Special Meeting
August 12, 1991
Gilroy, California
The Mayor called the meeting to order at 6:34 p.m.
The Acting City Administrator reported that the Agenda had
been posted on August 9, 1991 at 2:25 p.m.
Roll Call Present: Councilmembers: Donald F. Gage, Leonard A. Hale,
Paul V. Kloecker, Pete Valdez, Jr. and Roberta H. Hughan;
Absent: Councilmembers Larry Mussallem and Sara C. Nelson.
Congestion Councilman Kloecker reviewed the discussions that have
Management taken place regarding the Congestion Management Plan. He
Plan explained the resolution to be acted upon, noting that it is the
same resolution that all the cities have approved, with the
exception of the fifth WHEREAS paragraph. He noted the addition
of the word "Agency" in the eighth paragraph on page 1
At 6:44 p.m. Councilman Mussallem entered and took his seat
at the Council table.
Motion was made by Councilman Kloecker seconded by
Councilman Valdez and carried to forward the letter to the
Congestion Management Agency and that the reading of Resolution
No. 91 -50 be waived and that it be adopted, as amended,
designating a Congestion Management Agency for Santa Clara
County.

RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY DESIGNATING A
CONGESTION MANAGEMENT AGENCY FOR SANTA CLARA COUNTY
PASSED AND ADOPTED this 12th day of August 1991, by the following
vote:
AYES: COUNCILMEMBERS: GAGE, HALE, KLOECKER, MUSSALLEM, VALDEZ
and HUGHAN
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBER: NELSON
At 6:51 p.m., the Mayor adjourned the meeting and continued
with a Joint Council /Planning Commission Study Session re:
Circulation Impact Fees.
