Hale, Paul V. Kloecker, Sara C. Nelson, Suellen C. Rowlison, Pete Valdez Jr. and Donald F. Gage; Councilman Kloecker requested removal of Item "D" from the Consent Calendar. Councilwoman Nelson noted a correction in the Council Minutes of February 18, 1992, Page 6, noting that Councilwoman Rowlison volunteered as Alternate Representative on the League of California Cities' Participation in Regional Children's Summits. Motion was made by Councilwoman Nelson seconded by Councilman Hale that the following items under the Consent Calendar be approved as recommended removing Item "D" Ordinance updating the Residential Development Ordinance and correcting the February 18, 1992 Gilroy City Council Minutes as noted: Roll Call Vote: Ayes: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul V. Kloecker, Sara C. Nelson, Suellen Rowlison, Pete Valdez, Jr. and Donald F. Gage: Approved the Minutes of the Regular Council Meeting of February 18, 1992 as corrected; Denied Claim of Guadalupe Castaneda as recommended; and Approved Budget Amendments/Transfers as recommended. Motion was made by Councilman Hale seconded by Councilwoman Nelson that Ordinance No. 92-1 be adopted updating the Residen- tial Development Ordinance by amending Section 2.20 of the Zoning Ordinance, repealing Sections 50.60 to 50.67 and replacing Sections 50.60 to 50.67 with Sections 50.60 to 50.68. ORDINANCE NO. 92 - 1 AN ORDINANCE OF THE CITY OF GILROY UPDATING ITS RESIDENTIAL DEVELOPMENT ORDINANCE BY AMENDING SECTION 2.20 OF THE GILROY ZONING ORDINANCE, REPEALING SECTIONS 50.60 TO 50.67, AND REPLACING SECTIONS 50.60 TO 50.67 WITH SECTIONS 50.60 TO 50.68. Councilman Kloecker requested information regarding the City's Street Sweeping Program. It was noted by City Administrator Baksa that the information requested would be agendized on the March 16, 1992 Council Agenda. Motion was made by Councilwoman Nelson seconded by Councilwoman Rowlison that the reading of the Residential Development Ordinance Rating Scale - Resolution No. 92-14 be waived and that it be adopted. RESOLUTION NO. 92 - 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ESTABLISHING A PROJECT RATING SCALE FOR IMPLEMENTATION OF THE RESIDENTIAL DEVELOPMENT ORDINANCE PURSUANT TO SECTION 50.65 OF THE ZONING ORDINANCE. He noted additional information requested of South Valley Refuse Disposal. He also noted that the Public Hearing was held February 18, 1992, closed and Council action continued to this meeting. Discussion was had by Council. Motion was made by Council- Councilman Kloecker seconded by Councilman Hale and carried that Council action on the matter be further continued to the next regular meeting of March 16, 1992 in order to allow additional time for Councilmembers Gilroy, Nelson and Kloecker to meet with South Valley Refuse & Disposal, Inc., to further clarify questions regarding the proposed rate increase. The Mayor asked if there was anyone in the audience wishing to speak on any matter not on the agenda. The Minutes of the Parks & Recreation Commission Meeting of January 21, 1992 were noted. Councilman Gilroy noted the Parks & Recreation Commission action reaffirming their position expressed in the February 4, 1991 Report re: street Tree/Sidewalk Damage. Council set March 30, 1992 at 7:00 p.m. in the Council Chambers as a study Session re: Street Tree/Sidewalk Issue and requested the report be re-issued to Council. The Minutes of the Joint Powers Sewer Advisory Committee Meeting of January 28, 1992 were noted. The Report of the Personnel Commission Meeting of February 8, 1992 was noted. Motion was made by Councilman Kloecker seconded by Council- woman Nelson and carried that the thirteen (13) job descriptions be approved as presented and recommended. Council requested that the March 9, 1992 Study Session re: Congestion Management Agency/Transportation Program not be televised. City Administrator Baksa noted the Water Conservation Program update. City Administrator Baksa gave an update on the Growth Task Force Steering Committee noting that they would meet every Wednesday at 4:30 p.m. to meet the Council deadline. City Administrator Baksa distributed copies of the 1990-91 Financial Audit Report. City Administrator Baksa noted completion of Supervisory Employees' Six Week Training Program. City Administrator Baksa distributed computer photo of the Wastewater Treatment Facilities. City Administrator Baksa gave an update on the RDO process timetable. The Mayor noted that Staff would present an Economic Development Report information at a later date. The Mayor noted the Blue Ribbon Committee would make a presentation on Gang Task Force at a later date. The Mayor noted that the Crime Report would be distributed and Council set March 24, 1992 at 7:00 p.m. in the Council Chambers for a Study Session on same, to be televised. (Meeting subsequently rescheduled to March 31, 1992.) Councilman Gilroy gave an update on the Drug Abuse Prevention Council Workshop. Councilman Kloecker noted that an editorial in the Gilroy Dispatch noted that Bus Line 17 would be eliminated and that this was in error. Councilman Hale requested input from Council regarding the County Ten Year General Plan Review noting that he represents the Council on this issue. Council set the remaining time following the March 9, 1992 Study Session to discuss same and further set April 13, 1992 at 7:00 p.m. to continue the discussion of the County's Ten Year General Plan Review. Councilwoman Nelson gave an update on the Visitor's Bureau noting that they have been working with Pacific West Outlet for Adjrnmt. II ( . ~ ,.,~ "} 1'10 ~.. ~~'1\..J Phase III project. She also noted that Council needs to discuss the Greenbelt Issue and that the matter should be agendized for Council action. Councilwoman Rowlison suggested that if Council meetings are in progress at 11:00 p.m. that the matter should be voted on by Council to adjourn the meeting by 11:30 p.m. or 12:00 a.m. The Mayor noted that volunteers are needed for April 4 at South Valley Hispanic Parents' Forum. All Councilmembers volunteered and gave the Mayor the preferred time they would work. The City Attorney gave an update on the Attorney's Fees regarding the Sales Tax Suit. Councilman Gilroy requested that the proposed amendment to the Brown Act be investigated to determine what impact it would have on Council. The City Attorney noted that she is investi- gating same as to how it would affect Council.
