Hughan; Absent: Councilmember: Larry Mussallem: Motion was made by Councilman Gage seconded by Councilman Valdez that the following items under the Consent Calendar be approved as recommended by the following Roll Call Vote: Ayes: Councilmembers: Gage, Hale, Kloecker, Nelson, Valdez and Hughan; Absent: Councilmember: Mussallem: Approved the Minutes of the Regular Council Meeting of August 19, 1991; Approved Budget Amendments/Transfers as recommended; Adopted Resolution No. 91-55 regarding expeditious action for Caltrain service, including service to Gilroy; RESOLUTION NO. 91 - 55 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY REGARDING EXPEDITIOUS ACTION FOR CALTRAIN SERVICE INCLUDING SERVICE TO GILROY. Motion was made by Councilman Gage seconded by Councilman Kloecker and carried that the reading of a proposed ordinance amending Sections 19.80, 19.102(d), 19.102(k) and 19.102(p) of the Gilroy City Code Relating to Sewer Use be waived and read in title only, introduced and published by title and summary. City Administrator Baksa presented a recommendation of the Parks & Recreation Commission to approve the Master Plan for Renz Park at a maximum of $114,000.00 which includes grants for same. Motion was made by Councilman Kloecker seconded by Councilman Hale and carried that the Master Plan for Renz Park be approved as recommended by the Parks & Recreation Commission to a maximum of $114,000.00 which includes grants for same. A request of the Youth Science Institute Wildlife Rehabilitation Center for funding was noted and further explained by its representative, Sue Howell, P. O. Box 1105, Morgan Hill, CA 95038 (779)7455. Council took no action on the request for funding as the 1991-92 City Budget has previously been approved. A request of the City of San Jose was noted and discussed re: Bay Vision 2020 (Interim Regional Commission) further explained by Councilman Kloecker. Council took no action requesting that the City representative of the Santa Clara County Cities Association (Councilman Hale) note the City'S previous position on the matter confirming that the Interim Regional Commission should be comprised of elected officials. The Minutes of the Senior Advisory Board Meeting of July 15, 1991 were noted. The Minutes of the Library & Culture Commission Meeting of August 13, 1991 were noted. Motion was made by Councilman Valdez seconded by Councilman Kloecker that the reading of Resolution No. 91-56 be waived and that it be adopted approving the Vision Statement for the Arts in Santa Clara County. RESOLUTION NO. 91-56 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ADOPTING A VISION STATEMENT FOR THE ARTS IN SANTA CLARA COUNTY. The Minutes of the Housing Task Force Committee Meeting of August 20, 1991 were noted. City Administrator Saksa noted the Council Study Session of September 9, 1991 - 7:00 p.m. re: Review Proposal Options re: State Mandated and Waste Reduction Goals (AB 939), Employees' Lounge and that the Staff report for same was submitted to Council with the Addendum packet of the September 3, 1991 regular meeting. " ~ City Administrator Baksa requested City Officials contact the City Clerk if planning to attend the League of California Conference, October 13-16, for advance registrations. The Mayor recommended Randy S. Moen to the Building Board of Appeals to fill the unexpired term of January 1, 1993. Motion was made by Councilman Kloecker seconded by Councilman Gage and carried that Randy S. Moen be appointed to fill the unexpired term (1-1-93) on the Building Board of Appeals. The Mayor requested Council RSVP the City Clerk for the Santa Clara County Cities Association General Membership Meeting, September 19, 1991 - 6:30 p.m. at Christmas Hill Park. Council tabled discussion regarding the Gilroy Downtown Development Corporation request for funding Downtown Mainstream Program to the September 16, 1991 regular meeting. Councilman Kloecker noted the Santa Clara County Transportation Agency Workshop, September 5, 1991 on the Draft Santa Clara County Transportation Plan. Councilman Kloecker requested that City Council Meetings be re-televised at a different time to accommodate the viewing public. Councilman Kloecker noted that there is a meeting tonight at the Senior Center regarding Santa Clara County Transit System, specifically request to reschedule Bus #17 and requested that Council support this request when agendized.
