara Board of Supervisors, Santa Clara County Cities, Bay Vision 2020 and ABAG as an informational item only.
