Mayor Protempore Gage led the Pledge of Allegiance to the
Flag at 7:00 p.m.
Pastor Bruce Rowlison, Presbyterian Church, gave the
Invocation.
The City Clerk noted that the agenda had been posted on
October 31, 1991 at 9:00 a.m.
Present: Councilmembers: Donald F. Gage, Leonard A. Hale,
Paul V. Kloecker, Sara C. Nelson, and Pete Valdez, Jr.. Absent:
Councilmembers: Larry Mussallem and Roberta H. Hughan.
The Mayor Protempore introduced new employee: Davood
Keshmiry, Chemical Control Specialist.
Motion was made by Councilman Kloecker seconded by
Councilman Hale that the following items under the Consent
Calendar be approved as recommended by the following Roll Call
Vote: Ayes: Councilmembers: Hale, Kloecker, Nelson, Valdez and
Gage; Absent: Councilmembers: Mussallem and Hughan:
Approved the Minutes of the Regular Council Meeting of
October 21, 1991;
Approved a sewer connection requested by the City of Morgan
Hill ;

Adopted Ordinance No. 91-22 approving rezoning request No.
Z 91-06 and changing the zoning designation from R2 to R2 PUD on
APN 841-07-057, located at the northerly terminus of Hoover
Court;
OROINANCE NO. 91 - 22
AN OROINANCE OF THE CITY OF GILROY APPROVING REZONING REQUEST NO.
Z 91-06 AND CHANGING THE ZONING DESIGNATION FROM R2 TO R2 PUD ON
APN 841-07-057, LOCATED AT THE NORTHERLY TERMINUS OF HOOVER
COURT.
PASSED AND ADOPTED this 4th day of November, 1991, by the
following vote:
AYES: COUNCILMEMBERS: HALE, KLOECKER, NELSON, VALDEZ and GAGE.
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: MUSSALLEM and HUGHAN;
Approved Budget Amendments/Transfers as recommended;
Denied Claim of Donald Nelson as recommended;
Approved list of surplus equipment for City auction as
recommended; and
Accepted improvements for Pacific West Outlet, Phase II,
Project 90-54.
City Administrator Baksa presented a report and
recommendation on bids received for an Industrial Self-Propelled
Tractor and Cab with Mower Attachments to award same to C & N
Tractors in the amount of $40,593.75.
Motion was made by Councilman Hale seconded by Councilwoman
Nelson and carried that the bid of C & N Tractors in the amount
of $40,593.75 be awarded as recommended.
The Mayor Protempore asked if there was anyone in the
audience wishing to speak on any matter not on the agenda. There
was no comment from anyone in the audience.
Council deferred action on the request of the Santa Clara
Valley Water District for appointments of City representatives to
the District Flood Control South Zone Advisory Committee for term
October 1, 1991 to October 1, 1992 to the November 18, 1991
regular Council meeting.
The following informational items were noted with no
separate discussion on same except as noted:
Santa Clara County Cities Association in appreciation;
ABAG's Fall Assembly, November 21, 1991 to finalize its
platform for Regional Growth Management;
Correspondence re: Regional Government/Governance:
Santa Clara County Cities Association's position statement
on Regional Governance.
City of Morgan Hill re: Growth Management and Regional
Governance.
City of San Jose's Rationale for Tax Sharing in the context
of Regional Governance, their original Tax Sharing Proposal and
Amendment to that Proposal. Councilman Kloecker noted importance
of this subject. City Administrator Baksa noted that he would
report back to Council on this matter to be presented to the City
Managers' Association at a future meeting.
City of Sui sun City in opposition of Bay Vision 20/20
Regional Government recommendations.

The report of the Personnel Commission meeting of October
14, 1991 was noted.
Motion was made by Councilman Valdez seconded by Councilman
Kloecker and carried that the job description of Multi-Service
Officer be approved as recommended.
City Administrator Baksa had no update on the Water
Conservation Program.
City Administrator Baksa gave an update on the Cable TV
Report, noting additional information and report is forthcoming.
Councilwoman Nelson noted the article in the law firm's
publication featuring the City Attorney's appointment.
